LaPorte Also attending: Mrs. Kirton, Messrs, Nilsen, Koch, Anderson, Bartram, and Walton. Mayor Dodson called the meeting to order and gave the floor to Mr. Anderson. He then discussed the various suggested alternatives to be considered in increasing the water pressure to the south end of town. It was his conclusion that any type of pumping station or storage facilities the Town might consider would be expensive and would not provide for the future growth of the Town. In addition, he stated that the Town would have maintenance costs of over $2,000.00 per year to maintain a pumping station. Mr. Anderson concluded by saying that his plans and specifications were the best solution to the Town's present and future needs. Mr. Iglehart asked Mr. Anderson if he felt the Town would be getting the best and correct facilities for the price involved and would he stake his engineering reputation on it. Mr. Anderson said that he would. Mayor Dodson stated that he did not believe that the several pro- posals set forth by Mr. Davis provided for the solution to the Town's problems. Mr. Hart moved that we drop the idea of considering any type of pressure pumping station. Motion seconded and passed. Mayor Dodson proposed the idea of omitting bid items 2 and 3 which pertain to the tie-in of water mains on Polo Drive to AlA across Banyan Road and the connecting of the ?forth end of the line on AlA North and West on Sea Road to connect with the line on County Road. There was a general discussion and it was pointed out that these two items could be done at a later date if the need arose. Mr. Iglehart moved that the contract be awarded to the low bidder on Bid Item #1. Motion seconded and passed unanimously. Page 2 Mr. Anderson was instructed to proceed with drawing up the contracts r` to be submitted to the Town Attorney, Mr. Lilienthal,for approval (& execution by the bidders) and that it was to be specified that construction was to commence on or after April 15, 1961. Mr. Koch was appointed to contact the City of Delray Beach to look into the possibility of connecting the Town water system with that of Delray Beach with a shut-off valve to be used in an emergency. Mr. Koch said he would report back at the next meeting. The minutes of the previous meeting and the Financial and Water report for January 1961 were read and approved. Police reports were read and approved. It was noted that the last water bacteria report had been returned as unsatisfactory. This was not deemed serious at the time by Mr. Anderson. Mr. Iglehart moved that the Town Commission authorize the issuance of a building permit in response to the petition submitted by Mr. R. W. Bartram, III. Motion seconded and passed unanimously. This petition is included herewith as part of these minutes. A petition from Mr. W. C. Johnston and others was read. This petition i / J requested that drainage on Oleander Way be reviewed and corrected. V This petition hereby becomes a part of these minutes. Mr. LaPorte moved that we investigate this problem and the cost involved. Motion seconded and passed. Mr. Anderson was instructed to do this for the Town and report back at the next meeting. Mr. Anderson estimated the cost of the study would be $50.00. A letter from Mss. Oliver was read. This letter hereby becomes a part of these minutes. A general discussion followed and Mr. Hoyle was appointed to talk with Mrs. Oliver and explain the Town's position. A letter from Mayor Boone of Boca Raton was read. This letter stressed the need for all communities to back the Boca University effort. Mr. Hoyle and Mr. Koch were appointed to represent the Town on the forthcoming trip to Tampa, Florida, to inspect the new university there. Resolution 0505 hereby included in these minutes was read, approved, and adopted. Page 3 Resolution 0506 hereby included in these minutes was read, approved f' and adopted. \ It was moved, seconded and passed unanimously that a $5.00 disputed trash charge against Lydia Kenworth be written off, and a $34.20 water bill against Eugene Gasperini be written off the books as uncollectible. The Commission instructed the Deputy Town Clerk to not issue any permits to burn trash before June 1, 1961. The Commission authorized the purchase of six folding chairs for use in the Town Hall. Mr. Koch requested that the Town adopt an ordinance regulating the spraying of lawns in the Town. He requested that this ordinance provide for notification of all surrounding neighbors before any spraying is done, and further, that no spraying of any kind be permitted under windy conditions. The Commission instructed the Deputy Town Clerk to consult with Mr. Lilienthal and have him draw up an ordinance to cover this situation. There being no further business tc the meeting was adjourned. THIS RESOLUTION # 505 APPROVED AND ADOPTED AT THE REGULAR COMMISSION MEETING HELD ON FEBRUARY 11, 1961. ATTEST: RESOLUTION # 506 FIXING TIME WHEN TOWN COMMISSIONERS WILL SIT AS A BOARD OF EQUALIZATION WHEREAS, the Town Charter requires that the Town Commission shall sit as a Board of Equalization on the annual tax rolls on a day or days between March 15 and April 1st; NOW, THEREFORE, BE IT RESOLVED, by the Town Commission of the Town of Gulf Stream, Florida, in regular session assembled on February 11, 1961 as follows: 1. That the Town Commission will sit as a board of Equalization at the Town Hall in Gulf Stream, Florida, on the Town Tax Rolls for the year 1960 on March 21, 22 and 23, 1961, between the hours of 10:00 A.M. & 12:00 Noon of each day for the purpose of hearing complaints, if any, and of equalizing the tax rolls. 