HomeMy Public PortalAboutM 1940-08-06 - CCREGULAR MEETING AUGUST 6TH, 1940 The City Council of the City of Lynwood met in a regular session, in the Council Chamber of the City Hall, 11331 P1aza.Street, on above date, at 7:30 P. M. Mayor Meyer in the chair. Councilmen Christensen, Lake, Zimmerman, McMeekin and Meyer ans- veered the roll call. It was moved by Councilman Christensen and seconded by Cauneil- man McMeekin that the minutes of the previous regular meeting of July 16th, 1940 be approved as written. All members of the Council voting aye, the Mayor declared the motion duly carried and it alas so ordered. The hour of 8 P. Ivi. having arrived, said. time being the hour fixed for the hearing of any objections and protests in connection with furnishing electric energy to maintain the Street Lighting system in the City of Lynwood for fiscal year 1940-41, as specified by the Notices posted according to law and as published in the Lynwood Press. The ~rlayor inquired of the audience whether or not there was any one present who wished to protest to the assessments as levied by said proceedings covering said fisca~ year. NIr. L. C. Browne, 12226 Santa Fe Street, addressed the Council protesting because that the Lynwood lighting in his vicinity illuminates the Compton side as well without any charge being made therefor. Parr. Aubrey Goldberg, 3283 Norton Ave., addressed the Council in- quiring as to the rate and-type of lighting to be furnished. The Mayor stated that the same lighting facilities as have been furnished hereto- f~iPe will be provided and that the rate will be lower to overhead lights of the goose-neck type. Mr. E. Emery, 3378 Norton Ave., protested regarding the assess- ments to be levied in said proceedings. Mrs. Bowers addressed the Council inquiring as to whether or not any new standards are to be installed. Mayor PJteyer stated that none will be installed, but this is a continuance of the present system of lighting. Mr. Bidding addressed the Council requesting that the lights which used to exist near or at, Oak and Euclid Aves. be restored. Mayor Meyer requested Mr. Bidding to confer with Engineer Bateman regarding same. Mr. J. T. Norton, 4003 Louise Street, addressed the Council re- garding the type of lighting to be furnished on Louise Street. Mayor Meyer stated that the same type that wxists there now will be furnished. The Mayor inquired of the City Clerk whether or not any writtea objections had been filed. The Clerk stated that one had been filed. Earl A. Barbee and Stella 0. C. Barbee submitted the only written objection, objecting to the type of lighting standard that is being used. Thereupon RESOLUTION N0. 1250, entitled: "A RESOLUTION OF THE COUNCIL OF THE CITY OF LYNWOOD OVER-RULING PROTESTS, ORDERING THE WORK AND LEVYING THE PROPOSED ASSESSMENT FOR SERVICE NECESSARY TO MAINTAIN AND ILLUMINATE THE SUSPENDED ELECTRIC STREET LAPvIPS AND THE LAMPS ON ORNA- MENTAL STANDARDS IN THE CITY OF LYNWOOD", was read. It was moved by Councilman Lake and seconded by Councilman Christensen that said Reso- lution No. 1250 be adopted. Roll fall: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin and Meyer. Noes: None. WRITTEN COI4INIUNI CATIONS A communication was received from Ed Cavanaugh objecting to the accompanying of "Compton" with the "Newmark" prefix in making long distance calls, when the calls came from Lynwood, suggesting teat some- thing be done to correct the matter. After due consideration ~f the matter, Mayor Meyer appointed Councilmen Lake and Zimmerman as a commi- ttee to look"into the matter and see if a satisfactory solution can be reached. A communication was received from Mrs. W. A. Hockett, 11174 Elm Street wishing to serve as an election officer. Inasmuch as there is no City election to be held in the near future and in view of the fact that the City has no ,jurisdiction over the August Primary election, the City Clerk wa.s directed to so notify Mrs. Hockett. A communication was received from A. B. Skinner, 2000 S. Ar- lington Ave., Los Angeles making application for a license to operate skee ball machine at the Red-White and Blue Cafe. ,~ ~i 39 The City Attorney advised that such a device would be in vio- lation of the Ordinance adpoted by the people of the City pf Lynwood, so the City Clerk was instructed to so notify the applicant. A communication was received from William L. Ofield requesting work in order to pay his back water b911. There being no o1~,jection, the Mayor referred the matter to Councilman McMeekin to confer Stith Water Superintendent Bateman regarding the matter. The health reports were received, as well as report from the City Court for month of July. ORAL COMMUNICATIONS: r. Harry Owen addressed the Council making application to con- struct and maintain a service station on Lot 229, Tract 5222, at the cor- ner of Long Beach Blvd. and State Street. Discussion was had regarding the size.of the Lot and as. to whether or not a station could operate there- at after the set back