MINUTES OF THE MEETING OF
JULY 15; 1992
For example: (1) Beaches Market (2) A.C. Green from the
Lakers wants to bring a business here to Lynwood, along with
others who have solicited already. Ms. Bays and Ms. Newton
mentioned that the services and treatment that was given to
the residents has changed.
COMMISSIONER'S ORALS
- Ms. Hawkins and Ms. Bays stated the severe need for more
crossing guards in our Elementary Schools.
- Ms. Bays mentioned that we need an "_Emergency Number"
because after the Earthquake the water was off for a length
of time and when we got the water back the water was very
ugly looking. Ms. Newton mentioned that her eletricity was
out for quite some time due to the earthquake also.
- Ms. Espeseth reported that St. Francis is having and
Immunization clinic on August 8th from 9-1 p.m., for
children 0 to 18 years of age. Ms. Espeseth also informed
, that the Unity Festival was great but that the participation
was very poor.
- Mr. Litsinger mentioned the weed problem in front of Lugo
Park again and that it is time to report to Council
regarding the activitzes of our commission.
There being no further business, the Community Affairs Commission
Board Meeting was adjourned at 5:51 p.m.

MINUTES OF THE MEETING OF
JUNE 17, 1992
The Community Affairs Commission met in a regular session on June
17, 1992 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
` Commissioner Ann A. Fields called the meeting to order at 5:00
p.m. Members in attendance were: Bette Espeseth, Ann A. Fields,
David Litsinger, Barbara Newton, Lucille Walker, and Lorna
Hawkins.
Commissioner Yolanda Bays was excused from the meeting.
Staff present were Deborah L. Jackson and Silvia Lara.
The minutes of the May 20, 1992 regular meeting were approved
with corrections.
I. SCHEDULED MATTERS
A. Community Needs Assessment
Ms. Jackson presented the commissioners with some of the
completed Community Needs Assessment surveys for their
review and discussion at the July 15, 1992 meeting. Ms.
Jackson also mentioned that there was a good response
from the senior citizens and the young people.
MAYOR LOUIS J. HEINE CAME IN TO VISIT THE COMMUNITY AFFAIRS
COMMISSION AND BROUGHT IN THE PICTURES OF PRESIDENT BUSH'S
VISIT.
COMMISSIONERS' ORALS
- The commissioners mentioned that there is a great need
for crossing guards. j
- Ms. Hawkins mentioned that Wilson Elementary School as a I �
very bad traffic congestion and no crossing guards at all. �
Ms. xawkins said that there is a major urge for a crossing !
guard at the corner of Louise and School Road. !
- Ms. Fields mentioned that the graduation for Compton I
College is June 19, 1992. �

MINUTES OF THE MEETING OF
JUNE 17, 1992
- Ms. Newton mentioned that it was not very nice for those
students who are in a different track and graduate, because
they have to go on vacation then come back for their
�� graduation ceremony.
- Mr. Litsinger mentioned a major weed problem on Fernwood
east of Atlantic. Mr. Litsinger also asked what happen to
our Sister City Program. Mr. Bufanda mentioned that Point
Fortin is our Sister City and that they were very hard to
contact Mr. Litsinger also mentioned that the post office
on Atlantic needs to repaint the curb.
- Ms. Walker mentioned that it was very nice to see the flags
on display for flag day.
There being no further business, the Community Affairs Commission
Board Meetiag was adjourned at 5:51 p.m.

APRIL 15, 1992
The Community Affairs Commission met in a regular session on
April 15, 1992 at the City of Lynwood City Council Chambers.

Commissioner Ann A..Fields called the meeting to order at 5:04
p.m. Members in attendance were: Bette Espeseth, Ann A. Fields,
David Litsinger, Barbara Newton, and Lucille Walker.
Commissioner Yolanda Bays and Lorna Hawkins were excused from
attending the meeting.
Staff present were Deborah L. Jackson and Silvia Lara.
The minutes of the March 18, 1992 regular meeting were approved
as presented:
A. April Calendar of Events
1. Ms. Jackson mentioned the Easter Egg, scheduled for
Saturday, April 25, 1992, at Dymally's Park from 10:00
to 12:00 p.m.
2. Miss Lynwood Pageant on April 20, 1992 (Chamber of
Commerce Event)
3. AQMD Public Hearing regarding carbon monoxide level in
the city March 19, 1992 Martin Luther King Hospital ,
(Hudson Auditorium) �
B. NEW CZTY MOTTO CAMPAIGN UPDATE I

Ms. Jackson reported that the major concern of this program was

to get more people involved. This information was displayed at i
the Library, Bateman Hall, and Recreation Dept. It was also i
distributed among Commissioners. Cynthia Green-Geter has
distributed this information among Block Watch members during �
their meetings.

C. COMMUNITY NEEDS ASSESSMENT i
Ms. Jackson reported that the majority of the response that has ,'
been reported, was from the senior citizens.

PUBLIC ORALS
- Ms. Newton mentioned the poss�bility of having information
, of the different programs to be displayed at the Lynwood
High School Library, this way the City would have the
youth's participation.
- Ms. Espeseth and Mr. Litsinger attended the AQMD Press
Conference.
- Ms. Walker mentioned that during the Coordinating Council
meeting a group of MESA members were present and they were
great. Ms. Walker also stated that it was good to
; spotlight the good students for a change.
- Mr. Litsinger mentioned that the All America City
competition was postponed until next year, also said that
April is Public School's month, and that June 1, 1992 is
the Youth Merit Award Ceremony.
- Ms. Fields attended Compton Community College meeting.
They are planning to hold a luncheon, proceeds will be used
' to help students who want to attend college.

