T~~Ia.yor P~Teyer in the chair. Councilmen Christensen, Lake, Zimmerman and Nleyer answered the roll call. Councilman TvicMeekin wa.s absent. It v~.ias moved by Councilman Christensen a.nd seconded by Council- man Zimmerman that the minutes of the previous regular meeting of Sept- ember 3, 1940 be approved as written. All members of, the Council pre- sent voting aye the Mayor declared the motion duly carried and it was so ordered. "RITTEN COPfT~dNNICr?TIONS: A. communication was received frorn NTrs. E. E. Dyer, President of the Governing Board of the Lynwood Denta Clinic requesting the use of the Council Chamber for October 16th, at 7:30 P. PST. It vras moved by Councilman Zimmerman and seconded by Councilman Christensen that permission be granted said body to hold a meeting on said date in the Council Chamber. All members of the Council present voting aye, the I'nayor declared the motion duly carried an:I it was so ordered. A communic~:.tion alas received from Chief of Police T:?iller re- commendin~ that boulevard stop suns 'oe placed at the intersections -~f Atlantic Blvd. and Bre~x~ster Strut; Atlantic Blvd. and. Sanborn Ave. and Atlantic Blvd. and Beechvao.od Avenue. Thereupon it wa_s moved by Councilman Zimmerman and seconded byr Councilman Christensen that the Police Chief be authorized to purchase stop signs for the use of said Streets; also that an amendment to the stag s~_~n ordinance be drafted uy the City Attorney in order to include said stop signs locations in City statutes, if it is found necess:~ry. All members of the Council present voting aye, the lVi~:yor declared the motion duly carried and it was so .ordered. A communcia.tion n~a s received from Chief of Police ~~2iller re- questing permission to purchase suitable caps for crossing guards, the immediate need being 36 caps. • Chief Tiller also ad~?ressed the Council on the matter stating: that the cost of same would be 60¢ each.., There- upon it Uras moved by Councilman Christensen a.nd seconded by Councilman Zimmerman that the Chief of Police be authorized to make such purchase. A communication v~ta.s received from the Contractors Supply Co. making application for permission tr build a new warehouse and office building at the corner of Atlantic Avenue and Beech;rood Avenue,at which place t'r~ey anticipate the manufacture of stucco eo]~oring which would come under light manufacturing. After careful consideration of the matter, it was duly moved by Councilman Zimmerman that permission be granted to said firm to con- struct said buildings a.t said location, which motion v~~as seconded by Councilman Crristensen, and upon roll call shoti~~ed the follav~ing result: Ayes: Councilmen Christensen, Lake, Zimmerman, and T~4eyer. Noce: T~~one. Absent : ^o~ancilman McTizeekin. A communication ~^a~~s. received from the Huntington Park Bui?_ding and. Loan Associ~~tion offering to purchase that portion of Lot 492, Tract 2551 which the City acquired in opening California Street through to Fernwood Avenue for a consideration of X60.00. There being no objection, the. P.~?ayor referred this matter to Co~.;ncilman Lake to check t*~ith Engineer Bateman and endeavor to arrive at a fair price of said parcel of land. A eommunica tion iaras received from ??'m. T~"acKenzie Brown to the effect that the undersigned represents the o~7ner of certain bonds of A. & I. Districts No. 1'7 and 23, stating .t"rrat in the case of District n'o..23 they hold registered coupons first in order of payment, stating that anat'r~er holder of bonds in District No. 23 has brought action against the.Cit.y to obtain a court order providing; for the pro rata payment of funds, stating that they are opposed to such procedure, stating that they will feel it necessary in the event the proration is ordered to hold the, City of Lynwood personally liable for damages resulting to them by reason of the- City's failure in the past to make normal levy requirements . ~. far said issue. Thereupon it was moved ~,y Councilman Christensen and seconded b~~ Councilman P~Tcl~~eekin that the Cit`j purchase 23 tires the business to be divided equally betwaeen the dealers w~rom Councilman Christensen has contacted. Shepperson addressed the Council on the matter of chan~•ing the-zone on Imperial Highw?ay in order that they can establish a. grocery business across from the Pacific System Homes Office. Tuirs. Shepperson wra,s advised by the City Attorney on berialf of the City Coun- cil the procedure w=riich must be followed and that w=her. she has conformed therewrith the Council no doubt will consider 'r~.er application further, an:~- no further action was taken thereon. It was moved, by Councilman Zimmerman anc~ seconded by Council- man Christensen that Fire Chief Lew:=is be directed to adjust working schedule of his Department so that he titiill be on duty 6 days a ~d~=eek between the hours of 8 and 5 of each day in order to take care of office routine promptly. It wa.s moved by Councilman Zimmerman and seconded by Council- man Christensen that Ed Cavanau~~h and Ed Furirman be appointed a comm- ittepta work out a. plan to provide far suitable Crristmas decorations -for the Streets of the City of Lynwood and in front of the business establishments. All members of the Council votinr,• aye, the P~iayor de- clared the motion duly carried. At this time T.Tayar T~Teyer requested to ce excused and requested that Councilman Lake take the chair, t~~,hich was done, and Mayor. Tvieyer left tine Council Chambers. Bids v~=ere received covering the motorized equipment against loss by fire and theft, public liability, property damage. The following agents submitted bids: H. E. Zeiser, Ed Cavanaugh, James '~l, ?'~?.ker and Claude Reber. After analyzatic~n of the bids as submitted it ~l=as determined ~3.,E.'Zeiser, Agent for the Commercial Standard Insurance Co. was the low= bidder on X10,000-2Q,000 pudic liability and X5,000 property damage coverage. Therefore it was moved by Councilman Christensen that H. E. Zeiser be requested to write the insurance in said company fir ?n annual premium fee of `*594.50, which ma.~'tion w=as duly seconcl~d ~y Councilman T~clvleekin, and upon roll call showed the following result: Ayesk Cauncilr~en Christensen:; Timmerman, R~IcIt=leekin and Lake.
