REGULAR MEETING SEPTE~U~BER 5, 1939.
The Gity Council of the City of Lynwood met in a regular ses-
sion in the Council Chamber of the City Hall, 11331 Plaza Street, on =,bove
date, at 7:30 P. M.
.Mayor Lake in the chair.
.Councilmen Christensen, Pdeyer, Snyder and Lake answered the
roll call. .
Councilman Nation was absent.
It was moved. by Gouncilrnan Snyder and seconded, by Councilman
Christensen that the minutes of the previous adjourned regular meeting
of August 29, 1939 be approved, as written. All membezs of the Council
present voting aye, the T~ayor declared'~the`motion duly carried and it
was so ordered.

A communication was received from Mrs. Grace Farris, and also
signed by I~2r.. T. P. Farris and J. E. Withrow requesting that Spruce Street
be improved between Platt and Walnut Ave. as it is in very bad condition.
There being no objection, said matter was referred to Street Commissioner
' Christensen for investigation, and to confer with Engineer Bateman regard-
ing said matter. r
A communication in tree form of resolution was received from the
Board, of Supervisors of Los Angeles County amending their former action
in connect~,on with gasoline funds as f ollo~s: "That it is the policy of
the Board of Supervisors that whenever any gas tax money is paid to any
city that that city shall purchase its road materials on the County con-
tract and through the County Purchasing Agent unless said city is able
to procure an equal or lower price on these materials than that quoted by
the County"~h-ere being. no objection, the T~Iayor instructed the City
Clerk to furnish Street Superintendent Bateman with a copy of said, reso-
luti on and f ile same .
A communication was received Prom the East Ba.y Transit Company
complimenting r~r. R. Y. O'Shaughnessy and his associates in the Police
De~_rtment in the splendid work they ,did during the recent American Legion
Convention in Oakland, in preserving the peace of their City. There
k~l.ng no objection, said communication was ordered filed.
A communication was received from the Pacific Coast Building
Officials Conference announcing their 17th Annual meeting from October
3rd to 6th in Oakland, stating the t the purpose of the conference is to
maintain the uniform Building Code, in modern form and to do this they
must have the advice and help of the men who are best qualified in this
line of work, stating that they consider Mr. ,Evans unusuallyvell qualified
in this regard, therefore they would apprecia`e the Council's considera-
tion in authorizing ~Zr. Eva.ns to take time from his duties to attend the
meeting. There. being no objection, the PJlayor referred this matter to
Building Commissioner Nation, requesting that the Building Inspector check
with him relative to same.
A communication was received from the Lynwood Planning Com-
mission, by E. S. Cavanaugh., Chairman, giving resume of their regular
meeting held on August 14, 1939, recommending as follows:
"That steps be taken to stop hitch-hiking on Lynwood's main
thoroughfares.
That dangerous traffic conditions at the junctions of I~Tcrton
Ave. with both Century and Imperial Boulevards be investigated.
The Commission also wishes to know wha„ action has been taken
in the matter of building on 25 foot lots."
The matter of hitch-hiking on Lynwood 's main thoroughfares,
C' and traffic conditions at the junctions of Norton Ave., with both Century
t and Imperial Boulevards, was referred to Chief ?~Ziller with instructions
that he investigate and report his findings to the City Council.
Pvlr. E. S. Cavanaugh was present and addressed the Council on
the matter of building on 25 foot lots. After due deliberation of the
matter, it was determined from the Building Inspector that it is now per-
missive to bu-~1G_' on such lots, however, that the area must be at least
700 square feet as provided by the Zoning Ordinance, and that any change
in the zonine- ordinance must originate with the Planning Commission.
City Treasurer P:~ioffitt also point ed out that the lack of
building in the area in which the 25 foot lots are located was not due to
a number of the lots being singl`r o~,uned, but because the district has been
covered with rJlattoon Act bonds, wr~ich are now lifted in the largest part
of the area.
No action was tam in connection therewith.
A communication was received from the Keystone Kops expressing
their sincere thanks and appreci;-~,tion for the generous donation made by
the Council at Convention week. There be,in~~ no objection, said communi-
cation was ordered filed.
An application for employment thras received from TJova i~~Iae Cass
and one from Stephen Forrest Cass; also one from Harold Maddox. The
health report for week ending August 26th and report of City Court for
August, 1939 was received. There being no objection, said applications
and reports were ordered filed.
A resignation was received from George Von Breyman, Jr., re-
signing as Assistant Building Inspector and Deputy License Collector,
as he has accepted another position in Ventura, as a teacr~er. Thereupon
it wra.s moved by Councilman Snyder and seconded by Councilman Christensen
that the resignation of T;Zr. Von Breyman be accepted.

