The City Council of the City of Lynwood met in a regular
session, in the Council Chamber of the City Hal1,`1331 Plaza Street, on
above date, at 7:30 Y.I'ri..
Mayor i~eyer in the chair: -
Councilmen Christensen, Lake and iv?eyer answered the roll call.
Councilmen Zimmerman and I,ci~.Ieekin were absent.
It was moved by Councilman Lake and seconded by Councilman Chris-
tensen that the minutes of the previous regular meeting of July 15, 1941
be approved as written. All members of the Council present voting aye,
the Mayor declared the motion duly carried and it was so ordered.

A communication tivas received from the Harbor District Chamber of
Commerce announcing their next meeting at r~ilmington on August 14th, at
6; 30 P. ~~i. 14!Iayor YvTeyer requested any one who wished to attend to so noti-
fy the City Clerk in order that reservations might be made.
A communication was received from H. 0. Swarout of the L. A.
County Health Department announcing the appointment of Dr. ~~dilton L. I-Ta1-
verson as County Health Officer, and that Dr. Hugh Dierker is Lynwood~s
District Health Officer. There being no objection, said communication
was ordered filed.
A demand was received signed by ri. L. Byram, demanding that
the Council provide funds for payment of all delinquent assessments for
all projects in the City under the Improvement Bond Act of 1915 , as re-
quired by law.
A communication was also received from H. L. Byram, Tax Collect-
or attaching a schedule of projects in Lynwood under the Improvement Bond
Act of 1915 and districts refunded under the Refunding Assessment Bond
Act of 1935, showing the amount of delinquent assessments, making demand
for payment of delinquent assessment, as required by law.
After due consideration of the matter, no action was taken there-
on.
A communication was received from C. E. Haines, Special Agent
for Security Realty Corporation, Ltd., requesting the Council to purchase
tax deed covering Lot 13, Block 14, Be11e Vernon Acres as per their agree-
ment of Octover 29, 1940, in the amount off' X33.74.. The City Clerk stated
that a warrant has been prepared for such purpose and is included in the
list of demands, so no farther action was taken thereon.
A communication tivas received from Chief of Police Miller recom-
mending that State Street from Long 3each Boulevard to Lynwood Road, be
made a one-way street by Ordinance, using the west side for southbound
traffic and the east side for northbound traffic, as this territory now
carries heavy traffic.
Thereupon an Ordinance, entitled: "An Ordinance of the City of
Lynwood, California establ~_shing one-tti+ay traffic on each side of State
Street in said City, and providing for the posting thereof, and prevent-

penalty for the violation of this. Ordinance," v~~as introduced and read for

A communication was received from Chief of Police iviiller to the
effect that the rules and regulations governing the Police Department do
not fully cover the matter of sick leave and notification in case of
sickness, requesting that same be amended to more fully cover said sick-
ness, requesting the same be amended to more fully cover said matter.
There being no objection, said matter was referred to City Attorney Ruby
and Councilman Zimmerman for study and recormnendation as to amendment.
A communication ~raas received from the City of South Gate
attaching a certified copJr of their Resolution i1o. 982, entitled; "A
Resolution of the Gity Council of the City of South Gate, consenting to
the Refunding by the City Council of the City of Lynwood of the indebt-
edness of Lynwood Acquisition and Improvement Districts slumbered 17, 18,
20, 22, 23 and 28, and Lynwood ~alunicipal Improvement District No. l,"
said Resolution having beer_ adopted by the City of South Gate at a regu-
lar meeting held on July 28, 1941. Thereupon it was moved by Councilman
Lake and seconded ~y Councilman Christensen that said Resolution No. 982

of the City of South Gate be accepted and filed. All members of the Coun-
cil present voting aye, the Nlayor declared the motion duly carried and it
was so ordered.
Audit report covering fiscal year beginning on July 1, 1940 and
ending June 30, 1941 was received from ~PJ. R. Wright, Public Accountants
showing all moneys accounted for, and a detailed analysis of all funds,
expenditures and receipts for said fiscal year. There being no objection
said report was ordered accepted and filed.
A communication was also received from GV. R. trdright, Public
Accountant, applying for a continuation of his contract to do the audit-
ing of all Gity books for fiscal year 1941-42, for a fee of ~'p800.00 for
the year, said work to consist of quarterly report with a detailed re-
port at the end of the fiscal year. Thereupon it was moved by Councilman
Christensen and seconded by Councilman Lake that ua'. R. ~~Yright be retain-
ed as auditor covering fiscal year beginning July 1, 1941 and ending
June 30, 1942 for a fee of X800.00 as per his offer.

