CALL TO ORDER
The Regular Council Meeting of February 19, 2001, was convened at 6:00 P.M. by Mayor
Tom Rackers.
Prayer was offered by Councilman Edith Vogel dedicated to Police Chief Roger Schroeder
(who is hospitalized after a serious auto accident on February 17) and his family, followed
by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for the roll call:
Present: Angle, Blaney, Jackson, Landwehr, Nelson, Olsen, Stella, Vincent,
Vogel, and Weber
Absent: None
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Mr. Richard Gaffney, 1220 Hoffman Drive, made a presentation regarding the Beasley
rezoning bill which is scheduled to be voted on tonight. Mr. Gaffney stated that the 185 feet
notification policy should be changed to include property owners much farther away than
185 feet. He also stated that if any blasting is to be done in connection with this
development that the contractors should be bonded in case damage is done to properties
in the area. Fire Chief Robert Rennick explained that anyone who does blasting within the
city does have to be bonded as well as obtain a blasting permit.

A motion was made by Councilman Charles Jackson to approve the Consent Agenda,
seconded by Councilman Carol Blaney, and approved unanimously.

A discussion was held on this bill, and Council requested that staff prepare amendments
to the contract based on the concerns included in the Council discussion, and distribute the

amended contract to Council before the bill is voted on at the March 5 meeting.
Bill 2000 -125, sponsored by Councilman Blaney, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROPOSING AN
AMENDMENT TO SECTION 8.2 NOMINATIONS, SECTION 3.6c COUNCIL VACANCY,

CONVEYANCE OF REAL PROPERTY WITH CONDITIONS .
Mayor Tom Rackers announced that a Boy Scout troop has just entered the Council
Chambers, and asked the troop leader to introduce the group. The troop leader stated they
are Troop 2 from First Presbyterian Church, and are attending the Council Meeting to earn
their communications merit badge.

Jackson made a motion to amend Bill 2000 -118 to require cedar tree screening needed to
protect the single - family residence property owners and require that the developers
incorporate that screening into their plan. The motion was seconded by Councilman
Leonard Stella, and defeated by the following roll -call vote:

Councilman Cliff Olsen asked bill sponsor, Councilman Vincent, to place this bill on the
Informal Calendar to give Council more time to read the information which they received
prior to the meeting. Councilman Vincent stated that he would rather move forward to avoid
delaying the project. Bill 2000 -120 was read third time by title, placed on final passage and
passed by the following vote as Ordinance 13165:

RESOLUTIONS
RS2000 -19 Establishing Moratorium on the Painting of Murals on Buildings in Jefferson
City, Missouri (sponsored by Councilman Blaney). A motion was made by
Councilman Larry Vincent for adoption, seconded by Councilman Bob Weber,
and adopted with Councilmen Angle and Olsen voting "Nay."
NEW BUSINESS
Councilman Clyde Angle made comments regarding City Ordinances pertaining to Council
rules and regulations, and concerning whether resolutions passed by prior Councils remain
effective when the next Council is elected, and whether resolutions should be indexed.
Councilman Clyde Angle made comments regarding reports and studies, and requested
that staff prepare a list of all reports and studies which have been done in the past and
provide that information to the Council.
Finance Committee Chairman Larry Vincent announced that a Finance Committee Meeting
will be held on Wednesday, March 14 at 5:30 P.M. to discuss group health insurance and
the Convention and Visitors Bureau bylaws.
Councilman Charles Jackson commended Finance Director Steve Schlueter for providing
a report of business license reviews and collections. Mr. Schlueter stated he would pass
Mr. Jackson's comments to his staff who prepared the report.
COUNCIL LIAISON REPORTS
Councilman Charles Jackson announced a Public Works & Planning Committee meeting
will be held Thursday, February 22 at 6:30 PM in the large conference room, and advised
that anyone who will not be able to attend that meeting should contact the Public Works
department.
Councilman Cliff Olsen requested that minutes of the Joint Communications Committee be
sent to everyone on that committee.

Councilman Carol Blaney announced a Pedestrian and Bicycle Committee meeting will be
held 7:00 P.M., Wednesday, February 21, in the lower level conference room.
