HomeMy Public PortalAbout20001120REGULAR COUNCIL MEETING NOVEMBER 20, 2000 CALL TO ORDER The Regular Council Meeting of November 20, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. CONSENT AGENDA a. Minutes of November 6, 2000, City Council Meeting b. Sole Source Procurement - Police Software, Police Dept. c. Authorizing Purchase of Surplus Highway Patrol Vehicle d. Authorizing Amendment to Contract with Evers & Company for Auditing Services (Held over from 11 -6 Agenda) A motion was made by Councilman Bob Weber for approval of the Consent Agenda as presented, motion was seconded by Councilman Carol Blaney and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED Mayor Tom Rackers announced that the following minutes and reports of City boards and commissions have been received, and are on file for review, by the City Clerk's Office: a. Public Works & Planning Committee, September 28, 2000 b. Planning & Zoning Commission, September 14, 2000 c. Firefighter's Retirement System, July 27, 2000 d. Housing Authority Board of Commissioners, September 12, 2000 e. Historic Preservation Commission, September 12, 2000 REGULAR COUNCIL MEETING NOVEMBER 20, 2000 ANNOUNCEMENTS BY THE MAYOR Mayor Tom Rackers made a report on the progress of the Strategic Planning Committee and its activities. He commended the committee for their hard work and devotion to this project. Mayor Rackers reported on the status of the Jefferson City Correctional Center committee which is studying the usage of that facility's buildings and properties after the prison relocation is complete. He stated that he is excited about how things are shaping up with that project. Mayor Rackers thanked the public for its overwhelming vote of confidence on the sewer bond issue at the November 7 election. APPOINTMENTS BY THE MAYOR Mayor Tom Rackers made the following recommendations for promotions within the Jefferson City Police Department: Promotion to Lieutenant — Sgt. Mike Smith Promotion to Lead Operator — Operator Pam Gilligan A motion was made by Councilman Bob Weber for approval of the appointments, seconded by Councilman Carol Blaney and approved unanimously. BILLS INTRODUCED Bill 2000 -98, sponsored by Councilman Landwehr, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING OF 1820 SOUTHWEST BOULEVARD FROM C -1, NEIGHBORHOOD COMMERCIAL TO C -2, GENERAL COMMERCIAL. Councilman Cliff Olsen requested that Bill 2000 -97 be placed on the Informal Calendar at this time. NEW BUSINESS Councilman Clyde Angle made comments regarding the city's purchasing policy and suggested guidelines need to be clarified regarding local bidder preference. A discussion was held on this subject, during which some members of Council agreed the topic should be discussed either in a Public Works Committee or a Council Work Session. Councilman Clyde Angle made comments regarding the following two events in which local youth recently participated and commended them for their participation in these events: "100 Youth —100 Days" Reducing Underage Drinking in Missouri: Through Policy Change. Missouri's Youth /Adult Alliance Statewide Youth Summit held September 25 -27, 2000, Kansas City Recommendations from America's Youth — "Innovative ideas to prevent underage drinking," MADD National Youth Summit, September 29 - October 4, 2000, Washington, D.C. REGULAR COUNCIL MEETING NOVEMBER 20, 2000 Mayor Tom Rackers announced that he has appointed the following persons to an ad hoc committee charged with looking in the city's purchasing policies: Steve Schlueter Councilman Charles Jackson Councilman Cliff Olsen One representative from the Law Dept. One representative from the Parks & Recreation Dept. One Person from Public Works COUNCIL LIAISON REPORTS There were no Council liaison reports given at this time. APPROVAL OF CLOSED SESSION MINUTES 1. October 16, 2000 Closed Session 2. November 6, 2000 Closed Session A motion was made by Councilman Carol Blaney for approval of the minutes, motion was seconded by Councilman Bob Weber and approved. GO INTO CLOSED SESSION The following motion was read by Mayor Tom Rackers: "Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session to discuss the following: Real Estate [Sec. 610.021(2)] and Personnel [Sec. 610.021(3)]," which was approved by the following roll -call vote at 6:30 P.M.: Aye: Angle, Blaney, Landwehr, Nelson, Olsen, Stella, Vogel, and Weber Nay: None
