HomeMy Public PortalAbout20000515REGULAR COUNCIL MEETING MAY 15, 2000 CALL TO ORDER The Regular Council Meeting of May 15, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Cliff Olsen, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Olsen, Stella, Vincent, Vogel and Weber Absent: Nelson A quorum was declared present. PUBLIC HEARINGS Rezoning 90.23 acres located south and east of existing 2100 and 2200 block of Green Meadow Drive (part of proposed The River's Edge Subdivision) from RS -1 (Single Family Residential) to RU (Rural District) —A presentation was made by Charles Lansford, Interim Director of Planning & Code Enforcement, regarding the background of the request for rezoning. Following Mr. Lansford's presentation, no on present requested to speak in favor of, or opposition to, the proposed rezoning. Mayor Tom Rackers declared the public hearing concluded. ELECTION OF PLANNING & ZONING REPRESENTATIVE / ALTERNATE Councilman Cliff Olsen made a motion that Councilman John Landwehr be elected as liaison, and Councilman Leonard Stella as alternate. Councilman Larry Vincent seconded by the motion, and it was approved unanimously. PRESENTATIONS FROM GALLERY There were no presentations from the gallery at this time. REGULAR COUNCIL MEETING MAY 15, 2000 PRESENTATIONS BY STAFF AND CONSULTANTS Mr. Dale Siebeneck, Evers and Company, presented the City's annual audit, which has been submitted and is on file in the City Clerk's office. One of the Auditors' recommendations was that the City's purchasing card policy may need to be reviewed, and continued monitoring of that policy was also recommended. Following Mr. Siebeneck's presentation, there was a period of questions and answers from members of the Council. CONSENT AGENDA a. Minutes of May 1, 2000, City Council Meeting b. Authorizing Lease with Childress Studio for Photographic Park A motion was made by Councilman Carol Blaney for approval of the Consent Agenda as presented, motion was seconded by Councilman Leonard Stella, and approved unanimously BIDS OVER $25,000 Cole County Cooperative 2000 -02 Bid for Road Materials — Councilman Jackson stated that he would not vote to approve this bid unless he knows if the amount quoted is for all departments combined vs. just the Public Works Department. He requested that the bid come back with more detail, and requested that the bid be held over until the next Council meeting. MINUTES AND REPORTS RECEIVED AND FILED Mayor Tom Rackers announced that the following minutes and reports of City boards and commissions have been received, and are on file for review, by the City Clerk's Office: a. Board of Adjustment, April 11, 2000 ANNOUNCEMENTS BY TH E MAYOR Mayor Tom Rackers announced the Remote Control Model Airplane Extravaganza at the Jefferson City Memorial Airport on May 20 -21. Parks & Recreation Commission Liaison — Councilman Larry Vincent b. Transportation & Traffic Committee Liaison — Councilman Carol Blaney c. Historic Preservation Commission Liaison — Councilman Carol Blaney d. Board of Adjustment Liaison — Councilman Leonard Stella e. U.S.S. Jefferson City Submarine Committee Liaison — Councilman Clyde Angle g. J. E -911 Committee Liaison — Councilman Cliff Olsen Environmental Services Committee — Councilmen Vincent, Nelson, Landwehr, Weber, and Stella Appointments Review Committee — Councilmen Jackson, Angle, Blaney, Vogel, and Olsen Ad Hoc Annexation Committee — Entire Council Cable Quality Commission — Councilman Leonard Stella A motion was made by Councilman Charles Jackson for approval of the appointments, motion was seconded by Councilman Cliff Olsen and approved unanimously. BILLS INTRODUCED Bill 2000 -9, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH MISSOURI AMERICAN WATER COMPANY FOR SEWER BILLING SERVICES. Bill 2000 -10, sponsored by Councilmen Jackson & Nelson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH JEFFERSON ASPHALT COMPANY FOR THE 2000 MILLING AND OVERLAY PROGRAM. REGULAR COUNCIL MEETING MAY 15, 2000 Bill 2000 -11, sponsored by Councilmen Jackson & Stella, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SVERDRUP FOR IMPROVEMENTS TO THE WASTEWATER TREATMENT PLANT. Councilman Cliff Olsen requested a diagram to show what part of the old plant will be abandoned and what part will be retained. Tom Jones, Wastewater Division Director, replied that he will provide that information for Councilman Olsen. Bill 2000 -12, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DECLARING CERTAIN PROPERTY TO BE SURPLUS AND AUTHORIZING THE DISPOSAL OF SAID PROPERTY. Bill 2000 -13, sponsored by Councilman Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A DEVELOPMENT AGREEMENT WITH LOWES HOME CENTER AND MISSOURI BOULEVARD LLC FOR IMPROVEMENTS TO WILDWOOD DRIVE. Councilman John Landwehr stated that he believes Council should see the contract in its final form before voting on the ordinance that approves the contract. Bill 2000 -14, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH VOICESTREAM PCS I I CORP. FOR CELLULAR COMMUNICATIONS FACILITIES LOCATED AT FIRE STATION #4. BILLS PENDING Bill 2000 -6, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DECLARING CERTAIN PROPERTY AS SURPLUS AND AUTHORIZING THE DISPOSAL OF SAID PROPERTY. Bill 2000 -6 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13059: REGULAR COUNCIL MEETING MAY 15, 2000 Aye: Angle, Blaney, Jackson, Landwehr, Olsen, Stella, Vincent, Vogel and Weber Nay: None Bill 2000 -8, sponsored by Councilman Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO A SUPPLEMENTAL AGREEMENT WITH THE MISSOURI DEPARTMENT OF TRANSPORTATION FOR PEDESTRIAN /BICYCLE FACILITIES. COUNCIL LIAISON REPORTS Councilman Charles Jackson announced a Public Works & Planning Committee meeting will be held May 18, 6:30 PM. He also asked Council Members to check their calendars for suggested alternative meeting dates for the Committee in the future since some members have indicated that the date currently set for meetings is not a good time for them. APPROVAL OF EXECUTIVE SESSION MINUTES Executive Session of April 17, 2000 Executive Session of May 1, 2000 REGULAR COUNCIL MEETING MAY 15, 2000 A motion was made by Councilman Carol Blaney for approval of the Minutes as presented, motion was seconded by Councilman Charles Jackson, and approved unanimously. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Larry Vincent to adjourn, seconded by Councilman Charles Jackson, and approved unanimously at 7:05 P.M.
