CALL TO ORDER
The Regular Council Meeting of December 18, 2000, was convened at 6:00 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:

Vogel, and Weber
Absent: None
A quorum was declared present.
PRESENTATIONS BY STAFF AND CONSULTANTS
Mayor Tom Rackers presented plaques to Duane Schreimann and Sewer Bond Committee
Members in appreciation for their hard work and success in the recent sewer bond election
issue. The members were there to accept the plaques.
CONSENT AGENDA

A motion was made by Councilman Carol Blaney for approval of the Consent Agenda as
presented, motion was seconded by Councilman Charles Jackson, and approved
unanimously.

The following bids over $25,000 were presented to the Council for approval:

A motion was made by Councilman Charles Jackson for approval of the two bids, seconded

Councilman Jackson requested that the rules be suspended and Bill 2000 -108 placed on
third reading and final passage. There were no objections to the request for suspension of
the rules. Bill 2000 -108 was read second and third times by title, placed on final passage
and passed by the following vote as Ordinance 13147:

INFORMAL CALENDAR
Bill 2000 -97, sponsored by Councilman Olsen, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING ARTICLE 6
(INTRODUCTORY AND TRAINING PERIODS), ARTICLE 8 (COMPENSATION PLAN),
AND ARTICLE 16 (SEPARATION AND DISCIPLINARY ACTIONS) OF THE PERSONNEL
POLICY MANUAL OF THE CITY OF JEFFERSON PROHIBITING SALARY INCREASES
DURING CERTAIN PERIODS OF EMPLOYMENT.
Councilman Cliff Olsen requested that Bill 2000 -97 be removed from the Informal Calendar
and placed on third reading and final passage at this time, after which the bill was read for
the third time by title. Councilman Cliff Olsen then made a motion to accept "Substitute No.
2" to the bill which was previously distributed in the December 15 Council packets. Motion
to accept the substitute was seconded by Councilman Larry Vincent and approved
unanimously. Following a lengthy discussion, Councilman Charles Jackson made a motion,
which was seconded by Councilman Carol Blaney, to amend the new Section 8 -11 (e) as
follows:
(e) Temporary salary atlinstritent.freeze. An employee may be subject to a
temporary salary adjustmcntfreeze as a result of a disciplinary action. A temporary salary freeze
shall be approved by the department director and reviewed by the city counselor and City
Administrator prior to completion of the action. No temporary salary freeze shall last longer than
six months from the effective date of the salary adjustment. During the period of time that an
employee is subject to a disciplinary salary adjustmcntfreeze the employee shall not be eligible
for any positive salary adjustment for any reason, including but not limited to, pay plan
adjustments, merit increases, across the board adjustments. Any employee who did not receive
a salary adjustment for which they would otherwise have been eligible except for the temporary
salary freeze period, shall receive such salary adjustment at the end of the period. Any such
salary adjustment shall not be made on a retroactive basis.
The motion to amend was then approved. Substitute Bill 2000 -97, as amended, was then
approved by the following roll -call vote as Ordinance 13149:

Bill 2000 -99, sponsored by Councilman Vincent, entitled:

Councilman Vincent requested that Bill 2000 -99 be removed from the Informal Calendar
and placed on final passage at this time. Bill 2000 -99 was then read third time by title and
passed by the following vote as Ordinance 13150:

Councilman Jackson stated that the Council should still do some serious reviews of the City
personnel who are maxed out, and asked City Administrator Rich Mays to give the Council
a report on the issue.
Bill 2000 -102, sponsored by Councilman Vincent & Weber, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTERS
4, 17, AND 24 OF THE CODE OF THE CITY OF JEFFERSON TO INCREASE THE FEES
FOR CERTAIN LIQUOR AND BUSINESS LICENSES.
Councilman Larry Vincent stated that he wished to withdraw Bill 2000 -102 from
consideration at this time.
NEW BUSINESS
Councilman Carol Blaney announced that a bicycle and pedestrian task force meeting
would be held on December 20 at 7:00 PM in the first floor conference room. She invited
all persons interested in this topic to attend.
Councilman Clyde Angle reminded citizens of the Sober Chauffeur program and
encouraged businesses to sponsor it, and citizens needing the service to utilize it.
Councilman Bob Weber stated he had received positive feedback regarding the way that
the City's Street Department and the Jefferson City Police Department had handled the
recent severe weather conditions in the City. He commended those departments for their
fine work.

COUNCIL LIAISON REPORTS
Councilman Charles Jackson announced that there will be no Public Works and Planning
Committee meeting in the month of December.
Councilman Charles Jackson stated that, following the request of the Council at the last
Council Meeting, he has named the following persons to serve on an ad hoc Purchasing
Policy subcommittee:

APPROVAL OF CLOSED SESSION MINUTES
December 4, 2000, Closed Session — A motion was made by Councilman Carol Blaney
for approval of the minutes, motion was seconded by Councilman Larry Vincent, and
approved unanimously.

by Councilman Larry Vincent for adjournment, motion was seconded by Councilman Steve
Nelson, and approved unanimously at 6:50 P.M.
