After due consid"ration cf the matter, it was duly moved by Councilman Christensen ~-nd seconded by Cauncilrnan Lai>e that the City 15'7 Attorney be instructed to prepare the necessar~r papers callin~~ for a hearing in connection `~~ith ch~~nging• s_~id zone on Imperial Highvra.y, be- tvteen~ Lev.-is Road_ and QtiG Street, on the north side, from RI to C-3. TI~1. having arrived, said time being the hour fixed for a hearing or. the report as prepared bar the Citzr En- ~;ineer in connection wit~l the ~^roposed installation of Se~rers in the east part of the CitZr, as required by the "Specia.l Assessment Investigation, Li~ai ta.tion and Ivla,jorit;T Protest Act of 1931," notice of said hearing having been :nailed to :;11 interested property or-ners in the district. Tre P~~~ayor inquired of tree City Clerk whether or not any ~~~ritten rrotests had been filed. The City Clerk stated that tiF~o had been fi1Pd in ris office. The City Clerk also read one from Etta BroxS~n, owner of the. N. E. 40' of S. `fit. 80' of Lot 9, Block 10, Tract 9337, entering her pro- test against the proposed improvement v~hich will be assessed aga.in~t her lot. A communication ti~~as also received from the Atlantic Avenue Tverchants' Assn. to the effect that the City of Lyn~~1ood be requested to render all aid in expediting the installation of sewers in alleys back of Atlantic Avenue, in order to protect the health of the communi- t~r now endangered b,y overflo~~;ing cesspools; also that stepe be taken by the City authorities to obviate the= practise of the Facific Electric Ra.ilvaa.y in stopping their double car trans across Atlantic and other Avenues in Lynwood, thin holding up traffic .unnecessarily until ,jams half a. block long occur; in many instances. .The follrvaing addressed the Council in favor of said sewer project and commending the Council on their forward step in this matter. Tylessrs. Louis J. Clarry, Bruce, Ha.nbury, representing Iv`orton- T:cClure Investment Co. and C. 0. Edington. Engineer En,teman addressed the bod,r explaining the project and the low cost on recount of W. P. A. assistance; also that the pro- ject ha d. been approved by the ~,~'. P. A, office; also that it would not be required for property owners to forthyvith connecter to $'ie sevaer, --cut only ti4~,hen their present cesspools give them trouble by overflowing; also t'r~~:t lateral lines t,RFoul~~ be run from the main line to the property line for house connections.
