REGULAR MEETING OCTOBER 17th, 1939
The City Council of the City of Lynwood met in a regular ses-
sion, in the Council Chamber of t:he City I;all, 11331 Plaza Street, on
above date, at 7:30 P. M.

Councilmen nation, Christensen, ~~nyder and Lake answered the roll
call.
Councilman ^Me~rer was absent.
It was moved by Councilman Christensen a.nd seconded by Council-
man Snyder that. the minutes of th.e previous regular meeting of October 3,
1939 be approved as written. All members of the Council present voting
aye, tb.e Mayor declared the motion duly carried and it was so ordered.
WRITTEN C OPM~~,IUN ICA TIONS :
A communication was received from the Parent Teacher Association
of th.e Woodrow V~ilson School requestinm_ information. as to whether or not
additional bridges are to be furnished this year for Streets to the
'~~oodrow U`Jilson School, as vaell as at Bullis aassin~;s . There bein-m no
objection, the P~4ayor referred the matter to the Street Commissioner to
take it up with En~;ineer Bateman to ascertain what bridge facilities are
available.
A communication was received signed by J. S. Joseph and five
others complaining about the way the premises owned by J. J. Jasper is
kept and that saute is a fire hazard. There being no ab j ect ior_, the
Mayor referred the matter to Fire Chief Lewis tivith instructions to in-
spect the premises in question and ascertain whether or not something
can be done to correct the unsightly condition that may exist and to
eliminate the fire hazard, i:"' sny.
A communication was received from John ~I. Armstron~e expressing
appreciation for the sincere cooperation liven to them durinT the constr-
uction of the Clover iViotel at 12429 Long Beach Boulevard, and especially
by Building; Inspector Evans and dlr. Gardner of the Police Department.
`t'here being no objection, said communication was ordered filed.
A communication was received from Annette Shipp making appli-
cation for permit to operate a rock steari bath house at her residence
and business establishment located at 11826 Lone; Beach Blvd., to be oper-
ated by one man masseur and one woman masseuse, under her jurisdiction.
Thereupon it was moved by Councilman Snyder and seconded by Councilman
Nation that permit be granted and that the License Collector be author-
ized to issue license therefor. A11 members of the Council present
votint; aye, the Mayor declared the motion duly carried and it was so
ordered.
A communication was received from Los Angeles County League
of :Municipalities inviting the Council to attend their next meeting on
October 19 at the Granada PYiasonic Temple, 601 East Iyjain Street, corner
Almansor and lY'Iain Streets, at; 6:30 P. .tT. Program to consist of report
from various departments of the State Lea,~;ue repardin~ the convention a.t
Oakland. The City Clerk was requested to send in reservations for three.
A communication was received from the iv2unicinal I1'inance Officers
Association of Southern California announcing their next meetinrn at the
Pacific Coast Club, 850 E. Ocean Blvd., Lon~* Beach, on October 23, at
6:30 P. 1t4. Special speakers to be Carl Chatters and Joe Lowery. There
being no objection, said communication was ordered filed.
Findin~-s and order with respect to forfeited bail vaas received
from thy:: City Court, in regard to bail which had been forfeited by a
Robert Rea and which defendant was later apprehended by Floyd B. Rowlee
who put up bail on behalf of said defendant in the amount of X150.00,
l~~ever, the City Judme fined him 4;:300.00, cr 150 days in Jail, and the
defendant elected to serve time in the City Jail, tY~ refore, the Court
recommended that a warrant be drawn cn the City Treasurer for said amount
of 4<15U.00 when Mr. Rowlee .files a demand therefor. There being; no ob-
jection, said finding=r was ordered filed and the pity Clerk was instructed
to notify iMr. Rowlee to file a demand for the return of said money.
A communication was received from Wm. ~. Jones announ~~3i.ng the
anrnzal Hal].,cween celebration, requesting; that the Council cooperate in
the p~trr_~d~, Therebeing no objection, the Mayor requested that the City
Clerk notify the Fire Department, Police Department and the Key Stone
YLops to cooperate by havin~T a_n entry in said parade. N:ayor Lake also
appoinf,ed Councilman ivTation a committee of one to check into the possi-
bility of havin~T the traffic re-routed off of Long Beach Boulevard dur-
in~* the process of the parade.
An application was received. from Gladys ylay Kleven making appli-
cation for meneral office work; also health report for week endin~~Octcber
7, 1939. There being; no objection, said a^rlication and report was order-
ed filed.

