The City Council of the City of Lynv~ood met in a regular ses-
sion, in the Council Chamber of the City Ha.l1, 11331 Plaza Street, on
above date, at 7:30 P, h1.

swer•ed the roll. call.
It was moved by Councilman Christensen and seconded by Council-
man Lake that the minutes of the previous regular meeting of P;~ay 21, 1940
be approved as written. All members of the Council voting aye, the Mayor
declared the motion duly carried and it was so ordered.
PTRITTEN COP~IMUNI CATIONS
A communication alas received from C~eo. Kellog, Secretary-
Iulanager•of the Imperial Highway Association requesting that their meet-
ing on July 27th, 1940 be held in the City of Lynwood. Ma~ror IVleyer re-
ferred the matter to R. A. TJZoffitt, President of the Junior Chamber of
Commerce to handle arrangements for said meeting.
A communication vaas received from t're Hollywood Chamber of
Commerce announcing a Planning Congress of Los Angeles County on Saturday,
June 8, 1940 •at the Hollywood Bo~~~l Dining Room, on Highland near Cahuenga.
There being no objection, the ?tTayor ordered said communication filed.
A communication was received from Agnes E. Copeland,- Publisher
of the Lynwood Press to the effect that the contract utith the City will
expire on July 1, requesting the renewal a~f the contract at the same
rate as last year i. e. 65 per column inch for the first public-anon a.nd
50¢ per column inch for etch subsequent publication, the celumnc being
l~ em and the type 8 point, expressing- appreciation for past business.
Thereupon it was moved by Councilman Mci:~Ieekin and seconded by Councilman
Zimmerman that said contract for legal printing be awared to the Lynwood
Press as per their offer contained in their letter of June 3, 1940, cov-
ering fiscal year 1940-41, and that the Mayor be authorized to execute
said contract for and on behalf of the City of Lynwood.

An application for a license to operate a second-hand store of
tools, books, dishes and some furniture at 11015 L. B. Blvd., submitting
X7.00 as the license fee, waas received from S. J. V4rallace. Thereupon it
was moved by Councilman Pv4ci•.~ieekin and seconded by Councilman Christensen
that permission be granted and that the License collector be authorized
to issue license therefor. All members of the Council voting aye, the
~+Iayor declared the motion duly carried.
A communication wa.s received signed by Thomas LeBlanc and Ellen
LeBlanc, dated June 4, 1940, submitting for consideration of the Council
a document providing for the waiving of certain restrictions that stand
against Lot 134 and 135, Tract 2551, submitting an Agreement ~~!aiving Viola-
tion of Restriction as pertaining to liquor sales. Thereupon it was moved
by Councilman Lake and seconded by Councilman Iw~cP~~eeki.n that said Agree-
went be accepted and that the ~rla,yor be authorized to execute same for and
on behalf of the City of Lyncrood. All members of the Council present
voting aye, the Mayor declared the motion duly carried and it a?a.s so order-

A communication v~aas received from Chief of Police, ~aliller, call-
ing attention to the lack of a City Ordinance for those accepting and
~lacin~ bets and wagers uron horse-racing, stating that the present la~Ts
under which they work are very good and most effective, but they are
sections of the California. Penal Code w'!"iich makes the violation a felony,
and if fines are set, takes the fines ac~ray from the City of Lynwood; also
recommending an amendment to the City Ordinance numbered 108 which would
include permits for the moving of all types of large and heavy equipment
over the Streets in the City of Lynwood in lieu of only such re4uirement
far buildings.
The Chief of Police also addressed the Council on the matter.
After due consideration, an Ordinance, entitled: "An Ordinance
of the City of Lynwood, California., Prohibiting the soliciting of any
person, firm or corporation to make wagers or ~r;ets in violation of law;
and fixin~j~ the penalty far the violation thereof", was introduced and read
for the first time.
Thereupon it was moved cv Cn~•nci.lman Christensen and seconded
by Councilman Zimmerman that said Ordinance be accepted as read the

first time and pass to the second reading.

