REGULAR MEETING ;JUNE 20, 1939.
The City Council oP the City oP Lynwood met in a regular
session, in the Council Chamber oP the City Hal 1, 11331 Plaza Street,
.on above date, at 7:30 P. M.
Mayor Lake in the chair.
Councilmen Christensen, Meyer, Snyder and Lake answered the
roll cell.
Councilman Nation was absent.
It was moved by Councilman Snyder and seconded by CouncilmaA
~deyer that the minutes oP the previous regular meeting oP June 6, 1939
be approved as written. All members oP the Council present votin
aye, the Mayor declared the motion duly carried.

communication was received Prom W. H. Schreitling, 3236
Louise St., calling attention. to the hazardous condition that e~ciata
- on Long Beach Boulevard at Louise St. and Lynwood Road in front of
~, - the theatre on aaao'unt of no officer being stationed at the pedestrian
crossing during the ~a.tineea held on Saturday and Sunday afternoons.
There being no ob~jeation, the Mayor referred the matter to Police
Commissioner Snyder to check into and see iP something cannot be done
to correct the apparent hazard.
A communication was received Prom the University of South-
ern California thanking the Council for their Support oP.the short
course by appropriating funds to buy membership books for use of
City employees. There being no ob,~ection, the Mayor ordered the aom-
munication Piled.
A communication was received Prom E. H. Sigler, 12x10
Santa Fe Avenue complaining because-the burning crew who burned weeds
burned one sore oP hay Por him which he paid X3.00 to have mowed;
also stating that the hay was sold to Mr. D. 0. Overstreet Por 12.00
requesting that the City pay for the damage which he suffered. There .
heing no ob~eation, the Mayor referred said matter to Fire Chief Lewis
to aback into the matter and make recommendations regarding a saZis-
factory settlement of any damage done.
A communication in the Porm oP demand was received signed
by F. B. Rowlee, stating that on July 17, 1938 he posted bail in the
sum of ,100 in accordance with bail fixed by the City Court for Omar
P. Coomb's appearance, which bail was forfeited on or about July 21,
1938, because the defenda~ Failed to appear, however, that later the
Defendant was reapprehended and arraigned in court on the charge and
,was fined and paid same in the sum oP X200.00. Mr. Rowlee, therefore,
making demand for the return of bail deposited.
An instrument was also received from H. Hemenway, Judge oP
the City Court setting forth their Findings and order with respect
to said matter, recommending that the City repay .said sum to F. B.
Rowlee.
Thereupon it was moved by Councilman Meyer and seconded by
Councilman Christensen that said demand be allowed and that a warrant
be drawn an the City Treasurer Por said amount oP X100.00, payable
to F. B, Rowlee.

An instrument was received from Harry B. Armstrong which
~'~...~ purports to modify certain deed restrictions set forth in deed dated
January 24, 1918, recorded in Book 6623, page 115 of Deeds, Records
of the County oP Los Angeles, as affecting Tract No. 3025, as per-
taining to set beak, which modifies the restrictions to allow any
building to be placed or erected on Lot 1091 oP said Tract to be so
placed or erected that the same shall extend to but not less than
Seven feet from the front line of said property. Mr. Armstrong was
presented and addressed the Council on said matter, as well as with
regards to building his proposed Court within one foot from the .rear
Lot line of said Lot, stating that they also own the key lot directly
in the back of same and that there would be a dietanee of four Peet
between buildings in the rear oP said Lot, requesting the Council's
desire in connection therewith.
Building Inspector Evans also addressed the Council on the
matter giving further information regarding distances and building
regulations.
There being no ob~eation, Mayor Lake referred the matter of
set back from rear line of Lot 1091 to Building Inspector Evans and
Engineer Bateman to determine what distance should be maintained.
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Christensen that said Agreement regarding Modification of
Restrictions between City of Lynwood and Harry B. Armstrong be accep-
ted and that the Mayor be authorized to execute same for and on behalf
of the City of Lynwood, sub~eet to an easement deed from Mr. Armstrong,
to the City of Lynwood covering the 7 feet set back.