line was enforced as required by law. There being no objection, the matter was referred to the attention of the City Attor- ney to confer with the applicant to ascertain if any feasible plan can: be worked out to operate a station at said location. Mr. R. A. Moffitt, addressed the Council to the effect that on August 16, 1940, the tax survey project expires as there will be no further funds available, and that the W. P. A. office have accepted a new application for additional funds, but that they do not look with favor on an extension of the project, therefore, recommending that the City employ two of the present W. P. A. personnel in the persons of George Ferrell at X30.00 per week and John Parsons at a salary of X25.00 per vreek until such time as the project is approved, in order that there will be no delay in furnishing information to the Building and Loan office. After due consideration of the matter, it was moved by Council- man Lake and seconded by Councilman Christensen that Mr. Moffitt's re- commendation be accepted and that George Ferrell be employed at X30.00 per week and John Parson at a spry of X25.00 per week immediately after the Works Progress Administration tax survey project is closed. Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin and T~teyer. Noes: None. Mr..Moffitt addressed the Council on a Plant propagation pro- ject that could be secured through the ~l. P. A., and regarding what has been accomplished by the City of South Gate along that line to develope their Park site, suggesting that such a.pro~ject be applied for in order to propagate trees for parkways and plants, flowers and trees for the parkways and park. site, stating that the cost to the City would be for a lath house, seed, fertilizer, etc., and that the W. P. A. would fur- nish the laborers, After due consideration of the matter it was moved by Council- man Lake and seconded by Councilman Christensen that the Mayor and City Clerk be authorized to make application for such a project and to exe- cute same. Noes: None. , UNFINISHED BUSINESS: A.;communication was received from City Engineer Bateman report- ing on the matter of suitablility of signs now located at the southerly and northerly City limits, stating thdthe believes that they will ful- fill the needs for a'1 organizations, and that additional ones at the east end and west~end of Imperial Highway would cost approximately X25.00 each. There being no objection, said communication was ordered filed. A communication was received from City Attorney Ruby advising that the application for permission to cross Century Boulevard at Ala- meda Blvd. is in accordance with the right of easement which the Southern Pacific Co. already have. Thereupon it was moved by Councilman McMeekin and seconded by Councilman Christensen that-the City Council go on record as favoring the construction of that portion of tracks over Century Blvd., at Alameda Blvd., as shown ;on the plan enclosed, said track to be con- structed for the purpose of serving industries in this territory., Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin and Meyer. , Noes: None. A communication was received from City Attorney Ruby report- ing on the matter of right of the City to k;uy and dispose of refunding 40 and other type of bonds. There being no objection, said communication was ordered filed. NEGL' BUSINESS The City Clerk stated that the City Engineer had filed a report of the cost of abatement of dry.and drying weeds off of lots in the City of Lynwood, and that same has been posted according to law; also that no written objections had been filed against the assessments to be levied therefor. Thereupon RESOLUTION°NO. 1251, entitled: "A RESOLUTION OF THE CITY OF LYN'R'OOD, CALIF'OFNIA, CONFIR14iING REPORT OF THE STREET SUPERINTEN- DENT IN CONNECTION WITH. THE ABATEMENT OF DRY AND CRYING WEEDS FQH FISCAL YEAR 1940-41 UNDER ACT 5197 OF THE GENERAL LAWS OF THE STATE OF CALIFORNIA, AS AMENDED", was read.- It was moved by Councilman Christensen and second- ed by Councilman Lake that said Resolution No. 1251 be adopted. Roll Call: Ayes: Councilmen Chistensen, Lake, Zimmerman, McP~2eekin and Meyer. Noes: None. A Memorandum of Agreement for Expenditure of 1/4 cent gas tax on Streets of Major importance, was presented. Thereupon RESOLUTION N0. 1252, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING 1~IEIvIORANDUM OF AGREEMENT FOR EXPENDITURE CF 1/4 SENT GAS TAX ALLOCATED FOR STREETS OF IvIAJOR IMPIIRTANCE", was re=: d. It wa.s moved by Councilman Lake and seconded by Councilman Chris- tensen that said Resolution No. 1252 be adopted. Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman, McMeekin and Meyer. Noes: None. Audit report for fiscal year 1939-40 was presented and filed with the City Council by W. R. Wright, Public Accountant. There being no objec- tion, said report was ordered filed. It was moved by Councilman Christensen and seconded by Council- man Lake that the meeting adjourn to August 20th, 1940, at 7:30 P. .M.