2. The Town's Deputy Town Clerk is directed to post a copy of this resolution on the Town Bulletin Board immediately after it's adoption and to leave the same on the bulletin board until April 1, 1961. 3. All persons having any complaints or objections to the lassessment rolls are directed to make their complaints in writing and to present the same at the time that the commission will sit as a Board of Equalization. ATTEST: DEPUTY TOWN CLERK 11, 1961. 2 It was reported to the Commission that oneman Engineering Co., who had been awarded the contract for the work shown as Bid Item #5 in the plans and specifications, has indicated to Brockway, Weber & Brockway that he is unwilling to do the work unless he gets the entire job. It was moved that the Town, through Mr. Anderson, negotiate with Crabtree Construction Co. to do this work at a figure not to exceed $1,100.00. Motion seconded and passed. Mr. Koch reported to the Commission that the City of Delray Beach is willing to let the Town connect its water distribution system with theirs. Mr. Gwynn was instructed to notify Brockway, Weber & Brockway of this and have them consult with Mr. Mark Fleming, Engineer for Delray Beach. A letter from Mrs. Howard Phipps was read to the Commission. This letter complained about the problem of rats in the nursery across from the Town Hall. A report prepared by Bug Adieu, exterminators, was also read to the Commission. This report pointed out the fact that rats are found throughout the Town of Gulf Stream and neighboring communities. After a general dis- cussion of the problem, it was the opinion of the Commission that control of rodents and other pests in the Town is the responsibility of each individual property owner. It was pointed out that probably a large majority of the residents already have rodent control through the various exterminators that service homes in Gulf Stream. A letter from the City of Boca Raton was read, regarding a flight to the University of Florida in Gainsville was being planned for March 18, 1961. A letter from Mr. Henry Newett, attorney for Mr. R. C. Reed, was read. This letter was in regard to water supply to the Frelinghuysen tract of land west of the intra -coastal waterway recently purchased by Mr. Reed. It was moved and seconded that the Town not take any action in this matter until such time as more concrete details are presented to the Commission. Motion passed. The Town Clerk was instructed to write Mr. Newett and inform him of this. There was a discussion of the need for the Town to purchase oxygen equipment to be used in emergencies by the Police Dept. The Town Clerk was instructed to determine what facilities are now available to the Town and to report back at the next meeting. El ZA P. OLIVER REALTOR 5011 NORTH OCEAN BOULEVARD DELRAY BEACH, FLORIDA CREST OOD B-2858 February 3, 1961 The Commissioners Town of Gulfstream Florida Gentlemens Some time ago I requested that signs be placed on Sea Road at the intersection of County Road and at the intersection of Banyan Road and Gulfstream Road limiting speed during school hours to 15 miles per hour. 911 that was done was that the signs were ordered and placed in Mr. Johnston's lap. What good were the signs placed immediately in front of the school with no police supervision to see that the law was carried out? Now the signs have disappeared completelyl Half measures are worse than none at all. During polo games and garden club meetings, etc., it seems we have an abundance of police protection, but to protect the lives of the children in this area, it seems to be too much trouble. I feel very sorry for the future children of this town if we are unable to supply a half hour of police protection per day (15 minutes in the morning and 15 r.inutes in the afternoon). Would it be possible for the parents to employ the services of one of the off-duty policemen for the half hour work per day? Then it would not be such a heavy burden on the town budget. I would appreciate your giving this matter attention before the end of the school term. It has dragged on now for several months as, of course, has the matter of making County Road a one-way street. .Sincerely, El/z'e P. 013ver `
