HomeMy Public PortalAbout20010102REGULAR COUNCIL MEETING JANUARY 2, 2001 CALL TO ORDER 1 The Regular Council Meeting of January 2, 2001, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Cliff Olsen, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS FROM THE GALLERY Mr. Joe Wilson, Jefferson City, made a presentation regarding a grant program for animal rescue / spay- neutering. He stated that utilizing the program would save taxpayer money as well as the lives of animals and encouraged the Council to pursue looking into the program further. He also stated that approximately $15,000 of city funds might be necessary to participate in the grant program. Mayor Tom Rackers stated that the city will try to look into the matter and thanked Mr. Wilson for his presentation. CONSENT AGENDA a. b. c. Minutes of December 18, 2000, City Council Meeting Bid 1895 — Uniforms, Fire Department Central Missouri Professional Services bill for services rendered Councilman Charles Jackson requested that item (c) be held over for the January 16 meeting. Councilman Clyde Angle requested that item (b) be held over for the January 16 meeting. A motion was then made by Councilman Jackson for approval of item (a) of the Consent Agenda as presented, motion was seconded by Councilman Carol Blaney, and approved unanimously. REGULAR COUNCIL MEETING JANUARY 2, 2001 2 MINUTES AND REPORTS RECEIVED AND FILED Mayor Tom Rackers announced that the following minutes and reports of City boards and commissions have been received, and are on file for review, by the City Clerk's Office: a. b. c. Bill 2000 -112, sponsored by Councilman Olsen, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROHIBITING THE USE OF CITY FUNDS TO ASSIST IN DEVELOPMENT OUTSIDE CORPORATE LIMITS UNLESS THE OWNERS OF AFFECTED PROPERTY HAVE REQUESTED VOLUNTARY ANNEXATION. Councilman Larry Vincent suggested that if staff from either the Planning & Code Enforcement Department or the Engineering Division have comments about this bill they should be allowed to give their input before this bill is approved. Bill 2000 -113, sponsored by Councilman Stella, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DELETING CHAPTER 9 REGULAR COUNCIL MEETING JANUARY 2, 2001 3 (CABLE TELEVISION) OF THE CODE OF THE CITY OF JEFFERSON, AND ENACTING A NEW CHAPTER 9 (CABLE TELEVISION) IN LIEU THEREOF. Bill 2000 -107 was read third time by title, placed on final passage and passed by the following vote as Ordinance 13154: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel and Weber Nay: None Bill 2000 -109, sponsored by Councilmen Jackson & Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CITY CODE BY DELETING SUBSECTION 29.123 (A) PRESCRIBING AND FIXING RATES AND CHARGES FOR THE USE OF PUBLIC SEWERS AND THE SEWAGE SYSTEM OF THE CITY OF JEFFERSON, MISSOURI. Councilman Larry Vincent moved that a substitute to Bill 2000 -109, which was distributed in the December 29 Council packets, be accepted in the place of the original Bill 2000 -109, and that the substitute bill be amended as follows: Sec. 29.123 Rates and Surcharges. (A) All residential, commercial, industrial and governmental establishments shall be charged for sewer service in accordance with the following rate table. The sewer service charge shall consist of a monthly fixed minimum charge plus a charge based upon the cubic feet of water used per month. The charges shall become effective on the dates listed in the table, and shall be applicable through the subsequent years until changed. Substitute Bill 2000 -109 was then read third time by title, placed on final passage and REGULAR COUNCIL MEETING JANUARY 2, 2001 5 passed, as amended, by the following vote as Ordinance 13155: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel and Weber Nay: None RESOLUTIONS RS2000 -15 Acknowledging Efforts of Crossroads of Central Missouri to Obtain Substance Abuse Treatment Grant (Nelson). A motion was made by Councilman Charles Jackson for adoption of RS2000 -15, seconded by Councilman Carol Blaney and approved unanimously. NEW BUSINESS Councilman Larry Vincent thanked the Parks & Recreation Department and the Fire Department for keeping the recycling facilities open during the recent bad weather. Councilman Charles Jackson asked questions regarding construction documents as it related to who is supposed to place a seal on them. Councilman Larry Vincent made comments regarding recent discussions about the Sunshine Law. Following a lengthy discussion, Councilman Vincent made a motion that the City staff be allowed to make its presentation at the upcoming work session on Sunshine Law and, if the Council at that time feels further input would be needed from the Attorney General's Office or the Missouri Municipal League, that those representatives could be invited for a second meeting. The motion was seconded by Councilman Carol Blaney and approved with Councilman Cliff Olsen and Councilman Clyde Angle voting "Nay." UNFINISHED BUSINESS Councilman Charles Jackson encouraged the five - person committee which is reviewing the city's procurement process to move forward quickly since it is very important that they get this issue resolved. COUNCIL LIAISON REPORTS Councilman Carol Blaney announced a meeting of the Bicycle Task Force for January 10 at 6:30 P.M. in the City Hall upper -level conference room. Councilman Larry Vincent announced a meeting of the business license review committee REGULAR COUNCIL MEETING JANUARY 2, 2001 6 will be held as soon as Finance Director Steve Schlueter compiles the information he has received from other cities about this issue. Councilman Cliff Olsen announced that a meeting of the Ad Hoc Stormwater Committee will be held on January 30 at 6:30 P.M. at City Hall. ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Steve Nelson for adjournment, motion was seconded by Councilman Larry Vincent, and approved unanimously at 7:30 P.M.
