HomeMy Public PortalAboutM 1940-06-18 - CC1.23 REGULAR ~~iEETING JUNE 18TH, 1940 The City Council of the City of Lynwood met in a regular ses- sion, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 7:3C P.M. Mayor Meyer in the chair. Councilmen Christensen, Lake, P~~cMeekin, Zimmerman and 1VTeyer an- swered the roll call. It wa.s moved by Councilman Christensen and seconded by Council- man Lake that the minutes of the previous regular meeting of June 4th, 1940 be approved as written. All members of the Council voting, the Mayor declared the motion duly carried and it was so ordered. WRITTEN COPvIP~tUNICATIONS: A communication was received from Forrest and Betty Snodgrass a.cknowled~ing with sincere thanks the kind expression of the Council's sympathy at the. death of their father. There being no objection, said communication was ordered filed. An assembly Journal of the California Legislature was received which petitions all City Council's to establish community yards for the collection of scrap iron for storage for the U. S. Government rather than ex-oort it to foreign countries. After due consideration of the matter, the Mayor appointed Councilman Lake and McMeekin as a committee to study the matter and if any action is deemed advisable by the City Council in connection therewith to make such recommendations as they may see fit. A communic~~tion was received from the Los Angeles .County League of I4lunicipalities inviting .the Council to their next meeting on June 20, 1940 in the City of. Inglewood at the Turf Club, Hollywood Park Race track. There being no objection, said communication was ordered filed and no f urther action was taken thereon as reservations had already been made. . A communication wa.s received from Fire Chief Levais to the effect that with the approval of Mayor T~Ieyer and Councilman Zimmerman on June 18th, Frank Skag~,s of 3585 B Platt Ave., was appointed. vacation relief man at a salary of X120.00 per month, requesting the approval of such action, said communication being accompanied ~^ith a medical certificate furnished bar Dr. '4'm. B. t~tenz. Thereupon it was moved by Councilman Lake and seconded by Councilman Christensen teat said appointment be ratified and that AJTr. Skaggs be employed at X120.00 per month as vacation relief man in the Fire Depastmen.t of the City of Lynvaood. Roll Call: Ayes: Councilmen Christensen, Lake, ~~Icllteekin, Zimmerman and ~~Teyer. A coma..^.unica.tion was received_ from City Treasurer 'R'ilkinson requesting a transfer of ?~3, 000.00 from the General Fund to the Bond Redemption Fund for the purpose of helping to pay principal and interest coupons.which will be due about July 1st, on Refunding Bonds A. & I. Dist. No. 7 as not sufficient funds were collected by taxation. After due consideration of the matter, it ~Tas duly moved by. Councilman Lake and. seconded by Councilman Zimmerman that a tij~arrant be draN~n an the City Treasurer for X3,000.00 payable to the Bond Redemption Fund from t're General Fund as requested in the letter of the City Trea- surer dated June 18th, 1940. A communication vaas received_ from the American Legion of Los Angeles County Council, enclosing cony of resolution for consideration of the Council__s*Thich urges the Councils of Los Angeles County to adopt Or- dinance makin~~ it a misdemeanor for any one to trespass on airports, air- plane landing and testing fields and on airplane manufacturing and ac- cessory plants, and on all tank farms and reser~roir farms a.nd_ on places of water storage, such as aqueducts and public utilities, ~~~hich is in the interest of relational and local defense and. public good. There being no abjection, the P.~iayor referred this matter to Council.~a.n Zimmerman to take it up with Chief ~~~iller for further study. A communication ~~~as received from Jahn T. Fairbanks stating that his present garba~~e and tin can contra.ct.expires on December 1st, 1940, and that he understands that the City is desirous that he also supply service for the disposal of trash as well as garbage, stating that he ~~fould be willing to suprl~a such service for a total consideration ~~ ^f ~~250.00 per month. P:err. John T. Fairbanks ~^~as present and_ also addressed_ the Council on the matter, explaining the tyre of service ti~~hich he .Arould offer, submittin~z- a schedule of such service rendered in other Cities. After due consideration of the matter, it was moved by Councilman Lake and seconded. by Councilman C'r_~ri stensen that the City of Lynwood enter into a. contract tr~ith John T. Fairbanks for garba~•e, tin can, bottle and trash service collection fo-r a consideration of X250.00 per month for a period of 5 ,years beginning July 1st, 1940 as outlined in his letter of June 17th, 1:40 and th2_t the °.aycr be a.ut'rlorized to execute said Contract for and on behalf of the City of Lynwood; also teat P:r. Fairbanks be required to furnish bond for faithful performance. A communication tivas received from t.1rs. Camille Keyes to the effect that .she desires to o~~erate a reducin~• salon at 1=;603 Long; Beach Blvd., therefore making application for license, submitting references in connection therev~ith. There being no ob,~ection, said matter was re- ferred to Councilman i~.~Tcr~~Seekin fcr investi?~a.tion a.nd if found in order to authorize the License Collector to .issue license therefor. A communication was received from Dr. `'v'. D. Chrisman call- ing attention to the two disreputable build.in~•s th:~ t are standing• op,osite his residence on Platt Ave., stating that these buildings have been there for tvao years and are being used during the ni~~ht by "don't care c,~hat they do people", appealing to the Council to cause same to be removed. Thereupon it was moved 'oy Councilman Lake and.. seconded by Councilman Christensen that said matter be referred to the City Engineer t~rith in- structions that he cause same to be moved; also that he advise the Council how he is progressin~~~:tith onenin~• California St., between Flatt.St. and Fernrvood Ave. All members of the Council voting afire, the r~.ia.vor declared t±-~.e motion dul~.r carried and it ~~~a~ so crdered. Discussion ensued on the ;:latter and it was thought that the Census enumerators missed a number of the residents of the City of Lynwood, thihich vrill have a bearin~~ on the money to b. received from the State from t?