RESOLUTION 20-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCCALL, VALLEY
COUNTY, STATE OF IDAHO, ADOPTING A PUBLIC HEALTH EMERGENCY POLICY
IN RESPONSE TO THE DECLARATION OF EMERGENCY FOR THE CITY OF MCCALL.
WHEREAS, the health and safety of all Idahoans is the greatest priority of our city and
its leaders; and
WHEREAS,McCall is committed to being as prepared as possible to respond to the 2019
novel coronavirus (COVID-19); and
WHEREAS, on March 13, 2020 the President of the United States Declared a National
Emergency Concerning the COVID-19 outbreak; and
WHEREAS, on March 13, 2020 the Governor of the State of Idaho Declared a State of
Emergency Concerning the COVID-19 outbreak; and
WHEREAS, on March 16, 2020 the Valley County Commissioners of the State of Idaho
Declared a State of Emergency Concerning the COVID-19 outbreak; and
WHEREAS, on March 16, 2020 the McCall City Council, Valley County, State of Idaho
Declared a State of Emergency Concerning the COVID-19 outbreak; and
WHEREAS, it was identified that due to the declaration of emergency for the COVID-
19 outbreak a policy to guide the actions of staff during periods of public health emergencies is
needed; and
WHEREAS, the City Council of the City of McCall has determined that it would benefit
the health, safety and welfare of the citizens and visitors to McCall to adopt A Public Health
Emergency Policy.
NOW,THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF
THE CITY OF McCALL, IDAHO, AS FOLLOWS:
Section 1: This Resolution adopts the Public Health Emergency Policy, attached hereto
as Exhibit A.
Section 2: This Resolution shall be in full force and effect immediately upon its
adoption and approval.

The purpose of this policy is to provide for the health and safety of
employees and the community at-large during public health
emergencies to ensure delivery of essential services to the public.
Policy in Effect—This policy applies when there is a declaration of national emergency or declaration of
state emergency or declaration of county emergency or declaration of city emergency for a public health
crisis.
Essential employee—is defined as the officers of the City(City Manager, Clerk,Treasurer, Police Chief)
and any Department Directors, Managers,Supervisors, and other key staff identified by the City
Manager as essential to maintain the basic operation of the City and necessary for crisis response
activities related to the emergency.
Non-essential employee—any regular employee or part-time employee or seasonal employee or
volunteer not designated essential during the emergency.
Guiding documents—the City will follow guidance and directives from the state public health authority
and the federal Centers for Disease Control.
Coordination of Effort
1. The City Manager will appoint an Incident Manager responsible for coordination of efforts with
other public agencies, hospitals, and any other partner involved in the public health emergency
response.The Incident Manager may establish a command center and appoint staff as necessary
to operate the command center.
2. City staff and resources will be made available to assist with a coordinated emergency response
as requested by responding agencies.
3. A line of succession will be established to ensure this policy can be carried out.
4. The City Manager will appoint a Communications Manager to regularly gather and update
information related to the emergency response and provide briefings for both internal use and
public notifications.The Communications Manager will be responsible for coordinating all press
and media interactions.
Expedited Purchasing Allowed
1. Upon declaration of an emergency by the City,the City Manager is delegated authority to
approve all necessary and prudent expenditures related to the emergency response. Such
expenditures are subject to ratification by the City Council at the end of the emergency.
2. Formal bidding requirements for professional services,goods and equipment are suspended for
activities related to the emergency response per Idaho Code 67-2808.
3. All expenditures will be tracked by the City Treasurer for accounting and reporting purposes at
the end of the emergency.