Noes: None.
A communication was received from Harry E. Bonnell and Asso-
ciates wishing to submit an estimate of cost of auditing City Books.
There being no objection, said communication was ordered filed.
An application was received from Richard Morgan; also report
of City Court for month of Pfay; also health report for week ending May
25, 1940.
The hour of 8 P. PaI. having arrived, said hour being the time
fixed for holding a hearing u~~on the tentative report of changing Zone
R-1 to Zone C-3 on both sides of Century Boulevard, between San Carlos
Ave. and Long Beach Boulevard.
The Mayor inquired whether or not there was any one present who
wished to protest to the changing of said Zone. There wa.s no response.
Thereupon the PJfayor inquired of the City Clerk whether or not
there wa.s any one who had filed a written ob~jection,or protest. The
Clerk stated that, none had been filed.
Thereupon a Final report of the City Council of the City of
Lynwood in relation to proposed change of zone as specified .above, was
read, fixing June 18th, 1940, at 8 P. M. as the date of final hearing
upon said matter.
Mrs. Lee Anderson and It~frs. PlIeyers addressed the Council re-
garding said matter.
Thereupon it was moved by Councilman Lake and seconded by
Councilman Christensen that said report be adopted.
Roll Call:
Ayes: Councilman Christensen, Lake, Zimmerman, McMeekin and
Meyer.
Noes: None.
The hour of 8 P. M. having arrived, said hour being the time
fixed for holding a hearing upon the tentative report of changing Zone
R-1 as it noun exists on Lot 16, Tract 9862, to Zone C-3.
The RZa.yar inquired whether or not there was any one present
who wished to protest to the changing of said Zone. There was no re-
sponse.
Thereupon the T~~Tayor inquired of the City Clerk whether or not
there was any one who had filed a written objection or protest. The
Clerk stated that none had been filed. .
Thereupon a Final Report of the City Council of the City of
Lynwood in relation to proposed change of zone as specified above, was
read, fixing June 18th, 1940, at 8 P. M. a.s the date of final hearing
upon said matter.
It was moved by Councilman Lake and seconded by Councilman
P~Tc2tileekin that said report be adopted.

ORAL COiuile~UNICATIONS:
Mr. F. B. Roberts, addressed the Council to the effect that
the Insurance Co. had given him the wrong information as to the cost of
coverage against loss by theft or hold-up, and that it should have been
x$175.00 for a term of three years in lieu of X135.00 as stated. After
due consideration of the matter, ~Ir. Roberts was requested to check up
on payment of premium over a three year period.
UNFINISHED BUSINESS:
ORDINANCE N0. 322, entitled: °AN ORDINANCE OF THE CITY OF'
LYNWOOD, CALIFORNIA, PROVIDING FOR THE LEVY AND COLLECTION OF TAXES FOR
THE CREATION OF A CAPITAL FUND FOR CAPITAL OUTLAYS, FOR PUBLIC IPaTPROVE-
IvIENTS, TO V6'IT: PUBLIC PARKS", wa.s read for the second time. Thereupon
it was moved by Councilman Lake and seconded by Cou ncilman Christensen
that said Ordinance be adopted as read the second time, finally pass and
be published as required by law.

Meyer.
Noes: None.
A communication was received from Engineer Bateman regarding
vacating a portion of Pendleton Ave. as suggested by Mrs. Holt, recommend-
ing that any vacation proceeding be held in abeyance until such time as
the street lines have been definitely established. There being no ob,ject~n

