Chamber of the City Hall, 11331 Plaza Street, in a Special session, on above date, at 1:45 P. M. Mayor Meyer in the chair. Councilmen McMeekin, Zimmerman., Lake, Christensen and Meyer answered the roll call. The City Clerk read the waiver of Notice of said meeting which was signed by all members of the Council, said Notice reading as follows: "We, the undersigned, members of the. City Council of the City of Lynwood do hereby consent to the holding of a Speci- al meeting in the Council Chambers of the City Ha11, 11331 . Plaza Street on April 25, 1940 at 1.:45 P. M. for the purpose ,of considering and taking action in connection with advertis- ing for bids for the purchase of an automobile for use in the Police Department. "We further consent to consider and take action in con- ' nection with the employment of R. A. ~Boffitt for the purpose of assisting in the refunding of the 'rest of the Acquisition and Improvement Districts". Chief of Police Miller addressed the Council on the matter of need of new automotive equipment in his department, stating that the Ford has in excess of 107,©00 miles shown on the speedometer, and can no longer be operated effectively as it does not have sufficient speed to apprehend speed violators; also stating that the Chevrolet while it only has 38,000 miles thereon, it has never operated efficiently and apparently has some inherent mechanical defects which the dealer has been unable to overcome. Councilman Christensen also addressed the Council on tre need of new equipment for the Police Depar~ent, stating that the Ford car is no longer safe to operate in apprehending speed violators. Thereupon it was moved by Councilman McMeekin and seconded by Councilman Christensen that the City Clerk be instructed to adver- tise for bids for the purchase of a new Police car to be used by the Police Department, said bids to be opened on May 8th, 1940; Roll Call Ayes: Councilmen McMeekin, Zimmerman, Lake, Christensen and Meyers. Noes: None City Clerk Anderson announced that Mr. Moffitt and himself had a conference with a representative of the State Building and Loan Commissioner's office yesterday and it now appears likely that some- thing can be done about liquidating the Mattoon District Known as A. & I. Districts Nos. 18 and 20, and that it is necessary to furnish to said office certain statistical data. in connection therewith which will take considerable time, suggesting that the Council consider the retaining of R. A. Moffitt to help in said matter as he is familiar with the matter. Idr. Moffitt also addressed the Council on the matter,advis- ing that in a~.dition to the clearing of A. & I. Districts No. 18 and 20 it would be necessary to work on foam other over-lapping districts with the thought of clearing them simultaneously, in which districts the bond ownership is scattered. Thereupon it was rr_oved by Councilman Lake and seconded by Councilman Christensen that Mr. R. A. Moffitt be employed as Special Counsel for the purpose of working in connection with the clearing of all A. & I. Districts, at a salary of X150.00 to devote at least half days thereto. Roll Call: Ayes: Councilmen.MeMeekin, Zimmerman, Lake, Christensen and Meyer. Noes: None It was moved by Councilman Christensen and seconded by Coun- cilman Lake that the meeting adjourn to May 8th, 1940, at 7:30 P.M.
