COMMENTS:
The Staff is proposing to Amend Chapter 25, the official Zoning
Ordinance with respect to on-premises freestanding signs, city-
wide. �
RECOMMENDATION:
Staff respectfully requests, that after consideration, the
` Planning Commission adopt Resolution No. 2292
A. Certifying that the project is exempt from the provisions of
the State CEQA Guidelines, as amended by Section 15061 b(3).
B. Recommend that the City Council approve the findings in
Resolution No. 2292, waive the reading and introduce the
proposed ordinance:

On-Premises Freestandin4 Signs (ZOA #4)
PROPOSAL:
The Staff is proposing to Amend Chapter 25, the official Zoning
Ordinance with respect to on-premises freestanding signs, city
wide.
BACKGROUND•
On March 14, the City Planning Commission approved an amendment
to the Zoning and Sign Ordinance eliminating new construction of
freestanding pole signs and the introduction of freestanding
monument signs. On August 8, the Commission added language
amending the development standards (distance between signs and
maximum square footage) for off-premises freeway oriented signs.
This proposal is to reinstate the ability to allow construction
of some on-premises freestanding pole signs for properties that
meet certain criteria associated with location and minimum lot
size.
ISSUES AND ANALYSIS:
Since adoption of the original amendment removing on-premises
freestanding signs in commercial and manufacturing districts,
Stafi has observed, in some cases the need for greater sign
exposure than the current ordinance allows.
Total elimination of on-premises freestanding signs has proven to
be detrimental to businesses located within certain distances of
freeways. In order to resolve this problem, Staff proposes to
amend the sign ordinance to allow pole sign construction under
certain criteria. Approval would be based on location, lot size,
distances between the proposed sign and other existing signs and
distance from existing freeways, (see attached ordinance).
ENVIRONMENTAL ASSESSMENT:
The proposed amendment is exempt from the provisions of the State
CEQA Guidelines, as amended by Section 15061 b(3), and the notice
of determination has been placed on file in the Community
Development Department, and the office of the City Clerk.
RECOMMENDATZON
Staff respectfully requests that, after consideration the
Planning Commission adopt Resolution No. 2292
1. Certifying that the project is exempt from the provisions of
the State CEQA Guidelines, as amended by Section 15061 b(3).
2. Recommend that the City Council approve the findings in

A RESOLUTION OF THE PLANNING COMMZSSION OF
THE CITY OF LYNWOOD RECOMMENDING CITY
COUNCZL ADOPTION OF AN AMENDMENT TO
SECTION 25.33. BY ADDING (6) ABCDE THE
LYNWOOD MUNICIPAL CODE RELATING TO ON-
PREMISES FREESTANDZNG SIGNS.
WHEREAS, the Planning Commission of the City of Lynwood, did,
pursuant to law, conduct a public hearing on a proposed amendment to
the Lynwood Municipal Code with respect to the above subject; and
WI-IEREAS, the Community Development Director has determined that
the project is exempt from the provisions of the State CEQA
Guidelines as amended by Section 15061b (3) and is on file in the
Community Development Department and the office of the City Clerk.
Section 1. The Planning Commission hereby finds and determines
as follows:
A. The proposed amendment will be consistent with the
objectives and the development policies of the City of
Lynwood.
B. The proposed amendment will not unreasonably constrain the
use of property by landowners and developers.
C. The proposed amendment will not adversely affect the
General Plan.
Section 2. The Planning Commission of the City of Lynwood,
based upon the aforementioned findings and determinations, hereby
recommends City Council adoption of the proposed amendment.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD AMENDING SECTION 25.33. BY ADDING
(6) ABCDE OF THE LYNWOOD MUNICIPAL CODE
RELATING TO ON-PREMISES FREESTANDING SIGNS. �
The City Council of the City of Lynwood does hereby ordain
as follows:
Section 1. CHAPTER 25- of the Lynwood Municipal Code is
hereby amended to read as follows:
On-Premises Freestanding Sign. An on-premises freestanding sign
is recognized as a legitimate sign form and may only to erected
and located in a manner consistent with the following standards:
' (A) Area. Two square feet of on-premises freestanding sign
area per linear fobt of street frontage shall be
permitted, up to a maximum of one hundred (100) square
feet of sign area. The street frontage of corner lots
shall be calculated alonq only one street.
(B) Height. The sign height shall not exceed 35 feet as
measured from grade to the signs highest point.
(C) Location. The sign shall be:
' 1. Located no less than 2000 linear feet from the off-
ramp of any freeway within the city.
2. Set back a minimum of five (5) feet from the
property line.
3. Located on a lot at least 50,000 square feet in area
on a corner adjacent to two streets with a minimum
width of 80 feet.
9. No freestanding sign shall overhand any right-of-
way or established setback line, project over
� parking lot or driveway.
. (D) Development Standards.• �
1. Any angle iron or secondary support for any on-
premises freestanding sign shall be enclosed in a
form constructed of impermeable material, such that
the angle iron or secondary support is not visible.
2. The sign shall also comply with any other
development standards imposed upon the parcel under
other provisions of this chapter relating to site
plan review or Conditional Use Permit approval.

' SECTION 2. SEVERABILITY. If any section, subsection
subdivision, sentence, clause, phrase, or portion of this ordi-
nance, or the application thereof to any person or place, is for
any reason held to be invalid or unconstitutional by the decision
of any court of competent jurisdiction,. such decision shall not
affect the validity of the remaining portions of this ordinance
or it application to other persons or places.
The City Council hereby declares that it would have adopted this
ordinance, and each section, subsection, subdivision, sentence,
clause, phrase, or portion thereof to any person or place, be
declared invalid or unconstitutional.
First read at regular meeting of the City Council of said
