CALL TO ORDER
A Special Council Meeting of October 26, 2000, was convened at 6:00 P.M. by President
Pro Tempore Steve Nelson in the absence of Mayor Tom Rackers.
ROLL CALL
The following Council Members were present for the roll call:
Present: Angle, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and
Weber
Absent: Blaney*
A quorum was declared present.
BILLS PENDING
Bill 2000 -90, sponsored by Councilman Vincent, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET
AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF
NOVEMBER 1, 2000, TO OCTOBER 31, 2001, AND APPROPRIATING MONEY IN THE
CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT
DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET.
*Councilman Carol Blaney arrived at 6:30 P.M.
A lengthy discussion was held on numerous specific line items of the budget.
Councilman Leonard Stella made a motion to amend the budget by adding the Human
Resources position back into the budget, at $33,000.00, and that City Administrator Rich
Mays be directed to adjust the budget accordingly to reflect that the "bottom line" remains
the same as presented by staff at tonight's meeting. Motion was seconded by Councilman
Charles Jackson.
Councilman Cliff Olsen made a motion to amend the motion by keeping the Meetings &
Conferences, and Training & Education budgets at the same level as the 1999 -2000
budget. The motion died for lack of a second.
Following more discussion, a motion was made by Councilman Edith Vogel to recess and
continue the Council Meeting at the conclusion of the Public Works & Planning Meeting
immediately following the Council Meeting. Motion to recess was seconded by Councilman

Leonard Stella and defeated by the following roll call vote:
Aye: Angle, Vincent, and Weber
Nay: Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, and Vogel
Discussion resumed on Bill 2000 -90.
Councilman Cliff Olsen made a motion to amend by not allowing members of City boards
and commissions to attend meetings and conferences. The motion died for a lack of a
second.
Councilman Larry Vincent made a motion to amend by substituting the list of items which
he prepared and distributed to the Council as the line items which should be added or
deleted. Motion died for lack of a second.
Councilman Charles Jackson called for the question, ending debate and voting on
Councilman Leonard Stella's original motion which is still on the floor, motion to call for the
question was seconded by Councilman Carol Blaney and approved by the following roll -call
vote:
Aye: Blaney, Jackson, Landwehr, Nelson, Stella, Vincent, Vogel, and Weber
Nay: Angle and Olsen
Council then voted on the original motion, which was as follows: Amend the budget by
adding the Human Resources position back into the budget, at $33,000.00, and that City
Administrator Rich Mays be directed to adjust the budget accordingly to reflect that the
"bottom line" remains the same as presented by staff at tonight's meeting. The motion to
amend was approved by the following roll -call vote:
Aye: Jackson, Nelson, Olsen, Stella, Vogel, and Weber
Nay: Angle, Blaney, Landwehr, and Vincent
Bill 2000 -90 was then passed, as amended, by the following roll -call vote as Ord. No.
13133:

Nay: Angle, Olsen, and Vincent
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Carol Blaney that the Council go into Executive Session
at this time to discuss real estate. Motion was seconded Councilman Larry Vincent and
approved by the following roll -call vote at 7:10 PM. Note: Councilman Clyde Angle
requested that the minutes reflect that he objected to the Council going into Executive
Session.

Nay: Angle and Jackson