Health reports for weeks ending June 3rd and June 10th, were
received; also application for employment from~Kay Vera Gainous. There
being no ob~eetion, said reports and applications were ordered filed.
A communication was received from J. S. Beckwith, 11713,
Lindbergh Street, owner of the South 50 feet of Lot 652, Tract 2992,
stating that in refunding Lynwood Acquisition and Improvement Dist-
riet No. 25, inadvertently credit was given the southerly 50 feet of
Lot 651 of said Tract in lieu of his Lot, stating that the owner of
Lot 651, Mr. Nibbelin has agreed that in view of the error the City
may issue a bond against his property in the amount of the error
X29.27. Mr. Beckwith also requested that the Council cancel the bond
against his property being No. 164.
A communication was also received from P. N. Nibbelin, 11714
Lindbergh St. authorizing the City to correct the error referred to
above and issue a bond for X29.27 against his Lot described as the
South 50 Peet of Lot No. 651 in Tract No. 2992 in harmony with pro-
ceedings taken under the aforesaid Acquisition and Improvement Dis-
trict No. 25 refunding,.whieh he will assume and agree to pay.
Thereupon it was moved by Councilman Christensen and second-
ed by Councilman Snyder that the City Treasurer be authorized to pur-
chase Bond No. 164 in Acquisition and Improvement District No. 25 and
to cancel same as affecting the South 50 feet of Lot 652, Tract 2992,
and that the City Treasurer be authorized and directed to issue bond
for X29.27 dated June 23, 1938 on the South 50 feet of Lot 651, Tract
2992 in connection with the refinancing of Acquisition and Improve-
ment District No. 25.

City Treasurer Reed addressed the City Council regarding
an overcharge that•was made in connection with Refunding A. & I. Dist.
No. 8 as affecting Lot .995, Tract 3025 and belonging to George E.
Kennedy in the sum of• X30.06 due to failure of giving pier credit
for payments made through taxes, recommending that Mr. Kennedy be
refunded said amount.
Thereupon it was moved by Councilman Meyer and seconded by
Councilman Christensen that a demand in the sum of X30.06 be allowed
in favor of George E. Kennedy and that a warrant be drawn on the City
Treasurer for said amount.

Mr. E. R. Hodges addressed the Council regarding a proposed
used car Lot and wrecking cars to be located on Atlantic Avenue near
Beachwood Ave., giving an idea of his proposed business establishment;
also a drawing showing the layout of his venture, stating that he will
build a corrugated.fence in the rear of the Lots about 55 feet beak
of the Lot line from Atlantic Ave. and plans on having his used cars
in front thereof, stating that he plans on reconditioning and rebuild-
ing cars and reselling same.
After due consideration, it was duly moved by Councilman
Christensen and seconded by Councilman Snyder that permission be grant-
ed Mr. Hodges to conduct such business and that the license collector
be authorized to issue license therefor, sub,~ect to whatever regula-
tion may be required by the Building Inspector. All members of the
Council present voting aye, the Mayor declared the motion duly carried
and it was so ordered.
A communication was received from Engineer Bateman reporting
on the matter of suggested changes in house numbering recommended by
the Planning Commission. There being no ob3eetion, the Mayor ordered

the pommunieation filed and no further action was taken thereon.
In connection with the matter of garage obstructing the
view of Mrs. Grace LeGrande, the Committee reported that apparently
there is nothing that can be done about the matter. Theref ore, the
City .Clerk was instructed to communicate with Mrs. LeGrarade informing
her of the situation.
The hour of 8 o'clock P.M. having arrived, said time being
the hour fixed for receiving bids for furnishing premix rock and oil,
Thereupon it was moved by Councilman Snyder and seconded by
Councilman Meyer that the bids be publicly opened and declared. All
members present voting aye, the Mayor declared the motion duly carried.

