Street, on above date, at ?:30 P.M. _ Mayor Lake in the chair. Councilman Christensen, Meyer, Snyder and Lake answered the roll call. Councilman Nation was absent. It was moved by Councilman Christensen and seconded by Coun- cilman Meyer that the minutes of the previous Regular Meeting of March 5th, 1940 and of the Special Meeting of March 14th, 1940 be approved a.s written. All members of the Council present voting aye, the Mayor declared the motion duly carried and it was so ordered. WRITTEN_COMMUNICATIONS: ~~ A communication was received from Miss Irene Lane making ap- plication for business license to sell novelties on Lot 51, Tract ?984 on Atlantic Ave. during the Easter holidays from a trailer which would be removed every night. There being no objection, the Mayor instructed the license collector to issue license therefor covering the Easter period. A communication was received from the Southern California Edison Company announcing a rate reduction in overhead and ornamental lights on streets effective May 1st, which will result in a total re- duction of ~?32.56 per year for Lynv~rood, based on present number of lights. There being no objection, said communication was ordered f.1_ed. A communication was received frorn the Arnerican Legion Salvage Industry requesting permission to pick up discarded materials from in- dividuals firms, etc., in the City of Lynwood. Mayor Lake appointed Councilman Meyer and Christensen a committee to check into the matter and make their recommendations at the next meeting of the Council, bearing in mind that Lynwood now has a local salvage organization. A petition was received signed by J. E. Winn, and 1$ others protesting about a house that is. being considered to be moved on ~fest Lynwood Road, stating that their district has always been first class in home ownership. Mr. Norman Gardner addressed the Council on the matter stating that they inspected the house proposed to be moved on to the lot and find that it is very unsightly and believe that it would greatly depreciate the value of property in their district, therefore requesting that that Council do not permit same to be moved onto the lot. Mayor Lake announced that it will require signatures of 75~ of the property owners residing within 200 feet each side of the Lot on which the residence is to be moved an both sides of the street, which petition with sufficient signatures has not yet been filed with the Building Inspector. Mayor Lake assured those present who were interested in the matter that the City will not issue permit unless they, are assured that all laws are complied with. A communication was received from Robert A. Moffitt, stating that there are past due coupons of the Lynwood City Hall Bond issue amounting to X787.50, recommending that the Council appropriate X78?.50 from the General Fund to the Bond Redemption Fund to take care of said delinquent coupons, stating that he will transfer said amount back to the General Fund from-the Special Assessment and Tax Relief Fund upon receipt of same. Thereupon it was moved by Councilman l!Ieyer and seconded by Councilman Christensen that said transfer be made as recommended by City Treasurer Moffitt. Absent:Councilman Nation A communication was received from the Highland Co. reporting that the Railroad Commission of the State of California denied their ap- plication for permit to operate bus line from Compton to Southgate by Lynwood and return by same route, however., that the Commission did grant the permit authorizing operations from Compton by Lynwood to Century Blvd. and return, however, that it would nat be practical to operate on that basis without going as far as Southgate, and accordingly feels obliged to not accept the permit at this time. There being no objection, said communication was ordered filed. 90 A petition was received signed by Vivian D. Stitt and 27 others requesting that the members of the City Council take steps to beautify the island located in Bullis Road just south of the Electric tracks as it becomes very unsightly. After due consideration of the matter, it was moved by Councilman P1IeyQr and seconded by Councilman Snyder that the Street Superintendent be instructed to cause to be planted grass seed to help beautify said piece of land. All members of 'the Council present voting aye, the Mayor declared the motion duly carried and it was so or- dered. A communication was received from the Department of Agriculture of Loa Angeles County notifying that the sum of X40.00 is available for puncture weed control work on streets in the City of Lynwood. Thereupon it was moved by Councilman Meyer and seconded by Coun- cilman Snyder that the City accept County aid in the amount of X40.00 for the maintenance of certain public streets through the control and eradication of puncture vine to prevent the further spread of this noxious weed and. protect traffic and the agricultural industry from injury.; and the agricultural. commissioner of Los Angeles County is hereby a.uthroized to perform such control and ei°adication work on the public streets of the City of Lynwood and to use sum relief labor as may be made available for such work. McCabe and 58 others calling attention to a public