HomeMy Public PortalAboutM 1941-06-03 - CC243 REGULAR IaiEETING JUNE 3RD, 1941 The City Council of the City of Lynwood met in a regular session, in the Council Chamber of the City Ha_11, 11331 Plaza Street, on above date at ?:30 P. M. Mayor Meyer in the chair. Councilmen Christensen, Lake, Zimmerman and Meyer answered the roll call. Councilman IVIcIbleekin was absent. It was moved by Councilman Christensen and seconded by Council- man Zimmerman that the minutes of tre previous regular meeting of May 20th, 1941 be approved as written. All members of the Council present vot- ing aye, the Mayor declared the motion duly carried and it was so ordered. The hour of 8 P. M. having arrived, said time being the hour fixed for hearing protests in connection with Tentative Report for chang- ing Lots 8, 9 and 10 in Block "A" of Tract 1~2~'? from Zone Rl to Zone C3, same having been continued from the meeting of May 20th, 1941. The Iviayor inquired of the audience whether or not there was~~o respon~,~. #any one present who wished to protest to the changing of said zone. er'¢hereupon the Mayor inquired of the City Clerk whether or not any one had filed their protest in writing. The Clerk stated that none had been filed. It was moved by Councilman Lake and seconded by Councilman Christensen that said hearing be continued until the next regular meeting of the Council to be held on June 17, 1941, at 8 P. Ivi., and in the mean- time the City Clerk be instructed to contact Mr. Casagranda to determine whether or not he would be willing to deed an alley through the whole block. All members of the Council present voting aye, the Mayor ~.eclared the motion duly carried. The hour of 8. P. M. having arrived, said time being the hour fixed for hearing protests in connection with the proposed annexation of the territory designated as "Broadaeres", said Notice of Hearing hav- ing been published in a newspaper of general circulation as required by law. The Mayor inquired of the audience whether or not there was any one present who wished to protest to the proposed annexation of said territory. There was no response. Thereupon the Mayor asked the City Clerk whether or not any written objections had been filed in connection with said matter. The Clerk stated tria.t none had been filed. Thereupon RESOLUTION N0. 1318, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, OALIFORNIA, TN THE 1vIATTER OF THE HEARING UPON NOTICE OF PROPOSED ANNEXATION OF "BR~3ADACRES:" AND CALLING A SPECIAL ELECTION TO DETERP~iINE WHETHER OR NOT CERTAIN TERRITORY SHALL BE ANNEXED TO THE CITY OF' LYN!~~OOD, AND ESTABLISHING A POLLING PLACE AND APPOINTII~tG ELECTION OFFICERS AND PROVIDING FOR NOTICE OF ELECTION AND THE CONDUCTING OF AN ELECTION", v~fas read. It was moved by Council- man Lake and seconded by Councilman Christensen that said Resolution No. 1318 be adopted. Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman and P.~eyer. • Noes: None. Absent : Councilman P~icFtReekin. VdRITTEN COI~viUNI CATIONS: A communication was received from Pearl J. K,jose and E. J. K,jose requesting the rezoning to allow commercial business on that part of Lot 504, Tract 2551 lying westerly of California Street, enclosing X25.00 check as required by ordinance. Mr. E. J. K,jose also addressed the Council on the matter to the effect that if it is impossible for him to build right up to the curb on both sides of said Lot he does not desire to have the zone changed as it x=ould not give him ample room fbr hi s. building which he proposes to build. After due consideration of the matter, it was determined to hold the matter over until the Engineer can be contacted regarding the width of the Street and space for sidewalk, therefore 14Tr. K,jose with- drew his X25.00 deposit. _ A communication was received from Faulkner, Oakes & Faulkner wishing to do the City auditing for the ensuing fiscal year. There be- ing no objection, said communication was ordered .filed. A communication was received from I~~is. Ora Helderle calling attention to the need of an automobile reflector light at the corner of 2~~ California and Imperial Boulevard in order to protect the houses on the Streets. There being no ob,~ection, said matter was referred to Chief Miller. A communication etas received from the Lynwood Press and Lynwood Tribune, by Agnes E. Copeland, Publisher calling attention to the expira- tion of publication contract on June 30th, 1941,_requesting a new contract for the coming fiscal year with the price of 65¢ per column inch for the first publication and 58¢ per column .inch for each subseouent publication, however for legal advertising of one public~tion only-- ninety (90¢) cents per column inch, to be of the 12 em and 8 point type. There being no ob- jection, said matter was laid on the table until next meeting in order to give further study to prices paid by other P.~unicipalities. A communication was received from the Civil Service Board , by Patricia Allen, Secretary, recommending that the time for filing applica- tions for an examination for Police and Firemen be extended and that July 12 be designated as the day for written examinations a.nd July 19 as the day for oral examinations, as few applicants have filed for the ex- amination; also recommending that applications be received from any part of the lath Congressional District; also that the age limit be raised to forty years, attaching a sample notice. After due consideration of the matter, it was moved ~y Council- man Christensen and seconded by Councilman Lake that the Civil Service Board be authorized to extend the time, however, that tine applicants who are eligible to take the examination must reside in the City of Lynwood and that the age limit be not changed, however, that the Civil Service Board be requested to give more publicity through the paper, and placards to be posted in