A communication was received from J. T. Fairbanks making appli-
cation for an additional fee of `25.00 per month to collect garbage, tin
cans and rubbish in the new territory annexed to the City of Lynwood
designated as Broadacres. After due consideration of the matter, it was
decided to ta'ole it until the next meeting of the Council when the City
Clerk was instructed to have NTr. Fairbank attend.
HEARINGS:
The hour of 8 P.Ta~I. having arrived, said time being the hour fix-
ed for hearing any objections or protests in connection with the Tenta-
tive report filed on July 1, 1941, proposing to rezone certain Lots near
the Grayson Heat Control factory, from Zone Rl and Zone C3 to Zone P,i2,
in ~~Todjeska Park Tract. It having been determined that due notic° has
been given of said hearing by publication and posting as required by law,
Affidavits being on file in the ~lerkts Office thereof.
The Nlayor announced that this was the time and place for said
hearing inquiring of the audience whether or not there was any objection
to said rezoning. There was no response.
Thereupon the Nlayor inquired of the City Clerk whether or not
any written objections had been filed. Clerk stated that none had been
filed.
~~u'hereupon Final report of the City Council in relation to the
Tentative Report upon transfer of certain lar_dg from Zone C3 into Zone
P,r2, and of certain other lands from R1 into Zone ~ys2, as established by
Ordinance No.285 of said City, was read, fixing September 2, 1941 as the
date of hearing on said report, it was moved by Councilman Lake and
seconded by Councilman Christensen that said report be adopted.

perial Highway, from Zone R1 to Zone G3. It having been determined that

required by law, Affidavits to that effect being on file in the City Clerk
Office .

said hearing , inquiring of the audience whether or not there was any one

An application was received from Phillips & Hills making appli-
cation to operate a used car Lot establishment at 9901 Long Beach Blvd..
After consid®ration of the matter, it was moved by Councilman Christensen
and seconded by Councilman Lake that permission be granted and that the
City License Collector b® authorized to issue license therefor with the
understanding that there will be no wrecking of cars thereat and that the
groa~nd$ will~be kept in. as a neat condition as possibly. All members of
the Council present voting aye, the P.1a~or declared the motion carried.
An application was received signed by Bob Dearie making appli-
cation for a license to operate a storage and box establishment at 11034
Atlantic Boulevard. '
Mr. F. D. Evans and E. Ld. Lewis addressed the Council on the
matter.
`T'hereupon it was moved by Councilman Lake and seconded by Council-
man Christensen that permission be granted and that the License collector
be authorized to issue license therefor with the understanding that the
premises shall be kept in a neat condition to alleviate any complaints
from persons in said area. All members present voting aye, the T~rayor de-
clared the motion duly carried.
A communication was received signed by Paul Kerr on behalf of
the t''ire and Police Department making an appeal for increase of salaries
for said Departments when the budget is adopted. There being no ob-
jections said matter was laid on the table until the budget is considered.
A communication was received from the Travelers Insurance Co.,
making certain recommendations with regards to correcting seating at the
City Park on bleachers following their inspector, in order to eliminat:a
accidents. There being no objection this matter was referred to Mr. H.
S. Rutter to check into the cost of making necessary improvement and re-
port his findings to the Council at a later date.
A Petition was received signed by Frank E. Tooth, 10841 Pine
Avenue and 14 other property owners residing and owning property on Pine
Avenue between Abbott Raad and Pendelton Street, requesting the Council
to cause to be constructed curbs and sidewalks on both sides of the
Avenue, to be paid for under the provisions of the Improvement Bond Act
of 197.1. There being no objection said petition was referred to the
Engineer Department for checking.
A bond in the penal sum of X1,000.00 covering Harold Maddox as
Assistant Building Inspector and Deputy License Collector for a period of
one year.
A bond in the penal sum of '!n1,000.00 covering Caroline Bryant
as Water Clerk for a period of one year.
`t'he City Attorney approved said bonds as to form.
`t'hereupon it was moved by Councilman Lake and seconded by Coun-
cilman Christensen that said bonds be approved by the Council. All mem-
bers of the Council present voting aye, the T~~ayor declared the motion
duly carried.

