There being no objection, the communication v+?as order- ed filed. A communication was received from the Railroad Commission of the State of California. notifying about a conference to be held in the City of Los Angeles on January 23rd, at 10:00 A. M., at Commission's Court Room, 708 State Building, Los Angeles, vThen preliminary report on the results of operation of Southern California Edison Co. for calendar year 1941 will be revie~~~ed. Iviiller, Chief of Police, to the effect that the certified apn7_icants for the work of oatrol_man on the police department of the City has expired, therefore recomrnend- inc~ that the City give proper notice of another es=amination to be held soon; also calling; attention to a va.cane,y t~~hich exists on the Commission. After due consideration of the matter, it was moved by Councilman Chris- tensen an~a seconded by Councill~aan I~,lcrv:eekin that Joseph A. A communication ~~as received from Craft Sho~~~s desiring to ex- hibit in the City during the month of A;oril, about the dates of-April 14th to 20th, incl, or a week earlier, to be located in the vicinity of Long Beach Blvd. near ?'.'isconsin Ave., stating that they ~n.i11 comply ~F~ith sll ordinances and to pay city licenses a.s set forth. therein, plus the u- sual don~~tion for Civic float fund as done in past years. Thereupon it u~as moved by Councilman NtciUleekin and seconded by Councilmen Christensen that permission be granted to skid firm to sho~4~ here, subject, to payment for four Police Officers to be selected by the Chief of Police, and sub- ject to other ordinances in effect on said matter. Roll Call: Ayes: Councilmen Christensen, Zimmerr,~an, Pd1cP~:eekin and t~teyer.; Noes: None. Absent: Councilman Lake. A communication was received from J. M. Lowery, County Auditor, by J. M. Wood, sending new Agreement in connection with collection of taxes for the reason that the first one executed did now fully cover charges for such collection as proposed by the Legislature at the present time. There- ~zpon it was moved by Councilman McMeekin and seconded by Councilman Chris- tensen that said Agreement be accepted and that the Mayor be authorized to execute same for and on behalf of the City of Lynwood. Roll Call: Ayes: Councilmen Christensen, Zimmerman, McMeekin and Meyer. Noes: None. Absent: Councilman Lake. A communication was received from S. J. Chapman making applica- tion for refund of business license heretofore paid as he was not able to operate here on account of the Pact that he did not secure a State license to do business as a Used car sale lot. The City Attorney ruled that the Council cannot legally refund license fees. Thereupon it was moved by Councilman Christensen and seconded by Councilman Zimmerman that request for refund by Mr. Chapman be denied, A11 members of the Council present voting aye, the Mayor declared the m©- tion duly carried and it was so ordered. A communication was received from the Pacific Signal Co., Inc.; also from 0. F. and E. Co., submitting quotation on different sizes of fluorescent lighting fixtures for the City Hall. Mr. Allen al$© addressed the Council regarding his fixture. Mayor Meyer appointed a committee consisting of Councilman Chris- tensen and McMeekin, together with the City Clerk tc~ check into the matter further. ' An application for employment was received from Otto Fensterman; also health reports for weeks ending January 4`th and 11th. There being no objection, said application and reports were ordered filed. ORAL COMMUNICATIONS: Mks. Ruth Tucker addressed .the Council on behalf of the American Legion .Auxiliary to the effect that they are sponsoring a girl for the "Girl State" program, explaining the purpose of the idea, being to train young people in Government, stating that the plan is to.seleet a girl from the Lynwood Junior High School who would be sent to Sacramento at which place she would be elected to some State office for a short period end receive valuable training while there stating that they are in need o~ financial assistance in the amount of X40.00. After due consideration of the matter, it was moved by Councilman Zimmerman and seconded by Coun- cilman Christensen that the City Council appropriate X35.80 towards said undertaking. iQ3 Roll Call. Ayes: Councilman~Christensen, Zimmerman, McMeekin and Meyer. Noes: None. Absents Councilman Lake. • Larry Windle addressed the Council to the effect that he had been