HomeMy Public PortalAbout20001204REGULAR COUNCIL MEETING DECEMBER 4, 2000 CALL TO ORDER The Regular Council Meeting of December 4, 2000, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Edith Vogel, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM GALLERY A presentation was made by Carolyn McDowell, 1222 Carter Street, regarding Bill 2000- 102 (pertaining to business license fees). Ms. McDowell felt that the increases should be more equitable to all categories of businesses, and suggested a citizen panel or committee should look into the issue. PRESENTATIONS BY STAFF AND CONSULTANTS A presentation was made by David Meyer of the Jefferson City Area Chamber of Commerce. Mr. Meyer reported on economic development in Jefferson City. Councilman Larry Vincent requested that a written report of activities for the last year be submitted to the Council for review. Mr. Meyer said that report would be forthcoming. CONSENT AGENDA a. Minutes of November 20, 2000, City Council Meeting b. Bid 1850 - (RENEWAL) Dry Polymer, Public Works Dept. c. Sole Source Procurement — Progress Environmental Pumps, Public Works Dept. A motion was made by Councilman Carol Blaney for approval of the Consent Agenda as REGULAR COUNCIL MEETING DECEMBER 4, 2000 presented, motion was seconded by Councilman Charles Jackson, and approved unanimously. Mayor Tom Rackers stated that he noticed a group of Boy Scouts in tonight's audience, and requested that the leader of the group introduce them. Mr. Chris Wrigley, Scoutmaster for the group, stated they are from Troop 11 of the First Baptist Church, and are attending as part of the requirements for obtaining their Citizenship in the Community badge. Councilman Vincent requested that Bill 2000 -99 be placed on the Informal Calendar at this time. Councilmen Vincent and Weber requested that Bill 2000 -102 be placed on the Informal Calendar at this time. Councilman Olsen asked if placing the bill on the Informal Calendar would affect those licenses which expire on December 31 since the City mails out renewal REGULAR COUNCIL MEETING DECEMBER 4, 2000 notifications 15 days prior to expiration. Following a discussion, the Council requested that the Law Dept. include language to amend Bill 2000 -102 which would ensure that licensees all pay the correct rate for their 2001 licenses (if Council approves the increases outlined in the bill), regardless of whether they pay their renewal before or after December 31. City CounselorAllen Garner stated he would prepare that language based on Council's request. INFORMAL CALENDAR Bill 2000 -97, sponsored by Councilman Olsen, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING ARTICLE 6 (INTRODUCTORY AND TRAINING PERIODS), ARTICLE 8 (COMPENSATION PLAN), AND ARTICLE 16 (SEPARATION AND DISCIPLINARY ACTIONS) OF THE PERSONNEL POLICY MANUAL OF THE CITY OF JEFFERSON PROHIBITING SALARY INCREASES DURING CERTAIN PERIODS OF EMPLOYMENT. Councilman Cliff Olsen requested that Bill 2000 -97 remain on the Informal Calendar. RESOLUTIONS RS2000 -14 — Acceptance of Local Law Enforcement Grants, 1999 & 2000. A motion was made by Councilman Charles Jackson for adoption, seconded by Councilman Carol Blaney and approved unanimously. NEW BUSINESS Councilman Clyde Angle reminded everyone of an upcoming special meeting at City Hall on December 7, 4:00 -7:00 P.M. to discuss the South Country Club Drive improvement project scheduled. Councilman Carol Blaney stated that Mr. George Dickie will be giving a presentation at City Hall on December 6, 7:30 P.M., on the Downtown Beautification Plan and encouraged attendance at that event. UNFINISHED BUSIN ESS Councilman Charles Jackson thanked Councilman Larry Vincent for putting Bill 2000 -99 on the Informal Calendar, and Councilman Cliff Olsen for having Bill 2000 -97 on the Informal Calendar. He stated that he felt Council should make decisions concerning personnel matters very carefully and not in a reactive manner. He also suggested that the Finance Committee should meet on a regular basis to keep abreast of personnel issues before the REGULAR COUNCIL MEETING DECEMBER 4, 2000 budget process is in full swing. Councilman John Landwehr thanked the Public Works Department and the Parks and Recreation Department for their work in the annual Christmas lighting and decoration activities. Councilman Edith Vogel thanked the organizers and promoters of the first "Christkindelfest" in the "Old Munichberg" section of Jefferson City, which she hopes will be an annual event. She stated that the even was a huge success. She especially thanked the Central United Church of Christ who opened their facility for a tour of a picture display presented by the Historic City of Jefferson organization. Councilman Larry Vincent stated that a fire hydrant located at Ellis and Englewood is overgrown with weeds and asked that it be cleared in case the Fire Department should need to use it. Councilman Carol Blaney made comments regarding a committee to study the issue of local preference bidding. Councilman Charles Jackson stated that he will be sending out information in the next few days about a subcommittee of the Public Works Committee to discuss that issue. Councilman Steve Nelson made comments regarding information recently published in the Jefferson City News Tribune about Closed Meetings held by the City Council. He stated he had written a letter to the editor which was never published, but that other letters were published, as well as an editorial printed, which he felt implied that the Council may be doing something illegal or unethical. He rebutted that implication and stated that the Council is very careful in following both the letter and the spirit of the Missouri State Sunshine Law. A very lengthy general discussion followed regarding how closed sessions are called, who calls closed sessions, and other issues pertaining to closed sessions as they pertain to the Missouri Sunshine Law. COUNCIL LIAISON REPORTS No Council Liaison reports were given at this time. APPROVAL OF CLOSED SESSION MINUTES November 20, 2000, Closed Session: A motion was made by Councilman Carol Blaney for approval of the minutes, motion was seconded by Councilman Leonard Stella and approved. GO INTO CLOSED SESSION REGULAR COUNCIL MEETING DECEMBER 4, 2000 Councilman John Landwehr made the following motion "Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Council will go into Closed Session to discuss the following: Personnel [Sec. 610.021(3)], "motion was seconded by Councilman Carol Blaney, and approved by the following roll -call vote at 7:20 P.M.: Aye: Angle, Blaney, Landwehr, Olsen, Stella Nay: Jackson, Nelson, Vincent, Vogel, Weber Mayor votes "Aye" to break the tie.
