REGULAR MEETING DECEI~IBER 17TH, 1940
The City Council of the City of Lynwood met in a regular session,
in the Council Chamber of the City Hall, 11331 Plaza Street, on above date,
at 7:30 P.M.
Mayor Nieyer in the chair..
Councilmen Christensen, Lake, Zimmerman, PJIcMeekin and Meyer ans-
wered the roll call.
It ~ra.s moved by Councilman Crra. stensen and seconded by Council-
man Zimmerman that the minutes of the orev:a.ous regular meeting of Decem-
ber 3, 1940 b~-approved as written. A11. members of the Council present
voting aye, the P4ayor declared the motior~~ duly carried and it u~as so or-

A communication was received from Redfield & Co., by Richard W.
Redfield, calling attention to an unpaid coupon in the amount of X12.50
. on the City Hall general bond issue, and that such non-payments on time
,jeopardizes the credit of the City. There. being no ob,jection,~the Mayor
referred the matter to Councilman Lake to confer with City Treasurer Wil-
kinson regarding the matter.
A communication vitas received from Nits. Ethel Atwell, 3708 Jose-
phine Street, requesting permission to stake her taro horses and colt on
a part of the land belonging to the City running vaest from Bullis Road
near Century, which is to be used as a perk site. Thereupon it was moved
by Councilman NIcIUieekin and seconded by Councilman. Christensen that the
request be denied. All members of the Council voting-aye, the Niayor de-
clared the motion duly carried and it was so ordered.
A com~T~unicatian was received from '~Jalter, K. Lackey, 11691 At-
lantic Blvd. making; application for a licence to operate a second-hand
store at 11691 Atlantic ~Ivd., with ~7.n0 deposit attached for license
fee to July 1, 199 T. Thereupon it was moved by Councilman McMeekin and
seconded by Councilman Christensen that said matter be referred to the
Building Inpsector for investigation, and if found okey that the Licence
Collector be authorized to issue license therefor. All members of the
Council voting aye, the Niayor_decla-red the motion d~zly carried and it
was so ordered.
A communication eras received from PJIrs. Louis Pia. Sever, Secre-
tary, to the effect that the Lynwood Co-ordinating Council is interested
in a survey of Lynwood from the youth point of view, requesting the Coun-
cil for any available survey material of the California League of Munici-
palities. After due consideration of the matter, it vs!as determined that
the Cit~,= Clerk should communicate arith Mrs. Sever to ascertain more fully
-what information she desires.
A communication was received from Lee Parmelee submitting bid
to the City for bringing present card file. to date as to owners names
and addresses as per county records for a consideration of three cents
per parcel, and a total fee of X150.00 per year to keep same up annually.
f1o action was taken thereon end the matter v~ras ordered filed.
A communication was received from F. D. Evans, Building Inspec-
tor, recommending that Fire District No. 1 be changed to Fire District
No. 2; also that Atlantic Avenue be included in Fire District No. ?,
which would permit stucco fronts. There being no objection, said matter
was referred to the Building Inspector, Fire Chief and City Engineer for
. report at the next meetin6; of the Council.
A communication, was received from the State Commission for Pro-
tection of Children and Animals with contract attached in connection u~!ith
collection of dog license fees and the picking up of astray dogs, dead
dogs, etc., covering a perio:' of taco years, offering to do so for 800 of
the revenue derived. Thereupon it was moved bv_ Councilman Zimmerman and
seconded by Councilman Lake that said contract be accepted and that the
N%ayor be authorized to execute said contract for and on behalf of the
City of Lynwood.

A petition was received from J. R. Smith, signed by La Bo King
and 7 others,petitioning the Council to rezone Lot 2.95, Tract 6557 on
Tweed$'' Abbott Road, from Zone Rl to Zone C3.
Thereupon tentative report of tre City Council of the City of
Lynwood in relation to changing of Zone Rl to Zone C3 as affecting Lot

295, Tract 6557, wa.s presented.
Thereupon RESOLUTION N0. 1277, entitled: "A RESOLUTION OF-TIME
CITY COUNCIL OF 'THE CI'1'Y OF LYPd;`?OOD, CALIFORNIA DECLARING ITS II~TTENTION
TO HOLD A PUBLIC HEARING UPON THE TENTATIVE REPORT OF SAID CITY COUNCIL

tion No. 1277 be adopted, fixing January 7, 1941 as the date of.hearing.

The hour of 8 P.P:~7. ha.vin~ arrived, said hour being the hour fix-
ed for hearing objections or protests to the rezoning of Lots 14 to ~ .?..6,
both inclusive, of Block 5 of l~~~od~jeska. ParK, from Zone Rl to Zone I~2, as
per Notice published in the L.ynvJood Tribune; as per notices posted.'in the
district affected, and as per notices sent to property owners, Affidavits
of which are on file in the City Clerk's office.
The IL~Iayor inquired of the audience a=hether or not there was any
one present who wished to protest to said rezoning. There was no response.
Thereupon the P~ayor inquired. of the City C7_erk whether or not
he has received an,y written objections. The Clerk stated that none had
been filed.
Thereupon Final report of the City Council of the City of Lyn-
wood in connection vrith said rezoing, was filed, fixing January 7th, 1941,
at 8: C0 P.Ivi. as the date of hearing upon said Final Report.
Whereupon it was moved by Councilman Christensen and seconded
by Councilman 1UIcIvTeekin that said report be accepted and filed.

