CALL TO ORDER
The Work Session of January 28, 2002, was convened at 5:30 p.m. by Mayor Tom Rackers.
ATTENDANCE
The following Council Members were present along with Mayor Rackers:
Present: Angle, Blaney, Landwehr, Olsen, Viessman, & Vogel
Absent: Jackson, Nelson, Vincent, & Weber
Staff present were Allen Garner, Melva Fast, Pat Sullivan, Charlie Lansford, Gail Strope,
Steve Schlueter, Jason Turner, Mike Struttman, Tom Jones, and Janice McMillan.
Members of the media were in attendance.
PRESENTATIONS
Mayor Rackers opened the meeting and announced that Councilman Landwehr, Annexation
Chairman of the Council, would be conducting the meeting. The meeting was then turned
over to Councilman Landwehr who introduced Michael Duffy of Schafer, Kline, and Warren
Inc. for the purposes of giving the presentation on the study area. A preliminary draft of a
report was distributed to the Council. Discussion of the possibility of focusing on a reduced
study area followed. A question and answer period occurred. Questions were asked
regarding the basis for selecting boundaries for the reduced area recommended for further
study. There were comments and questions about potential distribution of information,
particularly the maps. Questions occurred about the fire service within the areas as to
source and stations providing service. The timing of annexation efforts was discussed
briefly.
Following general discussion, the issue of how to proceed surfaced. Three possibilities
were discussed 1) approve the recommended reduced area for further study; 2) add to the
reduced area a larger amount for further study, or 3) further reduce the selected areas for
more study. Councilman Landwehr moved that staff and consultant be directed to develop
more detailed information on the purposed five (5) reduced areas plus the area around the
state prison known as Church Farm with the understanding that no boundaries are being
set and that both additions and reductions to areas will be considered in the future. The
motion was seconded by Councilman Olsen and unanimously approved. No further
discussion ensued.
