CALL TO ORDER
The Regular Council Meeting of June 19, 2000, was convened at 6:00 P.M. by Mayor Tom
Rackers.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.

RESOLUTIONS
2000 -26 Authorizing Agreement with U.S. Bancorp Piper Jaffray to Provide Financial

NEW BUSINESS
Councilman Carol Blaney announced a meeting of the Main Street Downtown Revitalization
organization later in the evening at 212 E. High Street, and invited anyone interested to
attend.
Councilman John Landwehrannounced that, as part of the Central East Side Neighborhood
Association (CESNA) barbeque event, the charettes developed by the architectural firms
depicting suggested uses of the old prison site will be on display in Pleus Hall at
Immaculate Conception Parish on E. McCarty Street from 12:00 noon to 5:00 P.M. on
Saturday, June 24.
Councilman Cliff Olsen commented on the recent Third Ward meeting with him and
Councilman Stella. He encouraged other Council Members to hold Ward meetings. He
thanked the Mayor and city staff for attending.
Councilman Cliff Olsen stated that one of the issues brought up at the Third Ward meeting
was the request for a "walk" pushbutton at the crosswalk at W. Main and Boonville for
children to cross the road safely, and a painted stripe crosswalk from the Library to the
parking lot where the old Masonic Lodge is on High Street, across the street from the
Courthouse. Public Works Director Marty Brose stated he would request that those two
issues be placed on the Transportation and Traffic Commission agenda for its next meeting.
Councilman Cliff Olsen also stated that a third issue raised was a covered bus stop on
Missouri Boulevard. Public Works Director Marty Brose stated that one is currently being
built for the Beck Street at Missouri Blvd. location. One of the suggested locations was
Walgreen; Mr. Brose stated that might pose a safety issue.
Councilman Cliff Olsen stated that he had several calls over the weekend regarding the
night time bike ride from persons who showed up for it to learn it was not held this year.
Parks and Recreation Department Director Bill Lockwood stated it was not scheduled this
year due to the declining participation.
Councilman Cliff Olsen asked if the city is required to follow the same code regulations as
private citizens. He stated that a video had been shown on JCTV recently with footage of
tire dumps in the parks and other items. Parks and Recreation Department Director Bill
Lockwood stated that there have been some "tire pick -up" events held to get citizen
participation in picking up tires dumped in the parks by the public, not by the City, and
stated that the City would always welcome help of any kind in cleaning up the parks. Mr.
Lockwood stated that he felt the video referred to by Councilman Olsen was inaccurate in
its content and gave the wrong impression to the public. Mr. Lockwood thanked the Scout
Troops, Civic Organizations, Stream Team volunteers, and "The Big Help" mobile from
Nickelodeon.
Councilman Larry Vincent stated that the City should be very conscientious about keeping

its own properties mowed and maintained if it is requiring private citizens to do so.
Councilman John Landwehr gave an update on the old prison site redevelopment efforts.
He stated the subcommittee of the task force working on the issue has narrowed the field
of architecture / engineering firms to four candidates for interviews and select one.
Following that, the winning candidate will meet on two scheduled locations with the full
redevelopment task force in July, the goal being to present a conceptual plan and
recommendations of how the property should be held. He stated that the task force hopes
to have proposed legislation for the next General Assembly session.
Following a brief discussion about the next Regular Council Meeting scheduled for 6:00
P.M. on Monday, July 3, a motion was made by Councilman Cliff Olsen to move the meeting
time to 8:00 A.M. on July 3. Motion was seconded by Councilman Carol Blaney and
approved unanimously. Councilman Steve Nelson suggested that a poll be taken of Council
Members to make sure a quorum would be present for that meeting, and if no quorum can
be reached, that staff contact Council Members so the meeting can be rescheduled.
Councilman Steve Nelson stated that a citizen has contacted him regarding some property
located on Cliff Street. He is not sure whose responsibility it is to cut the trees and weeds
on that particular piece of property. Public Works Director Marty Brose stated that his
department had done a little research on the issue, and that the City had been maintaining
that alley. He also stated that it would not be prudent to cut too much of the vegetation
along the railing leading down to the river bank.