The hour of 8 P.NI. having arrived, .said hour beir~~; the hour
fixed for a hearing in connectior_ with the vacation of a portion of Peach
Street, as described fu~1y in Resolution No. 1247.
Thereupon it was moved by Councilman ~iicI~.~~eekin and seconded by
Councilman Zimmerman that said hearin~~ in connection with said matter be
continued .until 8 F.iVr, on January 7th, 1941. All members of the Co,~ncil
present voting aye, the I~~aycr declared. the motion. duly carried and it
was so ordered.
A communication was received from J. P,~I. Lo~faery, County Auditor,
by J. A~~. "Vood, Chief, Bud~~et ~ Report Divisicn, with Agreement in connec-
tion ~r+~ith collection of taxes by the County of Las Angeles on behalf of
the City of Lynwood attached, stating that they- have no sucri Agreement on
file at the present time, therefore, requesting tYle ^o~~^.c~il accept same
and cause same to be executed by the proper official, sad'Agreem~=:~t c.ali-
ing fora consideration in connection with said Tax Collection and Assess-
] ng~ of 1`~~ of the first ~?.5, OGC. 00 collected, and. one-fourth. of one per cent
of all additional sums collected.

A communic~ tion wa.s received from tuirs. B. ~`f. Bel,yea, Chairman
of the Lynwood Auxiliary of L. A. County Chapter of the American Red Cross
Vt'ar Relief, to the effect that the City of Lynwood have three set~ing mach-
ines which she is using in connectir~n with their work and ~~-hich. are in
need of repair, and that tr.e Red Cross will pay for the repair bill if the
City of Lynwood will turn over the machines to them.
After due consideration of the matter, it etas moved b~,r Co~~.ncil-
man I~icl~ieekin and. seconded by Councilman Lake that the City of Lynwood turn
over any sewing machines that they may ov,=n over to the Lynv~rood Branch of
the Red Crops to help in '~~ar Relief, subject to approval of the Lynwood
Emergency Relief Fund, who may have an interest therein, ~nrith the under=
standing that t'r.e Red Cross pay any bill for repairs to said machines
heretofore made or to be made- in. the future.

A communisation was received from the Keystone Kops, by R. 0.
O'Shaughnessy, ,.~anager, calling the Council's attention to an obligation
which they assumed amounting to X125.00 to purchase their Police Patrol,
stating that up to date they have been ably to raise all but X60.00, how-
ever that they still owe said amount to the Security Rank, requesting the
Council to authorize payment of same from City funds from the Advertise-
ment Fund a.s their organization does advertise the. City by their many
appearances in parades.
After due consideration of the matter, it was moved by Council-
man Zimmerman and seconded by Councilman P~icI~~Ieekin that the City pay X50.00
of said debt out Promotion and Publicity Fund.

The health report for week ending December 7th, 1940 was re-
ceived and. ordered filed..
ORAL COfirIIUIUNI CATIONS
Pair. Evans addressed the Council in connection with offer of
Huntington Building ~ Loan Association to purchase that portion of Lot
492, Tract 2551 belonging to the City lying between California Street
and Lot 493, stating that he has brought up his Clients to.shcw that
they have an authentic purchaser of said property, again offering X100.00
for said strip. Tvlr. Evans was advised by~the Council that they had apprai-
sers appraise the land and. that they believe the property worth X200.00,
however, should he find licensed realtors tuho he can secure v!lho believe
othert~~ise, they ti~~==ill be lad to reconsider. the matter.

A Csrant Deed, dated December 11th, 1940, and executed by Jchn
A. and Romano Casagranda, was received, whereby they deed to the City of
Lynwood the Northerly 20 feet of Lots o, 7, 8, 9 and 10, Block B, of
Tract No. 1.2,197. It ~Fras moved by Councilman Lake a.nd seconded by Council-
man Zimmerman that said deed be accepted and. that the City Clerk cause
same to be recorded in th.e Office of the Recorder of Los Angeles County.

A renuest for refund of tap money deposited.vith the hater De-
partment in connection with the installation of a.v~=a.ter tan on Atlantic
Avenue, ~~=a.s received fr. om will.iam Dark, it having been determined by the
City that they ~=ould not permit the operation of the business in Zone C3
on said. Street which they desired., and therefore, said tap never having
been installed.
Thereupon it wa.s moved by Co~anci]_man Zimmerman and. seconded by
Councilman Christensen that a refund in the amount of X12.50 be made to
William Dark and that a warrant be d_rav~n on the City Treasurer for said
amount dravm on the t•~~ater Fund.

It was moved by Councilman Christensen and seconded by Council-
man Lake that the demands be allowed and warrants be dra~~~n on the City
Treasurer for said various amounts, and that the City Treasurer be author-
ized to pay salaries on FridPy, December 20th, 1940. _

It was moved by Councilman Lake and seconded r?~r Councilman NIc-
tueekin that the salary of the Assistant Building Inspector, Harold I~~Iaddox,
be increased from X140.00 per month to X150.00 per month to take effect
on December 16th, 1940.

Councilman Nici~ieekin addressed the Council on investigation of
the Retirement system of the State of California, t~rhich the Cities can
avail themselves of if their deem it advisable.
Councilman F4c~~eekin also spoke about the Christmas decorations
and License fees.
It was moved by Councilman Christensen and seconded by Council-
man Lake that the meeting ad,jo urn to January 7th, 1941, at 7:30 P..M. All
members of the Council present voting a.ye, the Mayor declared the motion
duly carried and it was so ordered.