A report and estimate of Costs of development of the Lynwood
Park as per Tyiaster Plan approved by the City Council at a recent meeting,
vvas received from Ralph S. Brooks, Consulting Engineer.
Pair. Brooks was also present and addressed the Council on the
matter of possibility of ~~u. P. A. aid to develop same, reporting that he
has contacted the ~ti. P. A. office and finds that they are rather reluct-
ant to make definite eommittments regarding approval of a project how-
ever that he believes that then will approve a pro^iect, however, suggest-
ing that the Council appear before the `~T. P. A. officials to determine
for themselves whether or riot there is a possibility of a project in ord-
er that no more money will be spent for plans and estimates.
P~Ir. Brooks also s~aggested that the Council determine the avail-
ability of_ :materials before a project is approved.
After due consideration of the matter, 1'~dlayor P,~Ieyer appointed
Councilmen Lake and Limrierman as a committee to confer with the 'd"l. P. A.
Office regarding the matter. ''"
Report of City Court showing activities of said Department for
month of July, was received and ordered filed. ':

which he filed some time ago requesting t:n.at curbs and sidewalks be in-
stalled on T~rIortor_ Road, between Wallis hoed and Ernestine, statir_g that
no woad has been received therefrom. P~lr. Fiber was informed that the
Council v~ould check into the matter to determine what action has been
taken if any.
Tyr. Busch addressed the Council regarding an acacia tree which
is grog^~inb in his parkway in front of his premises located at 3338 Sem-
inole avenue and which is raisinb and breaking the sidewalk, requesting
relief on Gccount of liability for anzT accident bvhich may occur. ~ 1Jleyer

City acquiring title to the water lines on said street now oti^~ned by

on account of poor service from private ownership. sirs. Coleman also
addressed the Council regarding the water situation and a tree in front
of her place at 3284 Seminole Avenue.

IvIr. Busch was advised that the City believes that they are near-
ing settlement of said matter, explaining the reason for the delay.
T;ir. Carr addressed the Council on the matter of need of repair
of approach to alley on the South side of Elrrlwood and d'dest of Atlantic in
tn.e rear of his property. T~Iayor Irleyer stated that he will have the matter
looked into.
T~Lr. J. R. ?iopkins, 3896 ivortor~ Road addressed the Council re-

After consideration discussion regarding the matter, it was

the Police Department be instructed to enforce the ordinance regarding
maintaining nuisances in order to i~~_ave the complaint eliminated.

Trigs. Keitz addressed the Council regarding cars parking against
the parkvray in front of '_ner place at 11136 State Street thereby making it

Mr. block addressed the Council on the matter of excessive speed
maintained by some motorists with knocked cars on Century Boulevard west
of Long Beach Boulevard also regarding need of pedestrian zone at San
Jose and Century Boulevard. This matter was referred to the Police
Department.
NEb~~ BUSINESS:
A communication was received from Caroline Bryant, Water Clerk,
submitting bids for the printing of 10,000 post cards to be used for
.billing water bills, being from the following firms in the following
amounts:

`1'he stock to be furnished by the City of Lynwood.
Iti~~rs. Agnes Copeland of the Lynwood Press addressed the Council
regarding the matter.
After due consideration of the matter as to which of said bid-
ders are local and maintain printing shops in the City of Lynwood, it
was determined that the City Clerk secure bids for a year's supply of
cards from the Lynwood Press and the Home Press.
RESOLUTIONS TdO. 1345, entitled: "RESOLUTION OF THE' CITY COUP-

AGREEMENT," was read. it was moved by•Councilman Lake seconded by Council-

that said Easement be accepted and that the City Clerk be instructed to
cause same to be recorded in the office of the County Recorder of Los
Angeles County.
