HomeMy Public PortalAbout20010205REGULAR COUNCIL MEETING FEBRUARY 5, 2001 CALL TO ORDER 1 The Regular Council Meeting of February 5, 2001, was convened at 6:00 P.M. by Mayor Tom Rackers. Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance. ROLL CAL The following Council Members were present for the roll call: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None A quorum was declared present. PRESENTATIONS BY STAFF, CONSULTANTS, AND INVITED GUESTS Mr. Gary Markenson, Executive Director of the Missouri Municipal League made a presentation regarding the MML's functions on behalf of municipalities in Missouri. He discussed upcoming state legislation which may be of special interest to municipalities, and answered some questions at the end of his presentation. PUBLIC HEARINGS Rezoning approximately 1.5 acres at 1100 W. Main from RS -1, Single Family Residential, to RA -2, Multiple Family Residential — City Planner Janice McMillan made a presentation outlining the background of the requested rezoning. Following her presentation, the following persons spoke on the issue: In favor Duane Schreimann, 221 Bolivar, legal counsel for the Heisinger Home. Jan Sonnenberg, 4007 Terra Bella Drive, Administrator of the Heisinger Home. Tom Teasdale, 1732 W. Adams, Kirkwood, MO, architect for the Heisinger Home. Mr. Teasdale made a presentation showing the architectural drawings of the proposed additions. Dr. David Scherr, 725 Kaylyn Drive, former owner of the Cook home. Dr. Scherr spoke about the high cost of upkeep of the building while he was a resident there. REGULAR COUNCIL MEETING FEBRUARY 5, 2001 2 Marian Ihler, 1103 Boonville Road. Following all the presentations in favor, Duane Schreimann asked the people present to stand who were in favor of the proposed rezoning. Approximately one -half of the gallery audience responded. In opposition Steve Veile, 140 E. Circle Drive, Chairman of the Cook Home Task Force and the Historic Preservation Commission, submitted a petition to the City Clerk of citizens opposed to the rezoning. Following Mr. Veile's oral presentation he asked members of the audience present who were opposed to the proposed rezoning to stand. Approximately one -half of the gallery audience responded. Gary Kremer, 705 Briarwood Court, made a presentation and submitted information to the City Clerk for the file. Jane Beetem, 1612 Payne Drive. Laura Ward, 1123 W. Main, submitted to the City Clerk a petition signed by property owners within the area of the proposed rezoning. Greg Stockard, 1417 Greenberry Road. John McCutcheon, 1709 California. Priscilla Osterhoudt, 1014 Roseridge Circle. Dana Cline, 206 Ridgeway Drive. Councilman John Landwehr asked Mr. Schreimann, Mr. Veile, and Ms. Ward to have some direct communications with each other in the next few weeks before this issue has to be decided on by the Council. He requested that Council members be informed of any dates and times of meetings the group may set, and what happens at those meetings. The parties all agreed that they could do that. RECESS IN MEETING Mayor Tom Rackers called for a five - minute recess at 8:45 P.M. Mayor Rackers reconvened the meeting at 8:50 P.M. with the following Council Members present: Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel, and Weber Absent: None REGULAR COUNCIL MEETING FEBRUARY 5, 2001 3 PRESENTATIONS FROM THE GALLERY Mr. Randy Mehrle, 5012 Angelia Court, made a presentation regarding the price of gasoline in Jefferson City in comparison with other cities, and stated he felt that the higher prices may be hurting the city's economic development. He also made comments regarding the issue of traffic safety on Highway 50, and suggested that the Police Department monitor the speed of traffic on the highway by sitting in the median and clocking traffic speed. CONSENT AGENDA a. Minutes of January 16, 2001, City Council Meeting b. Bid 1914 - Veterinary Supplies, Planning & Code Enforcement Dept. c. Bid 1916 - Carbon Air Cylinders, Fire Dept. Councilman Cliff Olsen and Councilman Clyde Angle both requested that the Minutes of the January 16, 2001, Council Meeting be amended regarding comments which they made. Correction request was so noted by City Clerk Phyllis Powell. Councilman Larry Vincent made a motion that the Consent Agenda be approved as amended by Councilmen Angle and Olsen, motion was seconded by Councilman Cliff Olsen and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED Mayor Tom Rackers announced that the following minutes and reports of City boards and commissions have been received, and are on file for review, by the City Clerk's Office: a. Public Works & Planning Committee, November 30, 2000 b. Planning & Zoning Commission, December 14, 2000 c. Housing Authority Board of Commissioners, December 19, 2000 d. Finance Report for December 2000 ANNOUNCEMENTS BY TH E MAYOR Mayor Tom Rackers reminded Ward 3 residents to vote in the city primary election tomorrow, February 6. BILLS INTRODUCED Bill 2000 -116, sponsored by Councilman Vincent, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT WITH THE MISSOURI DEPARTMENT OF MENTAL HEALTH FOR RETAIL TOBACCO SALES ENFORCEMENT SERVICES AND TO AMEND THE BUDGET TO REFLECT THE GRANT REVENUE. Councilman Larry Vincent requested that the rules be suspended and Bill 2000 -116 placed on third reading and final passage. There were no objections from Council to the request for suspension of the rules. A motion was made by Councilman Larry Vincent for adoption of the Resolution, seconded by Councilman Carol Blaney, and approved unanimously. RS2000 -18 — Capital View Drainage District Property Buyout (Jackson). A motion was made by Councilman Bob Weber for adoption, seconded by Councilman Carol Blaney, and approved unanimously. NEW BUSINESS Reschedule Stormwater Committee Meeting — Councilman Olsen announced that the meeting has been scheduled for 5:30, February 13. Schedule Finance Committee to discuss employee group health insurance. No meeting was scheduled yet. UNFINISH ED BUSINESS There was no unfinished business to come before the Council at this time. COUNCIL LIAISON REPORTS Councilman Carol Blaney announced a Pedestrian and Bicycle Committee meeting will be held 7:00 P.M., February 7, in the lower level conference room. GO INTO CLOSED SESSION REGULAR COUNCIL MEETING FEBRUARY 5, 2001 7 Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, a motion was made by Councilman Charles Jackson to go into Closed Session at this time to discuss the following: Personnel [Sec. 610.021(3)] The motion was seconded by Councilman Bob Weber, and approved by the following roll - call vote at 9:30 P.M.: Aye: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent, Vogel and Weber Nay: None