said comrnunic_ation was ordered filed.
A communication was received from Division of Highways, by E.
D. Davis, Asst. Dist. Traffic Engineer, regarding the control of traffic
on Atlantic Blvd.; also regarding a traffic signal at Imperial and Atlan-
tic, stating that if the City desires a traffic count to determine if
warrant exists for a traffic signal, they shall be glad to make such a
check; also that they have not made a speed survey to determine whether
or not a 25 mile zone would be established, however tYiat same could be
made and charged to the City, enclosing uniform sign charts.
Chief of Police T'~;iller ade,ressed the Council to the effect that
his office could make a traffic count at Imperial and Atlantic Blvd.,
e~~hich he is sure would be acceptable to the State to deterrriine whether or
not a signal ~~.ould be permitted at said intersection. Thereupon it ~~as
moved- by Councilman Lai>e and seconded by Councilman Zimmerman tra.t
Chief of Police I~~iiller be instructed to have a count made of said inter-
section at an early date. All. members of the Council voting aye, the
I~:~avor declared the motion duly carried and it was so ordered.
A. petition wa_s received signed by Herrna.n Pvleyer and several
other property owners in Tract ?PTO. 933'7, petitioning the Council to in-
stall sewers in said area with tY.e cooperation of the t~'. P. A. There
Being no objection, the Palayor referred. this petition to Engineer Bateman
for checking.
RESOLUTION N0. 1240, entitled: " A RESCLUTION GF THE CITY
COUNCIL OF THE CITY OF LYNVlUOD DECLARING ITS INTENTION TO ORDER STREET
LIGHTING SERVICE OPd CERTAIN STREhTS LN THE CITE OF LYNT`TCCD FOR A PERIOD

it was moved by Councilman Lake and seconded by Councilman McP~Ieekin that
said Resolution No. 1240 be adopted.

A budget providing for the allocation and expenditure from the
State Highway Fund of an amount equal to the net proceeds of one-quarter
cent per gallon tax on motor vehicle fuel upon Streets of I~ia,jor Importance
was. submitted, calling for the improvement of Lynwood Road between Long
Beach Blvd. and Esther St. and the construction of cement concrete curbs,
cement concrete gutters and bituriinous ma ca darn pavement on Bullis Road,
between P~?orton Road e_nd Century Boulevard.
A ta_x Deed ~RT~ s received signed by H. L. Eyrarr~, Tax. Collector
of the County of Los Angeles, dater? I':~ay 23rd, 1940, covering several Lots
in Tract No. 0312 in the City of Lynwood.
Thereupon it vas moved ~;y Councilman Lake and secanded b.y Coun-
cilman Ghristensen that said deed by accepted and that the City Clerk be
directed to cause same to be recorded in the Office of the Recorder of Los
Angeles County, California.

A Grant Deed was presented frond the City of Lynwood to t~'arren
P. Scott covering several Lots in Tract No. 6312, conveyin~~ all interest

of record and restrictions.

TICAL CODE", was read. It vaas moved by Councilman Lake and seconded by
Councilman Christensen that said Resolution No. 1243 be adopted.

Iu:ayor F~Ieyer appointed Councilmen Christensen and P~cB~ieekin to
check with John Fairbanks to ascertain what the additional charge would,
be to collect trash in addition to garbage and tin cans.
2,4ayor appointed Councilmen Zimmerman and. Lake a committee to
cooperate with the Postmaster in connection v~~ith decorating Long Beach
Blvd. in front of the new Post Office with appropriate banners and flags.
It eras moved by Councilman P~TCi~eekin and seconded by Councilman
Christensen that the Council appropriate 10.00 to be used to supervise
the decorating, or for material ti~~ith which to decorate the Street.

A demand ~Tas received from City Attorney Ruby in the principal
sum of X331.60 special attorney fees in connection with prosecuting the
case entitled Alice E. Price vs. City of Lynwood.
A demand was also received from ~,Iills, Hunter, Dunn & Li~estrom
in the amount of ?254.85 for special attorney fees for assisting City
Attorney Ruby in connection with above entitled action.
Thereupon it was moved by Councilman IL~c'.~Ieekin and seconded by
Councilman Lake that said. demands be allowed and included with the list
of demands for approval of the City Council.

hieekin that the Council employ Patricia Terry as switch board operator at
a salary of ~'ri75.00 per month.

Council~~nan T~~cl:~eekin addressed the Council to the effect that
some time ago Attorney Ro:=coe R. Hess, ~~~as employed by the City of Lyn-
wood to handle certain franchise matters and tzp to the present time
nothing has been done to prosecute the case, therefore, his contract
should be cancelled.
Thereupon RESOLUTION N0. 1244, entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYN!'100D, CALIFORNIA, TERIeiINATING EMPLOYMENT
