HomeMy Public PortalAbout20020415 OLD COUNCILREGULAR COUNCIL MEETING APRIL 15, 2002 — OLD COUNCIL CALL TO ORDER The Regular Council Meeting of April 15, 2002, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY Mayor Tom Rackers presented plaques to outgoing Council Members Carol Blaney, John Landwehr, and Steve Nelson and conveyed his appreciation for their hard work while serving the City as Councilmen. He also encouraged them to remain involved in city issues in other capacities such as volunteering their expertise on boards, commissions, or committees. CONSENT AGENDA The following items were brought before the Council for their consideration: a. Council Meeting Minutes April 1, 2002 Councilman Carol Blaney moved to approve the Consent Agenda as presented, seconded by Councilman Charles Jackson and approved unanimously. BILLS PENDING REGULAR COUNCIL MEETING APRIL 15, 2002 — OLD COUNCIL Bill 2001 -193, sponsored by Councilmen Jackson and Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CONCRETE ENGINEERING, LLC FOR EASTLAND DRIVE SIDEWALK PROJECT. Bill 2001 -193 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13369: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None Bill 2001 -194, sponsored by Councilmen Jackson, Angle, and Weber, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CONCRETE ENGINEERING, LLC FOR SOUTH SCHOOL PEDESTRIAN /BIKE TRAIL PROJECT. Bill 2001 -194 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13370: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None Bill 2001 -195, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DECLARING CERTAIN PROPERTY AS SURPLUS AND AUTHORIZING THE DISPOSAL OF SAID PROPERTY. Bill 2001 -195 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13371: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None Bill 2001 -196, sponsored by Councilmen Landwehr & Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI PROVIDING FOR THE VOLUNTARY ANNEXATION OF REAL PROPERTY LOCATED IN WAKODA WOODS SUBDIVISION AREA CONTIGUOUS TO AND LYING EAST OF THE PRESENT CITY LIMITS INTO THE CITY OF JEFFERSON, MISSOURI, LOCATED IN THE COUNTY OF COLE, STATE OF MISSOURI, AND REPEALING SECTION 1 -17 OF THE CODE OF THE REGULAR COUNCIL MEETING APRIL 15, 2002 — OLD COUNCIL CITY OF JEFFERSON, MISSOURI, DEFINING THE EXISTING CITY BOUNDARY AND ENACTING A NEW SECTION PERTAINING TO THE SAME SUBJECT. Bill 2001 -196 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13372: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Viessman, Vincent, Vogel and Weber Nay: None UNFINISH ED BUSINESS There was no unfinished business brought before the Council at this time. ADJOURN SINE DIE There being no further business to come before the Council at this time, a motion was made by Councilman Carol Blaney to adjourn sine die, seconded by Councilman Larry Vincent and approved unanimously at 6:10 PM SWEARING -IN CEREMONY The following newly - elected officials were sworn in by the Honorable Judge Tom Sodergren, Associate Judge, 19th Judicial Circuit: Councilman Clyde Angle Councilman Richard Groner Councilman Dan Klindt Councilman Cliff Olsen Councilman David E.
