CALL TO ORDER
The Regular Council Meeting of February 4, 2002, was convened at 6:00 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vogel,
and Weber
Absent: *Vincent
A quorum was declared present.
PUBLIC HEARINGS
(Hatting Place) — Rezoning 21.04 acres in vicinity of 2400 block of Country Club Drive,
east of Ladue Road from RS- 1(Single Family Residential) to PUD (Planned Unit
Development) for the purposes of construction 68 residential units in 34 townhouse -style
structures. City Planner Janice McMillan made a staff presentation outlining the background
of the requested rezoning, and answered questions by Council Members. Following her
presentation, persons who spoke in opposition to the proposed rezoning were:
Shirley Powers, 401 Ladue Road
Steve McDonald, 346 Fox Creek Road
Tom Vaughn, 430 Valley View Court
Len Stella, 345 Ladue Road
Timothy Roberts, 2601 Huntleigh Place
Dixie Powers, 401 Ladue Road
Steve Kroeger, 407 Ladue Road
Garry Viebrock, 311 Fox Creek Road
The issues of concern stated by the persons speaking in opposition to the proposed
rezoning were decreased property value, environmental impact, stormwater drainage,
increased traffic, maintenance of single - family residential neighborhood status.

The following persons appeared to speak in favor of the proposed rezoning:
Duane Schreimann, Attorney for the developer applying for the rezoning.
Mike Bates, Central Missouri Professional Services, the applicant and developer in the
matter.
Mr. Schreimann and Mr. Bates answered questions from the Council regarding the
proposed development.
Following the presentations, Councilman John Landwehr requested that the developers get
back to the City Council with restrictions which will apply to this development, i.e., requiring
that the units be owner occupied.
Mayor Tom Rackers declared the public hearing on this matter concluded.
Rezoning of 614 Clark Avenue from RD (Two - Family Residential District) to C -1
(Neighborhood Commercial District) — City Planner Janice McMillan made a presentation
regarding the background of this requested rezoning. Following Ms. McMillan's
presentation, no one present spoke in favor of, or opposition to, the proposed rezoning.
Mayor Tom Rackers declared the public hearing on this matter concluded.
PRESENTATIONS FROM THE GALLERY
Mike Kever, 4319 Tanner Bridge Road, made a presentation to rebut statements made at
the January 22, 2002, City Council meeting regarding the storage of wrecked vehicles at
his place of business located on E. McCarty Street. He answered questions asked by
Council Members.
*Councilman Larry Vincent arrived at the meeting at this point.
Mr. Robert Clark, President of the local chapter of Fraternal Order of Police (F.O.P.),
distributed copies of a letter written by the Police Personnel Board, and made a
presentation regarding the reasons that the F.O.P. placed a full -page ad in the Sunday,
February 3, 2002 edition of the Jefferson City News Tribune stating that a crisis exists
within the Jefferson City Police Department due to high personnel turnover. Following Mr.
Clark's presentation, he answered questions asked by Council Members.
David E. Smith, 617 Kansas Street, made a presentation by reading a prepared statement
in support of the F.O.P. urging the Council's continued efforts to recruit and retain qualified
police officers in Jefferson City.
Councilman Roy Viessman read an article from the Columbia, Missouri newspaper written
by the Boone County Sheriff's Department which commended some of the members of the
Jefferson City Police Department for their help in solving a recent case.

Following the presentations from the gallery, Mayor Tom Rackers called for a five - minute
recess at 8:20 P.M..
CONSENT AGENDA
The following items were brought before the Council for their consideration:

c. RENEWAL Year 3 - Bid 1860, Radio Maintenance, All City
d. RENEWAL Year 3 - Dry Polymer, Community Development Dept., Pollution
Control Plant
Councilman Clyde Angle made a motion to amend the minutes of the January 22, 2002,
City Council Meeting by the addition of statements he made at that meeting. Councilman
Angle read his proposed additions to the Council. Motion was seconded by Councilman
Cliff Olsen. Councilman Bob Weber moved to amend the motion by deleting the last part
of Councilman Angle's proposed additions, pertaining to a discussion held under the "New
Business" section of the meeting. Councilman Weber's motion to amend the motion was
seconded by Councilman Charles Jackson and defeated by the following roll -call vote:
Aye: Jackson, Nelson, and Weber
Nay: Angle, Blaney, Landwehr, Olsen, Viessman, Vincent, and Vogel
A motion was made by Councilman Cliff Olsen to table the motion to amend until the next
Council meeting, seconded by Councilman Carol Blaney, and defeated by the following roll -
call vote:
Aye: Angle, Blaney, Olsen, Viessman, and Weber
Nay: Jackson, Landwehr, Nelson, Vincent, and Vogel
Councilman Angle's original motion to amend was then defeated by the following roll -call
vote:
Aye: Angle, Landwehr, Olsen, and Viessman
Nay: Blaney, Jackson, Nelson, Vincent, Vogel, and Weber
A motion was then made by Councilman Carol Blaney to approve the Consent Agenda as
presented, seconded by Councilman Charles Jackson, and approved.
BIDS OVER $25,000

Bid 1851 (RENEWAL) Granular Quicklime (Water Pollution Control) —A motion was made
by Councilman Charles Jackson for approval, seconded by Councilman Cliff Olsen, and
approved unanimously.
MINUTES AND REPORTS RECEIVED AND FILED
Mayor Tom Rackers announced that the following minutes and reports have been received
and are on file in the City Clerk's Office for public inspection:
a. Housing Authority Board of Commissioners, December 18, 2001

E MAYOR
Mayor Tom Rackers reminded voters in the Second Ward that February 5 is a primary
election for City Councilman in their ward.
APPOINTMENTS BY THE MAYOR
Mayor Tom Rackers made the following recommendation for appointment to the Police
Department:
Telecommunications Operator: Karen Owens —A motion was made by Councilman
Steve Nelson for approval of the appointment, seconded by Councilman Charles
Jackson and approved unanimously.

RESOLUTIONS
RS2001 -26 — Adoption of 2002 Affirmative Action Plan (Vincent). Following a brief

discussion, a motion was made by Councilman Steve Nelson for adoption,
seconded by Councilman Carol Blaney and approved unanimously.
RS2001 -27 — Neighborhood Assistance Program (NAP) for The Little Theater, Inc.
(Nelson and Blaney). Following a lengthy discussion, a motion was made
by Councilman Carol Blaney for adoption, seconded by Councilman Steve
Nelson, and approved unanimously.
APPROVAL OF CLOSED SESSION MINUTES
Closed Session Minutes, January 22, 2002 — A motion was made by Councilman Bob
Weber for approval, seconded by Councilman Larry Vincent, and approved with
Councilman Steve Nelson abstaining.
NEW BUSINESS
Schedule Redistricting Work Session — The meeting was scheduled for 5:30 PM,
Thursday, February 21.
Councilman Cliff Olsen made comments regarding the quality of broadcast of the City
Council meetings on JCTV Cable Channel 3.
COUNCIL LIAISON REPORTS
Councilman Larry Vincent reminded the Council that there will be a Finance Committee
meeting on Tuesday, February 12 at 5:30 PM.
Councilman John Landwehr stated there will be a Planning and Zoning Work Session on
Thursday, February 7, at 5:15 PM.

There being no further business to come before the Council at this time, a motion was made
by Councilman Cliff Olsen for adjournment, seconded by Councilman Carol Blaney, and
approved unanimously at 9:20 PM.