MARCH 18, 1992
The Community Affairs Commission met in a regular session on
March 18, 1992 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner Lorna Hawkins called the meeting to order at 5:06
p.m. Members in attendance were: Yolanda Bays, Bette Espeseth,
Ann A. Fields, David Litsinger, Barbara Newton, Lucille Walker
and Lorna Hawkins.
Staff present were Deborah L. Jackson and Silvia Lara.
The minutes of the February 19, 1992 regular meeting were
approved with corrections:
Under Public Orals Ann Fields said that Dr. Warren Washington was
given one year. Also under Public Orals Barbara Newton mentioned
that Will Rogers Elementary School had won the Math-a-thon.
A. NEW CITY MOTTO CAMPAIGN
A New City Motto Campaign Survey was given to commissioners
for their review and approval. During the review of this
survey Yolanda Bays noticed that the line for the publics
suggestion was missing. Deborah Jakson mentioned that the
city is only waiting for the grand prizes to have a Press
Conference.
B. VOLUNTEERS FOR LYNWOOD
City of Lynwood plans to use volunteers in many different
useful ways for everyone: involving the youth to keep �
them away from gangs, having them make ornaments to sale in
the Christmas boutique among others. David Litsinger i
mentioned the idea of having kids read to seniors in
convalescent homes, Lucille Walker mentioned that all these `
seniors needed was company. David Litsinger mentioned the �
possibility of assigning students to different convalescent
centers. Ann Fields commented that we should have an on i
. going orientation for our volunteers.' Barbara Newton �
mentioned having a survey for these volunteers to find out
that they like to do. Lorna Hawkins mentioned that the city
should have self esteem programs for these volunteers. '
David Litsinger also commented that we should assign kids•who
attend school near seniors to go around and knock at doors
to check if they are o.k. Deborah Jackson also mentioned
that soon the City of Lynwood will be having English and
Spanish classes, it might be possible to have some of these ;
volunteers teach some of these classes.

C. PUBLIC ORALS
- Bette Espeseth attended both Black History Programs, and
commented that the sound system was not very good, and that
the stage displayed city of South Gate instead of city of
Lynwood. ��
- David Litsinger mentioned that there was graffiti on the
new freeway and the number of vandalism has increased lately
on Louise St. north side of Long Beach Blvd. Litsinger also
mentioned that Coordinating Council will be having Public
Schools month and Hosler Tria1.
- Lucille Walker was honored as one of the long time residents
of Lynwood.
- Barbara Newton will have a birthday on April 15.
- Ann Fields attended Compton Community College and mentioned
that Dr. Warren Washington President of the Compton
Community College was given one year of contract, so he will
not be able to make long range goals.
- Lorna Hawking also attended the Black History Program
and she thought the kids performance was great!
Lorna also mentioned that the reason for,all the graffiti
problems is due to the lack of light. The kids usually
throw rocks at the lights and brake them, this is why we
need nets around the light bulbs, in order to avoid this
problem. Lorna also mentioned the Peace March Scheduled for �
April 25, 1992.
GUESTS IN ATTENDANCE WERE MAYOR LOUIS J. HEINE, COUNCILMAN LOUIS
BYRD, AND COUNCILMAN ARMANDO REA.
David .Litsinger mentioned the severe problem of vandalism on
Louise St. to Councilmember Armando Rea. Councilman Armando Rea
suggested Mr. Litsinger to report this to Sheriff's as soon as
possible. Councilman Armando Rea mentioned the fact that the
City of Lynwood has very old Block Watch sign and that the
Community Affairs Commission should research and come up with a
new Block Watch sign.
There being no further business, the Community Affairs Commissioa
Board Meeting was adjourned at 6:00 p.m.

The Community Affairs Commission met in a regular session on
January 15, 1992 at the City of Lynwood City Council Chambers.
(Agenda was duly posted as prescribed by the Brown Act.)
Commissioner David Litsinger called the meeting to order at 5:03
p.m.
Commissioners present were:, Bette Espeseth, Ann Fields, Lorna
Hawkins, David Litsinger, Barbara Newton, Lucille Walker, and
Yolanda Bays.
Staff present were Deborah Jackson and Silvia Lara.
The minutes of the November 13, 1991 regular meeting were
approved as distributed.
SCHEDULED MATTERS
' A. SHERIFF'S AGENDA �
Sergeant Slauson discussed the following: . j
The Lynwood Sheriff's station gave a report on the excellent '
outcome of the Christmas Baskets. Traditionally they serve 250 �
families, but this year they served 430, they have proudly
exceeded their goal of 300 families. '
Sgt. Slauson gave thanks to the Community Affairs �
Commission, businesses, private donors, and church groups for �
their support. David Litsinger stated that his church was very '
well pleased with the Christmas Basket program. Sgt. Slauson
also announced that Channel 2, 11, and 9 were present during one �
, of their delivering dates: December 23, 1991, to take pictures, '�
and talk to some of the families. Certificates of appreciation �
`are going out to major donors. The only thing left to do is to
start preparing for next year, this whole program takes !
approximately six months of preparation. �
B. ALL AMERICA CITY
.
Deborah Jackson announced that the city of Lynwood will
compete for the All America City Award for 1992. She also �
announced that the city of Lynwood will be changing their city I
motto, and would be a community wide event with prizes possibly 1
including televisions, radios, and trips. i

The Lynwood �lleys as well as our pr�nt city logo was
� s�lected this way, by the Community Affairs Commission.
PUBLIC ORALS
- David Litsinger suggested that they should be informed
ahead of time, to be well prepared for the All . America
City Award.
- Ann Fields suggested to get inexpensive hotels for the All
America City Award, so that other commissioners could
attend.
ELECTION
Board members voted to select for a new chairperson and vice
chairperson. The new officers are: Chairperson is Lorna
Hawkins, Vice-Chairperson is Ann Fields.
