HomeMy Public PortalAbout20000605REGULAR COUNCIL MEETING JUNE 5, 2000 CALL TO ORDER The Regular Council Meeting of June 5, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Leonard Stella, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Nelson Olsen, Stella, Vincent, Vogel and Weber Absent: Landwehr A quorum was declared present. PRESENTATIONS FROM GALLERY Mr. Roger Verslues, 816 Nelson Drive, made a presentation regarding his request to rezone Green Meadows (Bill 2000 -15). Following Mr. Verslues's presentation, Council Members asked questions about the rezoning. CONSENT AGENDA a. Minutes of May 15 City Council Meeting b. Approving Assignment of Fixed Base Operator Lease at Jefferson City Memorial Airport A motion was made by Councilman Charles Jackson for approval of the Consent Agenda as presented, motion was seconded by Councilman Carol Blaney, and approved unanimously BIDS OVER $25,000 a. Cole County Cooperative 2000 -02 Bid for Road Materials (Held Over from May 15 Council Meeting) A motion was made by Councilman Charles Jackson for approval, motion was seconded by Councilman Carol Blaney and approved unanimously. Public Works & Planning Committee — Entire City Council A motion was made by Councilman Larry Vincent for approval of the appointments, motion was seconded by Councilman Carol Blaney, and approved unanimously. ANNOUNCEMENTS BY THE MAYOR Mayor Tom Rackers commended Councilman Carol Blaney for her recent efforts on behalf of the "Pet Parade" which was held in Jefferson City. Bill 2000 -14 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13066: Aye: Angle, Blaney, Jackson, Nelson, Olsen, Stella, Vincent, Vogel and Weber Nay: None NEW BUSINESS Councilman Carol Blaney commended the Jefferson City Street Division for their hard work following the June 4 storm that passed through the City. Councilman Larry Vincent stated that a draft demolition ordinance had been sent to the Council Members, and asked that anyone with suggestions or input please let staff know so they can be discussed before it is introduced in the near future. Councilman Steve Nelson stated that he had received a letter from the Central East Side Neighborhood Association which indicated the group was discussing the possibility of hiring REGULAR COUNCIL MEETING JUNE 5, 2000 an attorney to make sure city laws were being enforced against persons who commit crimes in their neighborhood. He was concerned that the citizens felt the need to hire an attorney to ensure that laws were being enforced when the City is supposed to be doing that in the form of the Police Department and the municipal court system. Councilman Carol Blaney announced that a meeting to discuss downtown revitalization would be held on June 6, 2000, at 7:00 P.M. at 212 E. High Street. Anyone interested in this issue was invited to attend. UNFINISH ED BUSIN ESS Councilman Charles Jackson thanked staff for the additional information which was provided at his request on the cooperative bid ( "Bids over $25,000 "), and also the contract information which accompanied the contract bills in this Council Packet. He stated it makes it much easier to understand what the Council is being asked to consider when they have this type of information. COUNCIL LIAISON REPORTS Councilman Larry Vincent announced the Environmental Services Committee meeting will be held Tuesday, June 15, 2000, at 5:15 P.M. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Charles Jackson to adjourn, seconded by Councilman Carol Blaney, and approved unanimously at 7:50 P.M.