Travel Restrictions
1. The City Manager may restrict or cancel employee or volunteer travel for city business as
determined to be necessary to ensure the public health and safety of employees and shall notify
all employees of the travel restrictions.
2. Employees and volunteers are expected to exercise good judgment and prudence by taking
state public health and/or federal Centers for Disease Control travel guidance into consideration
for personal plans so as to minimize the exposure to and transmission of illnesses during the
public health emergency. Employees and volunteers who choose to travel for personal business
during the public health emergency are subject to the Quarantine provisions of this policy.
Public Facility Closures
1. Authority to close public facilities is granted to the City Manager.
2. Notice of Closure will be posted on the doors, on the City's website, and on the City's voice mail
system.
3. A closure action plan will be prepared by the Incident Manager and distributed to affected
employees.
4. Essential employees whose normal work location is within the closed facility shall work from
home unless otherwise instructed by their supervisor.
5. Non-essential employees whose normal work location is within the closed facility shall be sent
home and not work from home or other location unless otherwise instructed by their
supervisor.
6. When operations are closed due to a state of emergency by order of City of McCall, employees
will be compensated normally for an initial period of two-weeks but must be available for work
if called upon during normal business hours.The closure and compensation will be reviewed
regularly for reasonableness based on the length of the closure beyond the initial two weeks.
Meetings and Events
1. Essential employees with responsibility for scheduling and conducting public meetings and
events shall identify and recommend to the Incident Manager those events and meetings that
should be postponed, cancelled or conducted in an alternate format based on guidance from
the state public health authority and/or federal Centers for Disease Control.
2. Authorization of such postponements, cancellations, or alternate formats will be made by the
City Manager or Incident Manager and notices will be posted at City Hall,the Library, and the
City's website.
Quarantine Requirements
1. Any employee or volunteer who has tested positive with the illness identified in the public
health emergency shall follow their medical provider's orders and shall self-quarantine for the
period of time recommended by that provider or the state health authority or the federal
Centers for Disease Control.
2. Any employee or volunteer who has traveled in an area with known community spread of the
illness identified in the public health emergency, or who has traveled outside of the state in
areas identified by the Centers for Disease Control as an outbreak area, shall self-quarantine for

the period of time recommended by the state health authority or the federal Centers for
Disease Control prior to returning to work.
3. Any employee who has a known exposure to a person who has tested positive for the illness, or
has a household member with a known exposure to the virus or has tested positive for the virus,
shall self-quarantine for the period of time identified by the state health authority or the
Centers for Disease Control.
Communicating a Confirmed Diagnosis
1. We all must fight against rumors and false information regarding positive cases of infection in
our local area. Please use trusted sources such as the state health authority or the federal
Centers for Disease Control.
2. If an employee has tested positive by a healthcare provider,the Human Resources Manager or
the local health authority will provide appropriate information to the City.
3. An infected employee's privacy must be protected to the greatest extent possible and their
identity should not be disclosed. In an outbreak of a communicable disease where isolation is
warranted, management should share only that information determined to be necessary to
protect the health of the employees in the workplace but maintain confidentiality as required by
law. Employees who may have been exposed to a co-worker with a confirmed case shall work
with their own healthcare provider and the local health authority involved in the management
of the epidemic.
Use of Employee Leave during Emergency
1. Employees required to self-quarantine during the public health emergency may use vacation,
comp time, and/or sick leave to cover the absence. If an employee does not have sufficient
leave balances to cover the self-quarantine,the employee may apply to the Human Resources
Manager for an advanced allocation of sick leave.
2. Employees required to remain home to care for dependent children as a result of school or
childcare closures during the public health emergency may use sick leave to cover the absence.
3. If the duration of the public health emergency extends beyond 30 days, the City Manager may
grant additional sick leave to employees in an amount to be determined by the City Manager
and Human Resources Manager within the City's existing budget authority.
4. Any federal law regarding employee family, sick or medical leave supersedes this section and
will be followed by the City.
Public Crisis Communication Process
The following process will be followed when this policy is in effect.
1. Prepare-Once a crisis is determined by the City Manager or other designated person,the
departments involved will gather information and form a statement to the public that includes
facts and advisories.

2. Respond-The prepared statement is posted using multiple methods.As new information
comes to light these messages will be updated as it relates to public health &safety using the
same process each time.
• Press Release to media
• Public release statement posted website
• Recording placed on the Community Phone Line
• Emergency Notification Banner on Website is Engaged
• Department heads/administrators of all social media pages will update their pages with the
exact copy of the public release statements as posted on the website.
• Preapproval required on social media messaging outside approved scope.
• All notification to media will be released by Communications Manager or other designated
person from the City Manager's office.
• All mass email messaging over Ten (25) people must be cleared with Communications
Manager.
• All mass email messaging over Ten (10) must be copied to the Communications Manager.
• No ads shall be placed in a crisis period without Communications Manager Approval.
3. Recover-The immediate goal of the recovery phase is to bring the affected area back to
normalcy as quickly as possible. When the crisis or threat is lifted, advisory options and
connections for follow up will be displayed using multiple methods.
