JOINT MEETING MINUTES
MARCH 22. 1994
The joint meeting of the Bal Harbour Village Council and the
Bat Harbour Village Resort Tax Committee was held on Tuesday. March
22. 1994, in the Conference Room of the Bal Harbour Village Hall.
The meeting was called to order at 9:38 a.m. by Mayor Spiegel. The
roll was called and those present were:

As a quorum was determined to be present, the meeting
commenced.
2. Report on Scouting Trip to Buenos Aires, Argentina:
Mrs. Rosenthal prefaced her report by stating when the Fashion Show
was first presented she was totality opposed. However, after doing
some investigation she learned that Dadeland has made strides into
South America via fashion shows. Saks Fifth Avenue does shows
twice a year in Panama and Puerto Rico. She continued to explain
several stores in the Bal Harbour Shops are willing to provide the
merchandise for the show. She proceeded to report that the
necessary models and technicians are available in Argentina.
Therefore, this eliminates the cost of providing transportation.
Mrs. Rosenthal further explained Sofia Neiman will be the publicist
whose company the Village will be working with through Ms. LaManna
Amador. She continued to explain Ms. Neiman has given her a list
of press that has guarantee coverage on the event, as well as the
Fashion Show will be shown on cable television. Mrs. Rosenthal
then proceeded to display a brochure on the Hotel Alvera Palace.
and stated the hotel will need a commitment today. Mrs. Morris
explained a deposit is required that will not be refundable.
Mrs. Rosenthal then proceeded to distribute to the Council and
Committee members the projected cost analysis for the event. She
reviewed the analysis and explained some of the costs are
questionable, such as, security. freight, insurance and
decorations. She further explained the show will be a 45 minute
presentation. with 100 pieces at a value of $150,000. Councilman
Boggess questioned if it is possible the Sheraton Bel Harbour. Sea
View Hotel pay their own expenses. Mr. Terzi and Mr. Singh agreed
to support their own costs. Discussion followed as to the costs
of insurance. security and the decorations.
Mr. Weiss questioned if this would be a Bal Barbour Village event.
if so there is a bookkeeping issue. Mrs. Rosenthal replied it
would be a Ba1 Harbour Village event. Mr. Weiss then proceeded to
explain the Florida State Statute on per diem and reimbursement.
Discussion followed as to appointing the General Sales Agent or
Rey Promotion & Marketiing Group to put on the event and sign all
the contracts.
A motion was offered by Mr. Singh and seconded by Mr. Terzt to
recommend the Village Council contract with Key Promotion &
Marketing Group for the Buenos Aires, Argentina Fashion Show with
a budget not to exceed $85.000.
Discussion followed. Assistant Mayor Blank questioned if Hai
Barbour Village will be advertised during the Fashion Show. Mr.
Gain explained the purpose of this project is to bring the local
members of the travel industry, press and the gold frequent
traveler visitors from American Airlines together. an order to
expose them to the fact that Bat Harbour Village is a destination.
Then during the luncheon. the Mayor and members of the Resort Tax
Committee, will address the members present to encourage them to
send their clients to the destination. Hal Harbour Village. Mr.
Leshansky explained now in production arc the press kit. and new
Pal harbour brochures. which will be taken to Buenos Aires.
Councilman Boggess questioned if slide projections would be shown
during the show. Mr. Leshansky stated slides could be made.
Discussion followed as to producing a video of Bal Harbour Village.
The motion carried unanimously.
A motion was offered by Mr. Terzi and seconded by Mr. Whitma❑ to
the Council that Greenstone Roberts be directed to do a search for
a professional video to he shot with a cost not to exceed $20,000.
which would encompass all of Ba1 Harbour Village as a sales
presentation.

Discussion followed. Councilman Boggess questioned if a slide
presentation could be made at the same time as the video. Mr.
Leshansky replied a slide presentation can begin to be produced
immediately with existing film. The motion carried unanimously.
3. Authorization to Proceed: Fashion Show Buenos Aires,
Argentina:
A motion was offered by Councilman Boggess and seconded by
Assistant Mayor Blank that the proposals of the Resort Tax
Committee be approved. The motion carried unanimously (3-0), with
Councilman Hirschl and Councilman Taplin absent.
4. Other Business:
Mrs. Rosenthal displayed several magazines and travel brouchures to
show the life style of Argentina.
Councilman Boggess stated the logo should project a more elegant
image, and get away from using the rainbow.
5. Adjourn:
There being no further business to come before the Council, a
motion was offered by Councilman Boggess and Assistant Mayor Blank
to adjourn. The motion carried unanimously (3-0), with Councilman
Hirschl and Councilman Taplin absent, and the meeting adjourned at
10:45 a.m.
There being no further business to come before the Committee. a
motion was offered by Mr. Singh and seconded by Mr. Bouchard to
adjourn. The motion carried unanimously, and the meeting adjourned
at 10:45 a.m.
