CALL TO ORDER
A Special Council Meeting of August 28, 2000, was convened at 12:00 P.M. by Mayor Tom
Rackers.
ROLL CAL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent,
and Vogel
Absent: Weber
A quorum was declared present.
BILLS PENDING
Bill 2000 -60, sponsored by Councilman Vincent, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE
LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY
OF JEFFERSON, MISSOURI FOR THE YEAR 2000.
Bill 2000 -60 was read third time by title and placed on final passage. Councilman Charles
Jackson asked if approving the levy for the Parks & Recreation funds gave the City
oversight of that department's purchasing practices. Following a lengthy discussion, the
Council decided to approve the levy at this time, but to exercise some control of the Parks
purchasing practices utilizing the City's $800,000 subsidy to the department. Several
Council Members stated concern with the department's purchasing practices and stated
that the Council would be continuing to look into the matter. At the end of the discussion,
Bill 2000 -60 was passed by the following vote as Ordinance 13104:
Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, and Vogel
Nay: None
GO INTO EXECUTIVE SESSION
Councilman Cliff Olsen made a motion that the Council go into Executive Session at this
time to discuss matters of real estate, litigation and personnel; motion seconded by
Councilman Charles Jackson and approved unanimously by the following roll -call vote at
SPECIAL COUNCIL MEETING AUGUST 28, 2000
