A communication was received. from F. T;°. Fishbacl~ protesting
th.e charrre for weep' cleaning; as aff'ectin.M his lots described as Lets

tion, the ~~~ayor instructed the CityClerk to advise 1v.r. Fishbacl, b~T lett;er
that the Council. are unable to make any adjustment as the rate chard i:~
the sar"e as cha rged f'or oth_,r cleanings in the Ci t.~r and. that the City
not only cuts the weeds, but they burn them as v,~ell•.

P4~rs. Florence 1i1.1~!an addressed the Council, protesti.n~r the
installation of another culvert underneath the P. L. rimht of way due
west of Lcn~; Beach. Eoulevard, settinm forth the reason. for her protest
to the effect that before the installation of the first culvert tr~ev
were never flooded as they have been since its installation s+a.ting~
that the last ra3.n caused water to a;o into the ~a.ra~~e where it w7as sev-
eral inches deep.
ll-irs. Dolly Stelzer addressed the council on behalf of herself,
P~~r. Hutchins cr. and Sam Brown, also protest~ns~ the fizrthnr inst,allaticn
of culverts as it on~~ tends to increase tie flow alon~• reach. Street
where her nropert; is located and that they can't staid any more water,
contendinT that it is unfair tc property owners along said thoroughfare.
l~.rs. Carlson also addressed the Council on the matter, calling
attention to the increase flc~"~ of hater along Peach Street and. Redwood
Avenue, requestir_M that somet~Y~ing be done to alleviate the sitvat.ion.
~JTayor Lake explained the reason for the 3_ncr. eased flow cf water
stating that it was on account of more run off caused try new streets and
some 4000 homes which have been constrv_cted rmth of L~~nwocd, and. wen
thoug~i there ~aTere no culverts under the P. ~. right of way as scat~d, the
water would eventually have tc go down. Fetich Street ar~~,rway, statin? that
the culverts were installed to elirr.ir.ate the floodedmnd.i.tion in the
business district; also spoke about a permanent storm. drain project which
the County is contemplating,, which will help relieve the flooded condi-
tion.
Pdr. Harry r~"other also addressed the Council to the effect that
the depth of the water at his place has greatly increased. since the in-
stallation of the a:ditional culverts, statinm that it has never gotten
into the garage, however, tY~~at it was three inches deep during the last
rain. ?~~r. A'?osher summested th.a t perhaps the widening of Peach Street
and Redwood swenue miTht help to remedy the situation.
After du_e consideration. of the City Council, the matter was
referred to the City Enr*ineer to check into the result of widening of
Peach Street. and any other recommendations wrti.ch he may wish to make
in the matter.

A communication was received from Dowell Building Company,
by Silas Dowell, requestinm a 60-day option on the acrearce knovm as the
Qeller estate in the Lufro Tract, in order to give him time to submit a
tract map to the Federal Housing Adminstration for their approvalaf
F. H. A. loans, to be k:ased. upon the terms menti_oned_ in t;he City Clerk's
letter of N?ovember 14, 1939, statinm further that considerable time and
money must be spent before the actual purchase of said property takes
places, and an option will be a protection to him in the event of ap~,~rov-
al of F. N. A.