It was moved by Councilman Snyder and seconded by Councilman

Pnr.. Ed S. Cavarazg-h addressed the Council introducting a Mr.
Killgore who in turn addressed the Council on the matter of the City's
application to purchase the 0. Tower Tract for park purposes at tax
sale, stating that he was representing T~~Ir. Lynch, the o«mer of the Tract,
and_ that there was a Trust Deed held by a bank in the principal amount
of X8,500.00 against said property, and that the owns ~r the bank would
attack a tax title in court, offering to sell the 40 acre park site for
X12,000.00 clear to the City with the exception of accumulated taxes and
any levy subsequently levied to cl~er A. ~ I. District No. 18.
No action was taken in connection with said_ matter, however,
T~.2ayor Lake requested T~~Ir. Kill~-ore to x~ut his proposal in ~~=ritine° and
the Council will consider it further.
UNFINISHED BUSINESS:
The matter of acquiring title to Lot 492, Tract 2551 from
Margaret A. Tatom in order to open Calif orn?a,Street between Platt Ave.,
and Fernwood Ave was main brought up for consideration.
TJIr. R. A. T;~Zoffitt, City Treasurer, addressed the Council to
the efi'ect that he had conferred with A. L. Young, a~•ent for the owner
of Lot 504, Tract 2551, a portion of which is needed lin order t o open
said street, statin~• th;=t 'Jjr. Young informs him that his client is will-
ing to give a deed for t'r,e strip of land as outlined by the City Engineer
in return for the remainder of Lot 492, and if the City moves her garage
and constructs approach thereto and a cement ;~~1g o herein, to~eth~ r Frith
sidewa.lkalon~• the west end of said Lots 49~, ~~~~~ct 2.551 as they then
willexist .
Thereupon it was moved by Councilman Christensen and seconded
by Councilman Snyder that the City of Lynwood open up an escrow for the
opening of a street t'rrrou~h Lot 504, Tract 2551 in exchange of Lot 492,
Tract 2551 and to take care of other conditions as need be made as out-
lined by Tti'Ir. i'ioffitt, and that the T.Zayor be authorized to execute the
escrow instructions or any other papers necessar~T to complete said trans-
action.

Thereupon it was moved by Councilman SnT~der and seconded bvT
Councilman- Christensen that the City of Lynwood purchase Lot 492, Tract
2551 for the sum of X400.00, subject to taxes and assessments, and the
City to assume cost of having title brought down, and_ that a warrant be
drat~tn on the City Treassrer for said. amount and to be delivered by the
City Treasurer when it is deter~_lined treat necessary right of way is pro-
cured for the o~~eninM off' California. Street through Lot 504, Tract 255]_,
and that the T~,Ia,yor be and_ he is hereby authorized to execute any instrum-
ents necessary in connection with the purchase of said Lot 492 for and.. in
behalf of the City of Lynwood.

There being no objection, the T:Zayor referred said bids to

A bond in the principal sum of X15,000.00 was received signed
by Robert A. n4offitt, idemnifying .the City of Lynwood in connection with
his position as City .Treasurer. Thereupon it was moved by Councilman
Meyer and seconded by Councilman Snyder that said bond be approved. All
members of the Council present voting a~,e, the ~~ayor declared the motion
duly carried and it was s.o ordered.
NEW BUSINESS:
An Ordinance, entitled "An Ordinance of the City of Lynwood,
Calif ornia, prohibiting persons owning or harboring or having- the care,
custody or control of doffs from allowing them to run at large; and pro-
viding-for impounding dogs running at large, and regulating the keeping
of dogs; and fixing certain license taffies for dogs; and fixing a penalty
for the violation of the provisions of t~r~is Ordinance; and repealing the
following ordinances of the City of Lynurood, to-wit : Ordinance No. 76
and 228 and Ordinance loo. 251 of said City; and providing for th~impound-
ing of fo~~rls, animals and rodents", was introduced and read the first
time by caption. Thereupon it was moved by Councilman ?,heyer and seconded
by Councilman Christensen, that the further reading of said Ordinance be
waived. All members of the Council present voting aye, the ltRayor declar-
ed tr:e motion duly carried.
It was moved by Councilman Meyer and seconded by Councilman
Snyder that said Ordinance be accepted as read the first time and pass
to the second reading.
