CALL TO ORDER
The Regular Council Meeting of April 17, 2000, was convened at 7:05 P.M. by Mayor Tom
Rackers.
ROLL CALL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent,
Vogel and Weber
Absent: None
A quorum was declared present.
ELECTION OF PRESIDENT PRO TEMPORE
Councilman John Landwehr nominated Councilman Steve Nelson for President Pro
Tempore for the 2000 -2001 Council year. Councilman Charles Jackson made a motion that
nominations cease, and that Councilman Nilges be elected by acclamation, seconded by
Councilman Councilman John Landwehr, and approved unanimously.
ELECTION OF PLANNING & ZONING REPRESENTATIVE / ALTERNATE
Councilman Larry Vincent suggested that the Council postpone election of the Planning &
Zoning Representative and Alternative Representative until a future meeting. Council
agreed that the matter should be postponed.
PRESENTATIONS FROM STAFF AND CONSULTANTS
Mr. Dean Martin, 1060 Roseridge Circle, a member of the Environmental Quality
Commission, made a presentation on behalf of the Commission. Mr. Martin presented a
brief overview of the Commission's annual report, and stated that he would be happy to
answer questions about the report. He suggested that Council Members read the report
carefully. Following the presentation, Mayor Tom Rackers commended Mr. Martin and the
whole Commission for their efforts to make Jefferson City a better community for all its
citizens.

Mayor Tom Rackers announced that the following minutes and reports of City boards and
commissions have been received, and are on file for review, by the City Clerk's Office:
a. Census 2000 Complete Count Committee, March 17, 2000
b. Parks & Recreation Commission, March 13, 2000
c. Housing Authority Board of Commissioners, March 14, 2000
d. Environmental Quality Commission Annual Report
e. Board of Adjustment, March 14, 2000

Bill 2000 -1, sponsored by Councilman Landwehr, entitled:

APPROVING THE PLAT OF COVINGTON GARDENS SUBDIVISION, SECTION THREE,
A SUBDIVISION OF THE CITY OF JEFFERSON.
Bill 2000 -2, sponsored by Councilman Blaney, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION
19 -401, (STREETS AND HIGHWAYS), SCHEDULE (J), (PARKING PROHIBITED),
SUBPARAGRAPH (A), OF THE CODE OF THE CITY OF JEFFERSON, BY THE
ADDITION OF A PORTION OF SWIFTS HIGHWAY.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION
19 -401 (STREETS AND HIGHWAYS), SCHEDULE G, (STOP INTERSECTIONS),
SUBPARAGRAPH (B), (OTHER SPECIFIED INTERSECTIONS), OF THE CODE OF THE
CITY OF JEFFERSON, BY THE ADDITION OF PROVIDENCE DRIVE, BUNKER HILL
ROAD, AND INDEPENDENCE DRIVE BEFORE ENTERING COLONIAL HILLS ROAD.
Bill 2000 -4, sponsored by Councilman Blaney, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION
REGULAR COUNCIL MEETING APRIL 17, 2000 (NEW COUNCIL)
19 -401, (STREETS AND HIGHWAYS), SCHEDULE (J), (PARKING PROHIBITED),
SUBPARAGRAPH (A), OF THE CODE OF THE CITY OF JEFFERSON, BY THE
ADDITION OF A PORTION OF ATCHISON STREET.
Councilman Larry Vincent asked staff to amend this bill by eliminating some of the parking
prohibitions before it is voted on at the next meeting. If the bill was passed as written, one
of his constituents who lives at that location would be left with no place to park where he
lives because it would have eliminated parking on all sides of his residence.
Bill 2000 -5, sponsored by Councilman Blaney, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 1 TO THE SECTION 5311
OPERATING GRANT AGREEMENT WITH THE MISSOURI HIGHWAY &
TRANSPORTATION DEPARTMENT FOR PUBLIC TRANSPORTATION PROJECT.
RESOLUTIONS
RS2000 -1 — Authorizing School Resource Officer Grant Application. Councilman Charles
Jackson moved for adoption of RS2000 -1, motion was seconded by Councilman Steve
Nelson and approved unanimously.
NEW BUSINESS
Approval of 2000 -2001 Council Meeting Schedule —A motion was made by Councilman
Councilman Charles Jackson for approval, seconded by Councilman Carol Blaney, and
approved unanimously.
Councilman Larry Vincent asked Charles Lansford, Interim Director of Planning & Code
Enforcement to give a brief update on tire recycling, Earth Day activities, and the annual
citywide spring cleanup. Mr. Lansford stated that over 80,000 tires were collected in the last
few weeks, and that citizens may still drop off tires.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Carol Blaney that the Council go into Executive Session
at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was
seconded by Councilman Charles Jackson and approved unanimously at 7:45 PM by the
REGULAR COUNCIL MEETING APRIL 17, 2000 (NEW COUNCIL)
following roll -call vote:
