, REGULAR MEETING OF THE PERSONNEL BOARD
CITY OF LYNWOOD
DECEMBER 19, 1991
The regular meeting of the Personnel Board of the City of Lynwood,
California was held on Thursday, December 19, 1991 at 5:00 p.m. in
the Council Chambers of the Lynwood City Hall, 11330 Bullis Road,
Lynwood, California. The agenda was duly posted as prescribed by
the Brown Act.
CALL TO ORDER
The meeting was called to order by Chairman Lewis at 5:10 p.m..
Roll call was taken by Gail L. Black, Interim Director of Human
Resources. All Commissioners were in attendance.
PLEDGE OF ALLEGIANCE
Led by Commissioner Gilpen
APPROVAL OF MINUTES
The motion was made by Commissioner Swift and seconded by
Commissioner Gilpen to approve the minutes of the November 21, 1991
meeting as presented. All in favor. Motion carried.
STUDIES &.REPORTS
A discussion to raise the passinq score for testing was led by
Commissioner Litke. A study was done in 1986 by the Personnel
Department. It was determined that a 603 passinq score would best
serve the needs of the City. At that time the Personnel Board gave
their approval for the 6ot standard. Ms. Black explained the
' procedures for scoring written and oral examinations. The written
examinations are scored by an outside agency. The agency scores
the test on a curve. All scores are computed and a passinq point
is determined from the pool of candidates scores. The oral
examinations are scored using 60� as the pass point. The board
d:scussed this issue at length. Ms. Black stated that the Board
should vote uniformly on this item before requesting any City
Council action.
Michael Heriot, City Manager discussed his views with the Board
about 60$ pass point versus 70$ pass point. He urqed the board to
let the current 608 policy remain in place.
A motion was mada by Commissioner Swift and seconded by
Commissioner Gilpen to let 603 remain as the pass point for
testing. _All in favor. Motion carried.

� A motion was made by Commissioner Swift and seconded by
, Commissioner Bell to approve certification of the Equipment
Mechanic eligibility list. All in favor. Motion carried.
A motion was made by Commissioner Gilpen and seconded by
Commissioner Swift to approve certification of the Parking Control
Officer eligibility list. All in favor. Motion carried.
A motion was made by Commissioner Litke and seconded by
Commissioner Swift to approve certification of the Civil
Engineering Technician eligibility list. All in favor. Motion
carried.
A motion was made by Commissioner Gilpen and seconded .by
Commissioner Bell to approve certification of the Director of Human
Resources.eligibility list. All in favor. Motion carried.
A motion was made by Commissioner Litke and seconded by
Commissioner Swift to approve merging the current Office Assistant
II list with the next recruitment.
� ORAL COMMUNICATIONS
Michael Heriot, City Manager wished all Commissioners a happy and
prosperous holiday. He stated that he had every confidence in Ms.
Black being the Director of Human Resources. He wants to see the
City of Lynwood restored to the prominence it once had while under
his watch. He asked that the members of the Personnel Board help
him meet any challenges by being fair in carrying out their duties.
Ms. Black wished all board members a Merry Christmas and Happy New
Year.
Chairman Lewis and board members presented Ms. Black with a holiday
gift.
All the Commissioners congratulated Ms. Black on becoming the
Director of Human Resources.
ADJOURNMENT
There being no further business to conduct, the meetinq was
adjourned.
The next regularly scheduled meetinq is Thursday, January 16, 1992
at 5:-00 p.m..