UNFINISHED BUSINESS
A communication was received from City Engineer Bateman making
a report of his findings in connection with Street numberin~~ chan^~es,
giving the number of house numbers thst would need cban~in^~ if the recom-
mendation was. followed out, stating that the present numbering in con-
nection with the ones in question does not result in any particul~~r con-
fusion and that any chan;Mes in ?~o~~se rn~mbering should not be made if
avoidable, hovrever, tre above changes have been recom~7~ended by the Plan-
ning Commission and Postmaster and if the Council so desires they can
authorize the chanmes witl~.out much ccnfizsion.
After due consideration of the matter, no action was taken in
connection therewith as it was felt that it would result in much. confu-
sion to the res~.derx~s now located on said Streets.
City Ens°ineer Bateman reported on the matter of Street den_res-
sions +~ tre effect that the dips a.t B~_?rtc;n Avenue and Feach Street
could be temporarily filled, ho~r~ever, the alley should be excavated to
~;rad.e and.. surfaced in the near future to help the drainave en Santa Fe
Avenue, which would also eliminate the stanciin~; water, stat.in~ that all
other dips mentioned could not be elitn~n~:ted except by the construction
of cross-culverts which, in addition to the large expense involved could
not possibly be made sufficiently large tc handle the necessary flow of
water clue to lack of head room. It was moved by councilman Christensen
and. seconded by Counc3.lma.n Snyder that the dip at Borten and, Peach Street
be taken care of b~;~ the Street Superintendent b~7 whatever method he deems
advisable. All members of the Council present votinm a.ye, the ?~"a~=or de-
clared the motion duly carried and it was so ordered.
City En,~;ineer F3ateman reported cn the matter of widening of
Lend; Beach Boulevard sidewalks to the effect that the construction of
full vridth sidewalks ;on Lcn~; Beach Boulevard from So~~th Gate to Compton
is cert:ai.n.ly a desire able project and woh_ld also tend to elimi.n~te drive-
way hazards, however, the expense of this work would be approximately
`x.20,000.00 in addition to the expense involved in acquirin~~r tT~e neces-
sary r.i~~T-:ts cf wa~T. after due consideration cf the matter, it was det-
er°nined by the City Council that while the project is a worthy one, hovr-
ever, the expense involved maT~es it impossible to accomrlish at this
time.
A communication vaas receivod from City Attorney Chas. A. Ruby
reportin? cn two cases nor: pending in the tiuparior Court of this County,
to-wit: Alice rte. Price, Plaintiff' vs. City, and C. A. T-Tudmins, et al
vs. City, who_rein they ask .for dam~-:~es of „:52,000.00 and x;10,000 and in-
juntion, respectfully. City Attorney Rubv su,m~;ested that tree Council
adoT~t a minute order d.rectn?; him to defend such suit, if that is their
desire.
Thereupon it wa.s moved by Councilman Christensen and seconded
b;T Councilman Snyder that City Attorney Ruby be instructed to represent
tie City of Lynwood in those actions as entitled above and to make an-
swers to complaints filed, appear in Court and do whatever is necessary
to prosecute said cases.

It was moved by Councilman Nation and seconded by Councilman
Snyder that the demands be allowed and warrants be drawn on the City
Treasurer for said various amounts.

The budmet report for the first quarter of the fiscal year
was received and one copy submitted to each member of the Council.
The matter of application before the Planning Commission re-
~ardin~ change of zoning at Tweedy & Abbott Road and Century Boule-
vard, was bro~a~ht up for discussion of the City Council.
