HomeMy Public PortalAbout20000717REGULAR COUNCIL MEETING JULY 17, 2000 CALL TO ORDER The Regular Council Meeting of July 17, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PUBLIC HEARINGS Rezoning approximately 33.18 acres which includes 3308 North Ten Mile Drive and property immediately north and west, from RS -1 (Single Family Residential) to RS -2 (Single Family Residential). Charles Lansford, Interim Director of Planning & Code Enforcement, made a presentation giving the background of the request for rezoning. Following his presentation, Mr. Jerry Green, 616 Eagle Trace Drive, spoke in favor of the requested rezoning. No one spoke in opposition of the request. Following Mr. Green's remarks, Mayor Rackers declared the public hearing concluded. Councilman John Landwehr stated that the bill associated with this rezoning is on tonight's agenda as a bill introduced, and that the reason it is on the same agenda as the public hearing is that the City Council rescheduled their July 3 Council Meeting for the July 4 holiday, causing the public hearing to be rescheduled. PRESENTATIONS FROM GALLERY Mr. Ninion Riley, 148 Boonville Road, made a presentation stating his opposition to the proposed Dix Road / Southwest Boulevard connector as recommended by Bills 2000 -21 and 2000 -22. Mr. Roger Schwartz, District Engineer for the Missouri Department of Transportation (MoDOT) made a presentation in favor of the Dix / Southwest connector as recommended REGULAR COUNCIL MEETING JULY 17, 2000 by Bills 2000 -21 and 2000 -22. Authorizing Increase in Planning Amount in Contract with Sverdrup Civil, Inc. for Wastewater Systems Analysis A motion was made by Councilman Charles Jackson for approval of the Consent Agenda as presented. The motion was seconded by Councilman Carol Blaney and approved unanimously BIDS OVER $25,000 a. Bid 1883 — Concrete and Concrete Products A motion was made by Councilman Larry Vincent for approval, motion was seconded by Councilman Steve Nelson, and approved unanimously. Councilman Charles Jackson requested that Bill 2000 -21 be removed from the Informal Calendar and place on final passage at this time. A lengthy discussion was held in which several Council Members indicated either their support or opposition to the proposed Dix / Southwest connector project as outlined in Bills 2000 -21 and 2000 -22. Bill 2000 -22 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13090: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Stella, and Vogel Nay: Olsen, Vincent, and Weber RESOLUTIONS RS2000 -6 Authorizing application for Department of Justice Grant for Anti - Terrorism Training and Equipment (Vincent) A motion was made by Councilman Charles Jackson to adopt Resolution RS2000 -6, motion was seconded by Councilman Steve Nelson and approved unanimously. NEW BUSINESS Councilman Larry Vincent asked about the possibility of stop lights being lengthened to allow more time between a red light one direction, and green light the other direction, to cut down on accidents caused by drivers who run red lights. Public Works Director Marty Brose stated he would check into it and report back to the Council. Councilman Vincent then asked Police Chief Roger Schroeder if there is a way to increase enforcement of drivers' running red lights. Chief Schroeder stated that enforcement of such issues is mainly dependent upon staffing, and that they attempt to enforce the best that staffing will allow in the areas of the City known as "trouble spots" for red light running. Councilman Bob Weber made comments regarding sheltered bus stops on Missouri Boulevard. Public Works Director Marty Brose stated that the City is currently putting one REGULAR COUNCIL MEETING JULY 17, 2000 at Beck Street and Missouri Boulevard. Councilman Carol Blaney announced that a Main Street Down Revitalization meeting will be held Tuesday, July 25 at 7:00 P.M. at I.B. Nuts, 110 E. High Street. She invited anyone interested in the revitalization of the downtown Jefferson City area to attend. Councilman Bob Weber asked for a status report on the antenna pole at the Southridge Drive Taco Bell location. Charles Lansford, Interim Director of Planning & Code Enforcement answered Councilman Weber's questions. UNFINISH ED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS Councilman Charles Jackson announced that a Public Works & Planning Committee Meeting will be held on Thursday, July 20, at 7:00 P.M. GO INTO EXECUTIVE SESSION A motion was made by Councilman Charles Jackson that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel.
