Mayor Lake in the chair. Councilmen N~:tion, T,.eyer and Lake answered the roll call. Councilmen Christensen and Snyder were absent. It was moved by Councilman MevTer a.nd seconded by Councilman Nation that the minutes of the previcu.s regular meeting of October 17, 1939 and of the Special ~4eeting of October 30, be approved as written. All members of the City Council, present voting aye, the Tv'ayor declared the motion duly carried and it was so ordered. WRITTEN C01l~PJ:UT?ICAT7GNS: A communication was received from. Los Angeles County Lea~ae of ~°unicipalities arLnouncin~ their next meeting to be held in the City of Long Beach, at tYie ~iasonc Temple, Locust Street, between 8th and 9th Streets cn Thursday, the 16th day of November 1939, at 6:30 P. P,~I., when hal W. Kem!r~~dy of the County Counsel will be the principal speaker. There being n~ objection, the I~:ayor ordered the communication filed requesting that the City Clerk check with other officials to determine if they wish to attend and send in reservations. A communication was received from the State Relief Administra- tion to the effect that they would appreciate it if the City Council will accept__Ju.ne 30, 1940 as the expiration date of the contract 'mown as Project i~o. 1615-10 Laborers of the State Relief Administration for the employment of SRA clients. Thereupon it was moved bz= Councilman Nation and seconded by Councilman ivle~rer that the City of Lynwood fix -- June 30, 1940 as the expiraticn date for Project Nc. 1615-10 Laborers of the State Relief Administration. All members of the Council voting aye, the I~."ayor declared the motion duly carried. a.nd it vras so ordered. A communication was received from the Ylousing Authority of the County of Los Angeles stating that in connection with the preparation of a report of Los Angeles County Plousing Survey, which includes the Gity of Lynwood they are asking to give a brief history of the foundation, past development and future prospects of each incorporated City, request- in{-; that some person be appointed to write such an article abotatth.e City of Lynwood. There being no objection, the A.iayor requested Councilman Nation to contact Ty'Ir. Vdalter Millinmer and request that he write such an article about Lynwood. '`~~~---- A communication was received from Caroline Bryant, Clerk of the Water Department, submitting .~~ ?.ist of water accounts that are non- col~ectible, some through death of occ,apant, others through errors made in office and others should have hac_ a credit adjustment at the time water was discontinued, requesting permission to have the names and accounts removed from her records; also requesting permission to dispo::e of several boxes of stubs from 192'7 to 1934, for which she does not have room in the store room, stating that they have the same records on file on their led~~er books. ~j'hereupon it was moved by Councilman Nation and seccnded by Councilman Meyer that the Vlater Clerk, Caroline Bryant, be authorized to write off the accounts as per list submitted and to des- troy the stubs as requested. Williams and 54 others, requesting the City Cou.nci.l to take steps to clean up and enforce the owners of the "peat bog" and surrounding property to keep the area in the old Belle Vernon Tract clean, as the present condition is a nuisance from the standpoint of health, safety and unsightliness. P?r. Clifford Wallace addressed the Council on behalf of a del- egation present at the Council meeting calling attention to the mosquitos that are harbored tb.ere on account of the water in the peat bog; also regarding the odor that emanates therefrom, and the undesirable characters that frequent the surroundings requesting that something be done to have the nuisance created thereby abated. After due consideration cf. tL~e ratter, i.~ayor Lake informed those present that he would try to contact the City Council of Compton this evening to ascertain whether or n.ot some joint action can be taken by the two cities involved in an effort to have the nuisance eliminated. 5h Request for weed reft.nds were received from the Eastside Land Company as affectinf~ ceri;ain Lots in Tract 8716; one from P~!rs. Richard F,ycGinn covering Lot 66, Tract 6554 in tY~e amount of x,2.00 and one from T~'rs. J. T. Pepin as affecting Lots 157 and 158, `i'ra.ct 6554, reques tj.ng that same be refunded as same were cleaned by owners. It was move d by Councilman Meyer and seconded by Councilman Nation that said reque sts for refunds be referred to Street Superintendent Bateman for check ing and report. There being no objection, same were ordered filed. UI~TFINISHED BUSINESS : An audit report was received from Diehl and Edwards for Teriod beginning July 1st to September 30, 1939, said" report recommendin7 that the granting of rebates be reversed to a penalty basis in order to simr- lift' the bookkeeping work as only a sma_11 percentage of the consum ers now forfeit the twenty-five cent rel;;ate, by amending the ordinance to a flat rate basis of w1.25 if paid on or before the twentieth of the month, and if not so paid a penalty of 25~ to be added; tb_ere would be no change in the cost to the consumer; also recommending that the ~~+ater Depa rtment be authorized to close their accounts on the 25th just prior to th e bill- ing for the succeeding month. Thereupon it was moved by Councilma n l~Tation and seconded by Councilman P:eyer that said. report be accented and. that the recommendations therein contained be adopted, and that the City At torney be inst~rct:ed to amend the tirater ordinance to comply therewith.
