HomeMy Public PortalAbout20020401REGULAR COUNCIL MEETING APRIL 1, 2002 CALL TO ORDER The Regular Council Meeting of April 1, 2002, was convened at 6:00 P.M. by President Pro Tempore Charles Jackson. Prayer was offered by Councilman Jackson, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY Dan Massie, #12 Jackson Street, made a presentation regarding issues with the Jefferson City Housing Authority in the local housing projects. He commended the Jefferson City Fire Department, while criticizing the Housing Authority, for a recent incident involving smoke detectors that did not activate when they should have. Jeff Joiner, Missouri Rural Magazine, presented an award to the City of Jefferson for being selected by its subscribers as the third best city in the state in which to live. Mr. Joiner also stated that Jefferson City's Central Dairy won "hands down" the title of "Best Old- Fashioned Ice Cream Shop in the State." President Pro Tempore Charles Jackson accepted the award on behalf of the City. Bill Carr, Ameren UE, made a presentation of check in the amount of $40,000 to the City for tree replacement and the central business district sidewalk project. President Pro Tempore Charles Jackson accepted the award on behalf of the City and thanked Ameren UE. President Pro Tempore Charles Jackson read a proclamation declaring Arbor Day in Jefferson City. Michael Gray, American Water Company, stated that his company is also happy to participate in the central business district sidewalk and beautification project, and that they were also making an award to the City in the amount of $35,000 for the project. REGULAR COUNCIL MEETING APRIL 1, 2002 CONSENT AGENDA The following items were brought before the Council for their consideration: a. Council Meeting Minutes March 18, 2002 b. Authorizing Amendment to Contract for Proposed Annexation Plans c. Authorizing Permissive Use of Right -of -Way by Central Bank along Miller Street & Washington Street Councilman Cliff Olsen moved that Items (a) and (c) be approved as presented, and that Item (b) be removed for separate consideration. Motion was seconded by Councilman Carol Blaney and approved with Councilman John Landwehr abstaining. Item (b): Councilman Cliff Olsen asked questions regarding the status of annexation, and moved to table this item pending further information regarding dollar amounts and the possibility of duplicate payments. There was no second to the motion. Following a lengthy discussion, Councilman Larry Vincent moved to approve item (b), seconded by Councilman Carol Blaney and approved. City Administrator Rich Mays asked Council Members who have questions about the contract to submit them so he can get them answered. BIDS OVER $25,000 Bid 1991 - Wildland Firefighting Protective Equipment/Gear, Fire Dept. — Councilman Larry Vincent moved for approval of the bid, seconded by Councilman Carol Blaney and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED President Pro Tempore Charles Jackson announced that the following minutes and reports have been received and are on file in the City Clerk's Office for public inspection: a. Work Session Council / CVB, March 25, 2002 b. Pedestrian - Bicycle Task Force, March 13, 2002 c. Housing Authority Board of Commissions, February 18, 2002 ANNOUNCEMENTS BY TH E MAYOR President Pro Tempore Charles Jackson announced a special meeting / workshop will be REGULAR COUNCIL MEETING APRIL 1, 2002 held April 8 at 5:30 PM to discuss annexation with newly elected Council Members. President Pro Tempore Charles Jackson discussed a report provided to the City Council by City Administrator Rich Mays regarding the Corps of Engineer Levee project. Councilman Steve Nelson stated that although he generally supports the levee project, he has concerns with the how it will affect the part of the city (which is in Ward Two) on the south side of the river. President Pro Tempore Charles Jackson reminded the public that April 2 is election day and encouraged citizens to take advantage of the opportunity to vote. BILLS INTRODUCED Bill 2001 -193, sponsored by Councilmen Jackson and Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CONCRETE ENGINEERING, LLC FOR EASTLAND DRIVE SIDEWALK PROJECT. Bill 2001 -194, sponsored by Councilmen Jackson, Angle, and Weber, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CONCRETE ENGINEERING, LLC FOR SOUTH SCHOOL PEDESTRIAN /BIKE TRAIL PROJECT. Bill 2001 -195, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DECLARING CERTAIN PROPERTY AS SURPLUS AND AUTHORIZING THE DISPOSAL OF SAID PROPERTY. Bill 2001 -196, sponsored by Councilmen Landwehr & Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI PROVIDING FOR THE VOLUNTARY ANNEXATION OF REAL PROPERTY LOCATED IN WAKODA WOODS SUBDIVISION AREA CONTIGUOUS TO AND LYING EAST OF THE PRESENT CITY LIMITS INTO THE CITY OF JEFFERSON, MISSOURI, LOCATED IN THE COUNTY OF COLE, STATE OF MISSOURI, AND REPEALING SECTION 1 -17 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, DEFINING THE EXISTING CITY BOUNDARY AND ENACTING A NEW SECTION PERTAINING TO THE SAME SUBJECT. Bill 2001 -190 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13366: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None Bill 2001 -191, sponsored by Councilmen Landwehr, Nelson, Vogel, and Blaney, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH APAC FOR THE CENTRAL BUSINESS DISTRICT SIDEWALK PROJECT. Bill 2001 -191 was read third time by title and placed on final passage. City Administrator Rich Mays stated that a change order had been distributed to the Council which addressed the removal of the ornamental fencing portion of the bid. Following a long discussion on this change order, Councilman Bob Weber moved to approve the bill as amended with the change order, seconded by Councilman Larry Vincent and approved with Councilman Cliff Olsen and Councilman Roy Viessman voting "Nay" and Councilman Clyde Angle abstaining. Bill 2001 -191, as amended, was then passed by the following vote as Ordinance 13367: Aye: Blaney, Jackson, Landwehr, Nelson, Vincent, Vogel and Weber Nay: Olsen and Viessman Abstain: Angle Bill 2001 -192, sponsored by Councilman Jackson, entitled: REGULAR COUNCIL MEETING APRIL 1, 2002 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH STERLING EXCAVATION AND ERECTION, INC. FOR ALGOA REGIONAL COLLECTION SYSTEM SEWERS. Bill 2001 -192 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13368: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None RESOLUTIONS RS2001 -33 Endorsing Extension of Jefferson City Greenway Pedestrian /Bicycle System across Missouri River Bridge (Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel, and Weber). A motion was made by Councilman Cliff Olsen for approval, seconded by Councilman Steve Nelson and approved unanimously. NEW BUSINESS Councilman Clyde Angle commended Jefferson City Police Officer Steve Dappen for his accomplishments with Mothers Against Drunk Drivers (M.A.D.D.). UNFINISH ED BUSIN ESS There was no unfinished business brought before the Council at this time. COUNCIL LIAISON REPORTS There were no Council Liaison reports given at this time. ADJOURNMENT There being no further business to come before the Council at this time, a motion was made by Councilman Cliff Olsen for adjournment, seconded by Councilman Larry Vincent and approved unanimously at 7:10 PM