nui- sance in the form of a dairy known as the Hansen and Larson Dairy,.re~- questing that something be done to have same abated; also calling to the fact that home building is retarded and property values of surroundin~~ proper~is very materially held in check and depredation. There being no objection, the Mayor referred the matter to the City to give his opin- ion as to whether or not said dairy can be eliminated as a nuisance. Resolutions were received from the American Legion Auxiliary, George ~~"!ashington P.T.A. , Lynwood Co-Ordinating Council, Lynv~rood Derrrocrat- ic Club, and Lynwood Junior High School P.T.A. petitioning the Council to provide permanent and suitable headquarters far a dental clinic and satisfac~ry equipment for installation, and to appoint a~ committee to determine the needs of the clinic committee. There being no objection said resolutions arere ordered filed, and the City Clerk was instructed to reply to their request to the effect th~~t the City has no money available for sucYi purpose in their 1939-40 budget, however, that i bwil7_ be consid- ered when the 1940-41 •budget is adopted. A communication was received from R. D. Taniplin of Home Owners Supply Co., Inc., making application to install at 3191 Fernwood a unit of five cylinder type bunkers to be used for storage and dispatch of rock and sand materials, submitting pictures of b~.~nkers, etc. Mr. Ray Shute was also present and addressed theCouncil regarding their applioa.tion; as tivell as Mr. Johnson. After checking the Zoning Ordinance, ~it wa.s found that said property is zoned as ~.R-3, therefore tree Mayor authorized the Building In- spector to issue permit as per application submitted. ORAL COIVI~r1UNICATIUNS: Mr. Lang addressed the Council desiring information regarding Miss Lang's application to sell Easter novelties on their lot on Atlan- tic Ave. Mayor Lake informed him that the Council had already grated her permission. Mr. Harry Hartley addressed the Council to the effect that Building Inspector Evans had been dou~n to his station at the corner of Agnes St. and Long Beach Blvd. complaining about a •sign as it wa_s not set far enough back, however, that there are a number 'of other signs a:long; Long Beach Blvd. that set out farther than his does, and stating that he does no believe that they should be discriminated against. After due consideration of the matter, Councilman Snyder was instructed to investigation the matter and. take it up v~jith Building• Inspector and see if a satisfactory disposition can be made of the matter. HE:alth reports were received, as well as application for em- ployment from Dewey Victor Lewis. There being no obeection, said re- ports and application were ore~ered filed. UNFINISHED BUSINESS:: City Treasurer Moffitt and City Clerk Anderson reported on the matter of tax deeded land, and. the need for an ordinance which would require publication for sale after the City has acquired title, to the effect that they do not believe that such procedure would ~~~ork 91 for the best interests of the City and that if the Council see fit to ad- vertise parcels it can be done without an Ordinance making it mandatory to do so. There being no objection, said communication was ordered filed. An Ordinance, entitled: "An Ordinance of the City of Lyngood, California, abolishing the Planning Commission and Repealing Ordinance No. 270, which established and provided for the functioning of the Plan- ning Commics3.on of said City; Amending Section 4 of Ordinance No. 285, establishing necessary procedure for the making or amending or changing or repealing any zone or part thereof or the restrictions thereon; amending Section 5 of Ordinance No. 285, toprovide for land owners' to petition the City Council to make changes of zone or of zone restrictions; repealing Sections 4 and 5 and. 6 of Ordinance No. 285 as heretofore existed~~, hav- ing been amended, same was introduced and read for the first time. It was moved by Councilman Snyder and seconded by Councilman I+~er that said Ordinance be accepted as read the first time and pass to the' second reading. . Larsen, dated March 5th, 1940, covering the westerly portion of Lot 713, Tract 2992. Thereupon it was moved by Councilman Snyder and seconded by Councilman Meyer that said deed be accepted and that the City Clerk be directed to cause same to be recorded in the County Recorder's office of Los Angeles County. Noes: None Absent:Councilman Nation A communication was received from Morrison Bond Co., Ltd., re- questing the Council to make an adjustment of 1915 Bond for Series "Q" on a bads of 45~ of the original assessments; on Series "P° of 28~~ on Series "M" on a basis of 25a%p of original assessments; also that an adjustment be made of weed and lighting maintenance assessments on the properties described in their communication dated March 18th, 1940, stat- ing that the lots have been sold to a builder and that the taxes will be paid in full. Thereupon it was moved by Councilman Christensen and seconded by Councilman Meyer that City Treasurer Moffitt be authorized to make adjust- ments of 1915 Bond Payments on said basis and weed and lighting assess- ments as stated in their communication.