conspicuous places in order to advise prospective appli- cants of the forthcoming examination. All members of the Council present voting aye, the ~~iayor declared the motion duly carried and it was so or- dered. A communication wa.s received from Fire Chief Lewis to the ef- fect that on the 25th day of Inlay he took sick leave under Dr. H. R. Mc- P~Ieekin's orders, therefore making it necessary to riire a Richard Sheehy of 394 Lugo Avenue to work as sick relief man in the Fire Department, attaching Medical examination slip for Richard Sheehy, requesting Council's approval. Thereupon it was moved by Councilman Christensen and seconded by Councilman Zirrunerman that Pflr. Richard S:~eehy be employed for said pur- pose as recommended by Chief Lewis at a salary of X120.00 per month. Roll Call Ayes: Councilmen Christensen, Lake, Zimmerman and Taleyer. Noes: None. Absent: Councilman IulcTvieekin. A communication was received from Chief of Police T~~iller recom- mending that IUIervil B. Itrliller, 11924 Long Beach Boulevard, be employed as Relief Officer of the Police Department, beginning on June 1, 1941 and continuing through October 30, 1941, at a salary to be fixed by the City Council. It was moved by Councilman Christensen and seconded by Council- man Zimmerman that itrlervil B. Tuiller be employed as recommended by Chief Trliller, at a salary of $130.00 per month to begin on June 1, 1941. Roll Call: Ayes: Councilmen Christensen, Lake, Zimmerman and T,~Ieyer. Noes: None. Absent: Councilman I~11crJleekin. A communication wa.s received from C'raef. of Police C. J. Tviiller, calling attention to the case of.Officer Lisle Hadlock of the Police '" Department who has been and still is oh the inactive list because of ill health, stating. that he has used up his vacation and sick leave time, desiring the Council's wTishes on continuing the case until such as he reports for active duty. It ~~ras moved by Councilman Christensen and seconded by Councilman Zimmerman that the matter be tabled until a later meeting. All members of the Council present voting aye, the T~fayor declared the motion duly carried and it was so ordered. A communication was received from County of Los Angeles Health Department, by A. J. Tulessier, Business ~~ianager, with proposed contract attached for taking care of the health services for t'r~e City of Lynwood for fiscal year 1941-42 at the rate of 95¢ per inspection. It was moved by Councilman C:-~ristensen and seconded by Councilman Lake t'r_at said con- tract be accepted and that the Tvlayor be authorized to execute same for a.nd on behalf of the City of Lynwood. Absent: Councilman IblcI~leekin A report eras received from the City Court showing activities of 245 said Department for month of PJiay, 1941. There being no objection, same wa.s ordered filed. ORAL COTu~1riUNICATI02JS: . . ~Ir. Aubrey Goldman addressed the Council r.egar.ding an accident which occured when his wife v~ras involved,. stating that the Arthur Ambul- ance Service was called to take his wife to the Maywood Hospital for which they charged X10.30 which he believes is excessive as he finds that the average cost of ambulance service is .5.00 for like services up to X7.50, Nir. Goldman stating that he believes that it is unfair for a firm to. take advantage of customers at a time when they cannot help themselves. Mr.. Goldman was requested to check up with the Chief o.f Police and .City Attorney to ascertain if a reduction can be had. l~~~r. Kimberly addressed the Council regarding the use of a, sound truck for, opening, places of business. The Council advised Mr. Kim- berly that no license would b.e required i.f the sound truck was stationed in front of the place of business being opened only, as it would be to help the merchant who has paid a City License. At this time Councilman Christensen requested to be excused, which was granted whereupon he vacated his seat at the Council table and left the Council Chamber. UNFINISHED BUSINESS: A communication was received from Louis H. Burke, Legal Counsel -for League of California Cities, reporting on the effect which Civil Ser- vice regulations would have on Depu'~y Clerks and Treasurers. There being no objection, said communication was ordered filed and no further action was taken at this time regarding request for Civil Service by City em- ployees. . A Petition was received which had been filed by A. L. Young re- questing that the Fire Zone be changed from Zone 1 to Zone 2 as affecting the territory between Sanborn Avenue and Beechwood Avenue, on Long Beach Boulevard. There being no objection, the City Clerk was instructed .to --check what percentagge of signatures are affixed to said r_,etition. IQEV~'. BUSINESS: A Petition was received signed by B. R. Justice and 8 others, pA~tioning the Council to cause to be constructed on Fracar.Street curbs and sidewalks. There being no objection, said petition was referred to the City Engineer for checking. A Petition was received signed by Robert N. Elgar and 25 others requesting that sewers be installed in the "Broadacres" tract w'r~en and if annexed.. There being no objection, said pe~~tion was referred to Engineer Bateman for checking at the proper time. A petition was received signed by Carl L. Stoddard and 39 others petitioning that sewers be installed on Platt Street and the north side of Walnut Avenue, between Ernestine Street and Bullis Road. There being no objection said petition was referred to Engineer Bateman for checking. RESOLUTION N0. 1319, entitled: "A RESOLUTION OF THE CITY COUN- CIL OF THE CITY OF LYNV~OOD CREATING A LOCAL DEFENSE COUNCIL AND PRESCRIB_ ING ITS DUTIES AND RESPONSIBILITIES,~~ was read. It was moved by Council- man Lake and seconded by Councilman Zimmerman that said Resolution No. 1319 be adopted. Roll Call: Ayes : Councilmen Lake, Zimmerman and Iu~eyer. Noes: None.
