HomeMy Public PortalAbout20000703REGULAR COUNCIL MEETING JULY 3, 2000 CALL TO ORDER The Regular Council Meeting of July 3, 2000, was convened at 8:00 A.M. by Mayor Tom Rackers. Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, and Vogel Absent: Vincent and Weber A quorum was declared present. PRESENTATIONS FROM GALLERY There were no presentations from the gallery at this time. CONSENT AGENDA a. Minutes of June 19 City Council Meeting b. Approval of Driveway in Excess of 40 feet c. RENEWAL Bid 1828, Influent / Effluent and Sludge Cake Sample Testing d. Authorizing Increase in Planning Amount in Contract with Sverdrup Civil, Inc. for Wastewater Systems Analysis A motion was made by Councilman Charles Jackson for approval of the only Items a, b, and c of the Consent Agenda. The motion was seconded by Councilman Carol Blaney and approved unanimously BIDS OVER $25,000 a. Bid 1883 — Concrete and Concrete Products A motion was made by Councilman Larry Vincent for approval, motion was seconded by Councilman Steve Nelson, and approved unanimously. REGULAR COUNCIL MEETING JULY 3, 2000 MINUTES AND REPORTS RECEIVED AND FILED Mayor Tom Rackers announced that the following minutes and reports of City boards and commissions have been received, and are on file for review, by the City Clerk's Office: a. Cable Quality Commission, March 16, 2000 b. Housing Authority Board of Commissioners, May 16, 2000 c. Missouri River Regional Library Annual Audit Report (too large to copy for general distribution —may be viewed in City Clerk's office) ANNOUNCEMENTS BY THE MAYOR Mayor Tom Rackers congratulated the following recipients of the May Yard of the Month award for the City, and asked that staff mail the award to them: a. Councilman Charles Jackson asked questions of Public Works Director Marty Brose about (1) bus route scheduling, (2) why was the renewal not addressed when it expired in November, 1999, (3) is anyone monitoring the company to make sure they are in compliance with agreement? Mr. Brose stated that he would get Council the information REGULAR COUNCIL MEETING JULY 3, 2000 about scheduling, that the lateness of the renewal is due to an oversight on the part of staff, and that the company provides monthly statements showing revenues and expenses, and that monthly discussions are held about these statements. Councilman Carol Blaney requested that Bill 2000 -16 remain on the Informal Calendar. Bill 2000 -21, sponsored by Councilman Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A COST PARTICIPATION AGREEMENT WITH REGULAR COUNCIL MEETING JULY 3, 2000 THE MISSOURI HIGHWAY AND TRANSPORTATION COMMISSION FOR IMPROVEMENT TO THE INTERSECTION OF DIX ROAD, SOUTHWEST BOULEVARD, AND MISSOURI BOULEVARD. Councilman Jackson requested that Bill 2000 -21 remain on the Informal Calendar at this time. Bill 2000 -22, sponsored by Councilman Jackson, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH GEORGE BUTLER AND ASSOCIATES FOR DIX /SOUTHWEST BOULEVARD CONNECTOR. Councilman Jackson requested that Bill 2000 -22 remain on the Informal Calendar at this time. Councilman Charles Jackson suggested that the Council hold aworksession at 12:00 noon on Monday, July 17, to discuss bills 2000 -21 and 2000 -22, and he requested that staff prepare the appropriate agendas and notices for such a meeting. NEW BUSINESS Councilman Clyde Angle encouraged citizens to volunteer to serve on the action committees currently being recruited. Councilman Steve Nelson stated he has received several complaints about the sight problem at the intersection of Adams & Capitol Avenue, on the south side, due to a large truck that parks at the corner and blocks sight for vehicles needing to pull out into the intersection. Public Works Director Marty Brose stated he would have staff look into that location. Councilman Steve Nelson stated he has received several complaints about the older parking meters in the downtown area that don't work properly. Public Works Director Marty Brose encouraged anyone who finds such a problem to call and report it to city staff. He also stated that the city is planning to replace the remainder of the older meters in this next budget with the newer digital meters. Councilman Clyde Angle asked for a report showing a breakdown of the increased jail costs, as well as the reason the persons were sent to jail. Finance Director Steve Schlueter stated he would get that information and get back to Councilman Angle. Councilman Clyde Angle asked if the City has received information from the Attorney General's office about the new "profiling" legislation recently enacted. Police Chief Roger Schroeder stated that the Attorney General's office has a deadline with which they must comply to get the information to the affected entitles and that they information is being prepared to comply with that deadline. REGULAR COUNCIL MEETING JULY 3, 2000 Councilman Cliff Olsen announced that the Third Ward meeting will be televised on JCTV, Channel 3, on Thursday, July 13 at 8:00 PM. Councilman Charles Jackson made comments regarding item (d) which was removed from approval on the Consent Agenda. He suggested that the Council Members read a copy of the city's procurement policies, and stated his continuing concerns with compliance with those policies. UNFINISH ED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS There were no liaison reports given at this time. GO INTO EXECUTIVE SESSION A motion was made by Councilman Charles Jackson that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was seconded by Councilman Carol Blaney, and approved unanimously at 8:45 A.M. by the following roll -call vote: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, and Vogel Nay: None
