The City Council of the Citir of Lynn;?ood_ met in a regular
session, in the Covncil Chamber of the City Hall, 11331 Plaza Street,
on above date, at 7:30 P. il~.

It eras moved by Councilman Christensen and seconded by Coun-
cilman Zimmerman treat the minutes of the previous regular adjourned
meeting of September 24th, 1940 be approved a.s vtrritten. All members
of the Council present voting; a_ye, the P,Iayor declared the motion duly
carried and it vra.s so ordered.

A communication s,Aaa.s received from I~'o~~Tard Hemmenway, Chairman
of t'r_e Lyn~a~ood Coordinating Council requesting that the Council see that
a representative fro:ri the City be appointed to meet v:~ith the Coordinat-
ing Council of Lynv~.~ood, the meeting to be held in the afternoon once a
month during the year, excepting for the rrionths of June, July and August
vahen no meetir.~;s are held. After due consideration of the matter, City
Judge Hemmenway tisas appointed as the member to represent the City on
the Coordinating Co~_~neil.
A com~7unication was received from C. J. i:~iller, Chief of Police,
submitting a letter from the Southern California Automobile uahich stated
th,t Pvir. Emerson made a survey of Atlantic Blvd., between Imperial High-
way a.nd a point one mile south a.nd according to this survey 25 mile speed
signs would not be legal, as this district is in a 45 mile zone. There
being no objection, the City Clerk v=a.s instructed to send a photostatic
copy of said letter a.nd mail to the Atlantic Businessmen's Association;
also that publicity be given said matter in the Lynwood paper.
A communication teas received from City Treasurer 'F'ilkinson to
the effect that J. P. Reynolds has submitted a statement of the bonds
ovaned by a Svirs. Cora_ E. Res; nolds in v~hich she oVms 5, OOQ worth of Series
"AA" bonds v~rhich is for Peach Street drainage, stating tr~.at ~~1, 155.00 in-
terest has matured, strtin€; t~ia.t she is willing to accept ~6, 100.00 for
full set'lement or a reduction of X55.00; also that she has requested
t~aao years' payment on that said bond in the amount of X70.00 stating
t~iat there is X80.76 in the fund, st~-ting further that the Council has
previously made advances in the amount of X174.29 to meet interest, re-
questing an opinion from the Council whether to return the :80.76 to
-the General Fund of tree City or do they desire to pay said interest to
the holder of said bond. After due consideration of the matter, the
Council determined that the City Treasurer should pay the X70.00 interest
on said bond.
T'r~e hour of 8 P. N. o'clock having arrived, said hour being
the time fixer. far receiving bids in connection ~'ritl~ the purchase of
cast iron pipe for use in the ~;rater department as advertised in the Lyn-
~iood Press a vteekly newspaper of general circulation as required by
law.
It was moved by Councilman Lake a.nd seconded b;4r Covncilma.n Chris-
tensen that the bids be publicly opened and declared. All members of the
Council present votin~• aye, the ~~!ayor declared the motion dul~~ carried.

Thereupon it was moved by Councilman Lake and seconded by Coun-
celman Christensen that the loviest bid of United States Pipe & Foundry
Co. a.t ~.74 per foot be accepted for the purchase of 10,000 feet of 6
inch cast iron pipe.

The matter of suggestion by the Atlantic Avenue f~.~Ierchants'
Assn that stets be taken by the City Council to•obviate tie practice
of the Pacific Electric Railway in stopping their double car trains
across Atlantic Avenue and other avenuee in Lyn~lood, thus holding up
traffic unecessarily until jams half a block lone; occur in many instances.
Thereupon it was moved by Councilman Lake and seconded by Councilman ~;rc-
D;"ee~in that the Cit~,~ Attorney ue instructed to communicate ~~!ith the Pac-
ific Electric authorities reruesting the:: to cooperate to clear the
boulevards t~=hen stop_?ir.g their cars. All me.nbers o; the Council voting

. A . coml:unication was received from Engineer Bateman re?~ardin~
a petition which was previousl~r filed with the Council for sewer in-
stallation on Plortan Avenue, east of C:^.lifornia St., stating that the
petition represents '78 0 of the improved property and 3'7'0 of all pro-
perty.on the south side of the Street, stating that the north side of
Norton Avenue is unsubdivided, stating further thrt the improvement re-
quested_ is desirable and could no doubt oe carried_ thru on a similar
'oasis to the east end sewer project no~~.~ under proceedings, however could
be carried or: better if combined Ts.•ith a larger ~~ro,ject. There being no

International Association of Fire Chiefs ,resolving• that it is impera-

Special Counsel P.~Ioffitt addressed the Council on the matter
of purchase of state tax deeded. property from the County stating that
the County would not accept the first offer, therefore a ne~ti, offer has
been prepared for consider=tion of the Council calling for a price
of ~1~,000.00 for all lots, hov;ever, t'~~at the Counter desire that the
City>r retain triote lots t~~hich are to be acauired at a. later dote for

City to stand goad fox rental of the sev,ing project located at 3318-20
Imperial Highway, which heretofore has been free to the City, stating
that Lynwood's share would be aprroxima.tely X30. ^0 per month, stating
that South Gate had agreed to pay .their pro rata share thereof i~~hich
vaould be approximately X30. JO per month also.
Thereupon it eras moved by Council-~~an P~ic.~Ieekin and seconded
by Council~~,an Lake that the City Clerk be authorized to rent said pre-
~miser for said sewing project at a month rate of 60.00 from the neva
ov,Tners, South Gate to pa.y their pro rata. share of said rental, the
City's payment to be made through the Lynwood Emergency Relief Fund.