advised that the City has an employee in its employ who 1s regis- tered as a Communist, stating that he believes that the City should not employ persons of such affiliation. Mayor Meyer advised Mr. Windle that they would cheek the matter further. Mr. Freedman addressed the Council to the effect that he is sponsoring a hard ball base ball team, requesting permission to estab- lish grounds on the new City park. Mr. Moffitt also addressed the Council on the matter to the effect thatthe Junior Chamber of Commerce is in favor of such usage and that he believes that the Council should maintain full control of the Park. • No action was taken thereon, other that it was decided that the City should lay out their plans for the Park in order that when a ball park is established it would not have to be moved at some future date. UNFINISHED BUSINESSs An opinion was received from City Attorney Ruby on the matter of•compromise settlement of 1915 Bonds now outstanding against various tax delinquent Lots to the•effect that he believes same can be reduced if•the City Council finds that the particular lands against which same exists are being cancelled down to its present market value, taking into consideration all other assessments and taxes against same, stating that the Council should •b~t resolution so determine. There being no objection, said matter was tabled until Tuesday, the~next meeting of the Council. A communication was received from Earl W. Bacon, Chairman of the Committee appointed by the Council to•check into the matter of keep- ing horses in the City of Lynwood, making certain recommendations.for a- mendments to the present nuisance ordinance. There being no~:a ob,~ection, said matter was referred to the City Attorney to draft amendment to the present ordinance to conform with their recommendations. ORDINANCE N0~ 334, entitled: "AN ORDINANCE OF THE CITY.OF LYN- WOOD, CALIFORNIA TRANSFERRING CERTAIN LANDS FROM ZONE Rl, ~~ ESTABLISHED BY•SECTION 7 OF ORDINANCE N0. 2g5 OF SAID .CITY, INTO ZONE M2, AS ESTAB_ LiSHED BE SECTION 9 OF SAID ORDINANCE N0..2g5", was read for the second time. It waa moved by Councilman Christensen and seconded by Councilman McMeekin that said Ordinance be adapted as read the second time, finally pass +~nd be published as required by law. Roll Call: Ayes: Councilmen Christensen, Zimmerman, McMeekin and Meyer. Noes: None. • Absent: Councilman Lake. ORDINANCE N0. 335, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE INCORPORATED CITY OF LYNWOOD, CALIFORNIA, ABANDONING AND VACATING A PORTION OF PEACH STREET", was read for the second time by caption. I19 was mold by Councilman McMeekin and seconded by Councilman Christensen that the further reading of said Ordinance be waived. All members of the Council present voting aye,•the Mayor declared the motion duly earr~ed. Thereupon it was moved by Councilman Christensen and seconded by Councilman McMeekin that said Ordinance No. 335 be adopted, finally pass and be published as required by law. Roll Call i Ayes: Councilmen Christensen, Zimmerman, McMeekin and Meyer. Noes: None. Absent: Councilman Lake. An Ordinance, entitled: "An Ordinance amending~Section 9 of Ordinance No. 332 of the City of Lynwood, California, and providing for the identification of taxis licensed within the City of Lynwood, and re- dealing said Section 9 as heretofore existing", was introduced and read for the first time. It was moved by Councilman McMeekinand seconded by Councilman Christensen that said Ordinance be accepted and pass tortthe second reading. Roll Calls Ayes: Councilmen Christensen, Zimmerman, McMeekin and Meyer. Noes: None. Absents Councilman Lake. A communication was received Prom C. E. Haines to the effect that in accordance with agreement entered into on October 29th for the `purchase and sale of certain tax deeded lots, they enclosed check for __ a4 X10,628.28, covering entire cost of publication of Lots affected by said agreement and the purchase price of tax deeds. No action was taken on the matter and same was tabled unt11 the next meeting of the Council. A Map of Tract No. 1 2600 containing Lots numbered from 1 to 122; also showing proposed streets for said subdivision, same being a partion of the Lugo Home Tract, known as the Snodgrass Estate, was presented. It was moved by Councilman Christensen and seconded by Councilman Zimmerman that said Map oP said Tract be approved and that the StreetBtherein be accepted.