~e Gas Ta.: Funds as it ie based on 80'0 on population and 15;-~ on streets, therefor~~ it vas moved by Co~_ancilman .Lake' a.nd seconded by Councilman Tu'c~~~eei~in that the City of Lynvrood protest the count of residents of the City as ve have evidence that there are a number persons ~~~ho were not counted, and teat P,>r. ~~ierriam be requested to take such steps a.s necessary to recheck the copulation of the City of L,yn~~~ood. Grace Le'"rande call- ing attention to need of repair of the north end of Spruce Street, re- questing that the Street be resurfaced. .There being no objection, same visas referred to Engineer Bateman for action. An applicati on for ernpioyment t.nia s received from i ~. A. Thayer; also health report. There being no objection, said application ar~d report ?•ras ordered filed. The hour of 8 F. r'~~i. having arrived, said time being the hour fixed for hearing protests in connection ~~ith the rezoning of Century ~joulevard, betv~een Long Beach Boulevard and San Carlos St. , from Zone R-1 to Zone C-3, as specified more fully in the final report of the City Council filed a.t their regular meetin~• held on June 4th, 1940, and as per notices published in the Lynvaood Press, weekly newspaper. Thereupon an Ordinance, entitled: "An Ordinance of the City of Lynwood, California, changir.~ certain lends from Zone R-1 and into Zone C-3, as established by OrdinancA A?o. 285 of said Cit~,~, and a.rnending the zoning ma.p of said. City to shove said lands in zone C-3 instead of Zone R-1", was introduced and read far the first time. Lynvaood Press, a weekly newspaper. The Mayor inquired of the audience whether or not there was any one present v~rho wished to protest in connection with said matter. There vas no response. Thereupon the Nlayor inquired of the City Clerk whether or not any written ob,~ections or protests had been filed.. The Clerk stated that none had been filed. Thereupon an Ordinance, entitled: "An Ordinance of the City of Lynwood, California, changing the Easterly 67 feet of Lot 16, Tract 9862, in said. City from Zone R-1 Into Zone C-3, and limiting and restricting the use of said lands to the operation of a food market thereon; and a- mending the zoning map of said City to sho~FT said lands in lone C-3 in- stead of Zone R-1", was introduced and read for the first time. Noes: None. ORAL COI~1~ti~iUNI CATIONS P~Ir. F. B. Roberts addressed the Council regarding X2,000.00 robbery and hold-up insurance covering several City employees and officials .of the City, stating that the premium over a three year period v~!ould be X91.88 for the first year, X55.13 for the second year, and X36.74 for the last year. Thereupon it v~~as moved by Councilman Christensen and seconded b~,~ Councilman McMeekin that I4~!r. Ro'~~erts be instructed to write said insur- ance for a period of three years as specified above... Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman, P.~cMeekin and &Ieyer. Noes: None. UNFINISHED i~USINESS: A communication was received from Chief of Police P~liller sub- mitting a report on his recent :traffic check on traffic at Imperial Blvd. and Atlantic Boulevard. There being no objection, the P~.~ayor referred the matter to Chief of Police ?~:?filler and Engineer Bateman to submit their findings to the State Division of Highs+~ays and if approved for a traffic signal to submit an application through the State Highi~~ay Division for Gasoline funds with t~~hich to make such installation. NEW BUSINESS: A petitian v~ras received signed by Iv2r. ~~'. L. Feller and 21 others petitioning the Council to construct curbs and cement sidewalks on the. south side of F~"orton Road, betc~.~een Bullis Road and Gertrude Drive, the la- bor to be furnished by the Z"'. P. A. a.nd the materials to be paid by abutt- ing property. There being no o bjection, said petition wa.s referred to Engineer Ba_tema.n. . An Ordinance, entitled: "An Ordinance of the City of Lynch?ood, California, repealing its Ordinance No. 157 v~Thich regulates conduct of meetings of the City Council", was introduced and read for the first time. Thereupon it alas moved by Councilman ivici~~~;eekin and seconded by Councilman Christensen that the Pur- ther reading of said ^rdinance be waived.. All members of the Council vot- ing aye,. the Niayor declared the motion duly carried. D., Los An- geles County Health Officer submittin~~ for consideration of the Council a proposed contract for the furnishing of their service in connection with health inspections, calling fora 90y~ charge for each inspection, and a maximum payment of ~1,OC per month. Thereupon it was moved by Councilman Lake and seconded by Co~.zncilman Christensen. tha'` said contract be accept- ed and that the I;iayor be authorized. to execute said contract for and on behalf of the City of Lynwood. The i~~iayor requested Councilman Ivlct:Ieekin to check into the Ordin- ances regulating health to ascertain ti~~hether or not same fulfills the Cit~r's needs. A proposal for the furnishing of gasoline for the City of Lyn- v~~ood for period beginning June 15, 1940 and ending June 14, 1941 was re- ceived from tre Standard Cil Company of California for the follo~A~ing max- imum price: Standard's supreme (Ethyl} ~ .1287 Standard Gasoline .0987 Flight Gasoline .0937 A communic^tior. v.~-s received from ~~'ilshire Oil Compan~r desiring to bid on gasoline requirements. After due consideration of the matter, it ~~~~s duly rrioved by Councilman I..eP~leekin and seconded by Councilman Christensen that the City of LynvTood enter into a contract with Standard Oil Company for supplying of gasoline for period ending June 14, 1941 as per their offer submitted.
