HomeMy Public PortalAbout20000905REGULAR COUNCIL MEETING SEPTEMBER 5, 2000 CALL TO ORDER The Regular Council Meeting of September 5, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM GALLERY No one asked to make a presentation at this meeting. CONSENT AGENDA Mayor Tom Rackers requested that, due to a conflict of interest, that President Pro Tempore Steve Nelson assume the chair at this time, and Mayor Rackers left the Council Chambers. a. Bid 1904 - Roof Replacement, Public Work Department (Airport Division) REGULAR COUNCIL MEETING SEPTEMBER 5, 2000 Councilman Larry Vincent requested that item (d) be removed from the Consent Agenda and held over for the September 18 Council Meeting. No one objected to the removal of item (d). A motion was then made by Councilman Vincent for approval of Items (a), (b), (c), (e), (f), (g), and (h) of Consent Agenda as presented. The motion was seconded by Councilman Carol Blaney, and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED Mayor Tom Rackers announced that the following minutes and reports of City boards and commissions have been received, and are on file for review, by the City Clerk's Office: a. Councilman Larry Vincent requested that Bill 2000 -58 be placed on the Informal Calendar at this time. REGULAR COUNCIL MEETING SEPTEMBER 5, 2000 Bill 2000 -59, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO ENTER INTO A SUPPLEMENTAL AGREEMENT WITH THE MISSOURI DEPARTMENT OF TRANSPORTATION FOR PEDESTRIAN /BICYCLE FACILITIES. Bill 2000 -59 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13108: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel and Weber Nay: None RESOLUTIONS RS2000 -9 Authorizing Application for Historic Preservation Grant (Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber). A motion was made by Councilman Steve Nelson for adoption of RS2000- 9, seconded by Councilman Charles Jackson and approved unanimously. RS2000 -10 — Authorizing Application for Section 5311 Federal and State Operating Grant with the Missouri Highway and Transportation Commission for Public Bus System and the Inter -City Bus Service (Blaney). A motion was made by Councilman Charles Jackson for adoption, seconded by Councilman Steve Nelson and approved unanimously. NEW BUSINESS Mayor Tom Rackers stated that since neither he nor President Pro Tempore Steve Nelson will be able to attend the September 18 City Council Meeting, the Council needs to select a council member to preside at that meeting. Councilman Larry Vincent made a motion that Councilman Charles Jackson be selected to preside at the September 18, 2000 City Council Meeting, motion was seconded by Councilman Bob Weber, and approved unanimously. Councilman Clyde Angle stated he had received a letter from a citizen regarding high traffic accident sites within the City. He requested that a list of the top ten accident locations be provided to the Council for their information. City Administrator Rich Mays stated he would provide that information to the Council, as well as to the Transportation and Traffic Commission members. UNFINISH REGULAR COUNCIL MEETING SEPTEMBER 5, 2000 ED BUSINESS Councilman Larry Vincent asked Public Works Director Marty Brose the status of the repair of the alley near the newly remodeled Hotel Governor. Mr. Brose stated that the developers of the Hotel Governor were made aware that they are responsible for leaving the alley in the same condition it was when they began cutting it during their construction of the Hotel project. He stated he will provide status reports to the Council on this matter as they become available. Councilman Charles Jackson requested that Public Works Director Marty Brose have his staff survey the Council Members to determine if the currently set schedule for Public Works & Planning Committee meetings is convenient, or if the Committee should change the regularly scheduled meetings so that more Council Members can attend. COUNCIL LIAISON REPORTS There were no Council Liaison reports given at this time. GO INTO EXECUTIVE SESSION A motion was made by Councilman Charles Jackson that the Council go into Executive Session at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was seconded by Councilman Larry Vincent, and approved unanimously at 6:35 P.M. by the following roll -call vote: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Nay: None
