SITE PLAN REVIEW COMMITTEE
April 18,2018-Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room
at the Orleans Town Hall. Departments Present: George Meservey(Planning);Alex Fitch(Health);Greg
Baker(Fire);Tom Evers(Building); John Jannell(Conservation);Frank Nichols(DPW)and Todd
Bunzick(Water). Absent:
INFORMAL REVIEW: Nauset Beach Retreat: Phase 1, 239 Beach Road (Nauset Beach)
Tom Daley(Department of Public Works)and David Lyttle(Ryder&Wilcox)gave a description of the
proposed establishment of a temporary concession area and picnic table area for use for summer 2018
after the demolition of Liam's Snack Bar from winter storm damage. Lyttle described the proposed
concession area protected by concrete barriers and provided with an underground electric line from a
utility line to electric bollards to avoid the need for multiple noisy generators. Daley stated that food
vendors will be required to provide trash receptacles and a large dumpster will be provided by the town to
avoid litter. Daley stated the food trucks will be required to leave the area every night per Board of
Health requirement,but will be allowed to restock supplies during the day.
Comments:
Fire: Emergency access is adequate. The proposed concrete barriers are a welcome
safety addition. A Fire Department Permit is required for food trucks.
Building: This is an allowed municipal use in a conservancy district. Picnic areas must be
handicapped accessible.
Water: Any water service must be coordinated with the Water Department.
Health: Proposed dumpster must be shown on the site plan.
Conservation: Administrative Review Filing when plan complete. Must show the dumpster and
shed on the site plan.
DPW: No Department of Public Works comments.
Planning: No sandwich boards are allowed.
MOTION: On a motion by Frank Nichols,seconded by John Jannell,the Committee voted to accept the
site plan dated April 6,2018 for temporary food service at Nauset Beach.
VOTE: 7-0-0 The motion passed unanimously.
APPROVAL OF MINUTES: April 4, 2018
MOTION: On a motion by Greg Baker,seconded by Frank Nichols,the Committee voted to
approve the minutes of April 4,2018.
VOTE: 5-0-2 The motion passed by a majority. (Frank Nichols&Alex Fitch abstained)
