SPECIAL MEETING APRIL 30TH, 194
The City Council of the City of Lynwood met in a Special session,
in the Council Chamber of the City Hall, 11331 Plaza Street, on above date
at 1:00 b!clock P.M., pursuant to consent for holding said meeting, same
reading as follows:
"Hon. Ray Meyer, Mayor,
"City of Lynwood, Calif.
"Dear Mr. Meyer:
"I hereby consent to the holding of a Special Meeting of
the City Council of the City of Lynwood, California to be held
at the Council Chamber8 of the City Hall, 11331 Plaza Street,
Lynwood, California, at the hour of 1:00 o'clock P.M. VGednesday,
. April 30, 1941.
"The purpose of said Special Meeting being to consider the
emergency of gambling which has suddenly become prevalent in
the City of Lynwood, California, and to declare that an emer-
gency exists because of the effects of said prevalent gambling
and to declare gaml3tng a nuisance and to provide fart the pun-
, ishraent for the violation thereof within said City of Lynwood,
and to consider and take such other or different action as may
be deemed appropriate in regard to said matter, and
"Further to consider and take such aet~.on as is deemed
advisable in connection with the personnel of the Police De-
partment of the City_of Lynwood.
"Dated this 29th day of April, 1941.

Said notice of consent being on file in the office of the pity
Clerk at the time of holding this meeting as required by law.

Councilmen Christensen, Zimmerman, MaMeekin,~F~e.ke an8 Meyer ans-
wered the~roll call.
A communication was received from City Attorney Ruby submitting
his opinion regarding abatement of gambling establishments operating with-
in the City of Lynwood.
Thereupon it was moved by Councilman Lake and seconded by Coun-
cilman Zimmerman that the City Council do hereby declare that an emergen-
cy exists in the City of Lynwood on account of certain gambling ~:stablish-
ments operating here, as set forth fully in the Ordinance proposed to be
adopted.
Roll Call:
Ayes: Councilmen Christensen, Zimmerman, McMeekin, Lake and
Meyer.
Noes: None.
It was moved by Councilman Lake and seconded by Councilman Mc-
Meekin that the proposed emergency Ordinance be read by the City Clerk.
Roll Call:
Ayes: Councilmen Christensen, Zimmerman, McMeekin, Lake and
Meyer.
Noes: None.
Thereupon an Ordinance, entitled: "AN EMERGENCY ORDINANCE PRO..
HIBITING GAMES OF CHANCE AND DECLARING THE SAME TO BE A PUBLIC NUISANCE,
AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE", was.intra-
duced and read for tie first time, Thereupon it was moved by Councilman
McMeekin and seconded by Councilman Lake that said Ordinance be accepted
as read the first time and pass to the second reading.

Ayes: Councilmen Christensen, Zimmerman, McMeekin, Lake and
Meyer.
Noes: None.
Thereupon ORDINANCE N0. 342, entitled: "AN EMERGENCY ORDINANCE '
PROHIBITING GAMES OF CHANCE AND DECLARING THE SAME TO BE A PUBLIC NUISANCE,
AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE", was read by
title. Thereupon it was moved by Councilman Zimmerman and seconded by
Councilman Lake that the further reading of 8814 Ordinance be waived. All
members of the Council voting aye, the Mayor declared the motion duly
carried• and it was so ordered.

Thereupon it was moved by Councilman Lake and seconded by Coun-
cilman McMeskin that Ordi~nce No. 342 as read the second time be adopted
finally pass and be published as required by law.
Roll Call:
Ayeas ..Councilmen Zimmerman, McMeekin, Christensen, Lake and
Meyer.
Noss: None.
It was moved by Councilman Zimmerman and seconded by Councilman
~MeMeskin that Chas. J. Miller be reinstated as Chief of Police of the City
of Lynwoo8 as of the day that he was demoted, aAd that the Office of As-
sistant Chief of Police held by Nets S. AnderBOn be dispensed with as of
the day it was established, and that Mr. Anderson be reinstated to his
former rank in the Police Department.
Roll Call:
Ayes: Councilmen Zimmerman, MvMeekin, Christensen, Lake and
Meyer.
Noss: None.
It was move8 by Councilman Lake and seconded by Councilman Ma-
Meskin that the meeting adjourn to May 6th, 1941, at 7:30 P.M. All msm-
bere of the Council present voting aye, the Mayor declarsd the motion
duly carried and it was_so ordered.