Thereupon it moved by Councilman Christensen and seconded
by Councilman Meyer that said bids be referred to City Engineer Bate-
man•for checking and recommendation. All members of the Council
present voting aye, the Mayor declared the motion duly carried.
The hour of 8 P.M. having arrived, said time being the
hour fixed to continue the hearing in connection with the dilapidated
buildings located on Lot 234, Tract 2551 and belonging to Thomas
LeBlanc, and the building located on Lot 19, Block 3, Tract 9337,
and being owned by Martin L. Martin. The Building Inspector stated
that no work has been commenced in the way of razing said buildings
or reconstructing same.
Building Inspector Evans upon being questioned by the City
Attorney testified that he is familiar with the condition of both
these buildings, stating that the building owned by Mr. LeBlanc is
in bad repair with the front beams loose, the front doors off their
hinges, the back walls should come down, and that it constitutes a
nuisance to adjoining property..
Mr. Evans also testified that the building owned by Mr.
Martin it dust commenced and no work has been done thereon since the
last hearing, stating that he believes that it deteriorates the.
value of adjoining property as it is ao unsightly and therefore con-
stitutes a nuisance and should be abated.
Thereupon it was moved by Caunci 1man.8nyder and .seconded by
Councilman Christensen that the .building located on Lot 234, Tract 2531
and being owned by Thomas LeBlanc, and the building located on Lot 19,
Block 3, Tract 9337, being owned by Martin L. Martin, be declared.
nuisances and that the City Attorney be instructed to abate the nui-
sance forthwith.

A proposal and contract for gasoline was received from the
Seaside 011 Company.
Thereupon it was moved by Councilman Meyer and seconded by
Councilman Christensen, that the City Clerk be instructed to adver-
tise for bids for gasoline requirements of the City of Lynwood for the
fiscal year beginning July 1, 1939 and ending June 30, 1940. All
members of the Council present voting aye, the Mayor declared the
motion duly parried.
ORDINANCE N0. 310, entitled MAN ORDINANCE OF THE CITY OF
LYN~i00D, CALIFORNIA, ESTABLISHING A BUILDING SET-BACK ON THE 12 LOTS
WHICH ARE FACING SOUTHERLY UPON FERNWOOD AVENUE AND LYING EASTERLY
OF COURT STREET IN SAID CITY OF LYNWOOD, AND FIXING A PENALTY FOR
VIOLATSON THEREOF", was read for the second time by caption.
Thereupon it was moved by Councilman Meyer and seconded
by Councilman Christensen that the further reading of said ordin-
ance be waived. All members of the Council present voting aye, the
Mayor declared the motion duly carried.
Thereupon it was moved by Councilman Snyder and seconded
by Councilman Meyer that said Ordinance No. 310 be adopted as read
the second time, finally pass and be published as required by law.

RESOLUTION N0. 1185, entitled: "RESOLUTION OF THE CITY
COUNCIL OF' THE CITY OF LYN~IOOD, CALIFORNIA, ~3ECLARING ITS INTENTION
TO REFUND THE INDEBTEDNESS OF ACQUISITION AND IMPROVEMENT DISTRICT
N0. 7 OF SAID CITY, AND FIXING A TIME AND PLACE FOR HEARING, AND
GIVING NOTICE THEREOF", was read. It was moved by Councilman Meyer
and seconded by Councilman Christensen that said Resolution No.
1185 be adopted as read.

A Grant Deed was received signed by Herman Isaac Frey
and Iva N. Frey covering a portion of Lot 89, Tract 92 of the City
'of Lynwood, and being dated June 16th, 1939. Thereupon .it was mov-
ed by Councilman Christensen and seconded by Councilman Meyer that
said deed be accepted and that the City Clerk be directed to cause
same to be recorded in the office of the County Recorder of Los
Angeles County.

A Grant Deed was received signed by Martin Knauf and dat-
ed June 8, 1939, covering a portion of Lot 801, Tract 3078 needed
in order to cut off an abrupt corner at the intersection of School
and Josephine Streets in the City of Lynwood. Thereupon it was
moved by Councilman Meyer and seconded by Councilman Christensen
that said deed be accepted and that the City-Clerk be instructed
to cause same to be recorded in the office of the Recorder of Los
Angeles County.

Thereupon it was moved by Councilman Snyder and seconded

Mr. E. N. Hanlon addressed the Council regarding an over-

charge Por water used because he had applied for a tap, but as a
matter of fact no water has been used therefrom because he has not
proceeded with the building proposed. There being no ob,~eetion,
said matter was referred to Councilman Meyer to cheek into and make
whatever adjustment seems to be fair and dust.
It was moved by Councilman, Meyer and seconded by Council-
man Christensen that the meeting adjourn to June 29th, 1939, at
1s30 P. M. All members of the Council present voting aye, the
Mayor declared the motion duly ca nd was so ordered.
