SUMMARY AND BACKGROUND OF SUBJECT MATTER: 2020 Capital Improvements Project funds are appropriated to complete upgrades the Town’s SCADA communication system as defined in the SCADA Master Plan. The anticipated upgrades will make the Town’s current water operations more robust and position the water system to grow with the town. The Town has transitioned from telemetry and serials communications to more robust digital ethernet and cellular communication system. Upgrading the HMI computer and software will complete the transition and leave Fraser poised well for the anticipated system growth. To date, The Town has completed 19 of 21 priorities listed in the SCADA master plan. Upgrades to the system started in 2014 when the PLCs and touchscreens were replaced at the Maryvale WTP and associated remote sites, as well as the Fraser WTP and Blue Zone Tank. The Fraser well field wells and were upgraded in 2019. Browns Hill Engineering is the contractor of choice to complete the project. Browns Hill is the Town’s system control engineer for both water and wastewater systems. They have first-hand knowledge of our systems as they have been servicing the Town for two decades. Fraser will realize efficiencies from using Browns Hill to complete these improvements.
