The City Council of the C~.ty of Lynwood met in a regular session, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at ~': 30 P . 112. Tti~ayor I~Ieyer in the chair. Councilmen Christensen, Lake, Zimmerman, Tt-ZcTvleekin and 1Vleyer an- swered the roll call. It was moved by Councilman Christensen and seconded by Council- inan Zimmerman that the minutes of the previous nebular meeting of August 5, 1941 be approved as written. All members of the Council voting; aye, the IlazTor declared the motion duly carried. The hour of 8 P. TaT. having arrived, said time being the hour fixed for receiving bids for the furnishing electric current for i11um- inating lamps installed in Ornamental posts, and lamps installed in over- head street lights; The Mayor announced that this was the time and place to receive said bids. The City Clerk stated that he had received one bid: Thereupon it was moved by Councilman ~~IcP~,leekin and seconded by Councilman Lake that the bid be publicly opened and declared. All mem- bers of the Council voting aye, the Mayor declared the motion duly car- ried. Noes: None. ~AJRITTEIi CO1TT;%LTIdICATIONS: A communication vJas received from Los Angeles County League of California Cities announcing their next meeting at Hermosa Biltmore, I-iermosa Beach on Thursday, August 21, 1941, at 6:30 P. M. All who care to attend were instructed to so advise the Gity Clerk so that reservations might be made. A communication was received from V"ells 0. C. Barbee to the effect that the dog catcher took her five months' old dog to the dog pound, requestir_g the Council that they have said dog released. After due consideration of the matter it was determined that the Council have no jurisdiction in the matter, it was determined that the City Clerk so ad- vise Ivlrs. Barbee. A communication was received from the Board of Supervisors of Los Angeles with minute order attached wherein they request the various Cities of the County to cooperate in emergency mobilization of men on re- lief rolls for fighting and for use by Los Angeles County Civilian defense Committee in times of disaster. There being no objection, the City Clerk uvas requested to submit a copy of same to the Police and Fire Department far study and assistance if the occasion should arise. A communication was received from the Pacific Coast Association of Fire Chiefs announcing the r`ire Chiefs' convention on September 8, 9 and 10, 1941 to be held at Reno, T~Tevada, stating that Chief Lewis will greatly T~efit by attending. Ed Jones making applica- tion for a used car business establishment to be located on Lot 237, Tract 2551, It was moved by Councilman Christensen and seconded by Coun- cilman Lake that permission be granted and that the City License Collect- or be authorized to issue license therefor, with the understanding that there will be no vurecking of cars on the premises and that the premises `~~~i ,~ will be kept in a tidy condition at all times. Oldham addressed the Council regarding sidewalks needing re- pair on Seminole Street seeking information Trrhose resf~onsi ~i iity it is to 2'7'7 pay for such repair; also spoke about parki~vay trees to the effect that she has two palms that she would give to the City to plant in the Park if they desire them. Mayor TvIeyer told Ta~trs. Oldham on behalf of the Council that the responsibility for paying for sidewalk repair is tree property otivr,:ers; also that the City are not in a position to accept any trees for the new park at this time as they have not gotten that far along. L~Ir. R. J. I-iopkins addressed the Cour_cil regarding the cows stabled on Tv~Iorton Road, east of Bullis Road requesting that something be done to have them moved as it cruses a great inconvenience to adjoining residents, and consitutes a nuisance because of the odors that eminate therefrom. I4~r. Charles J. I,Iiller, Chief of Police addressed the Council regarding the matter to the effect treat they have checked the distance from wh?ch the corrals are maintained nearest the closest residence and that he finds same to be 154 feet, therefore ~^rithin the present ordinance, therefor the Cityss hands is tied unless the ordinance be amended. Attorney T,~ioffitt addressed the Council on shat redress the pro- perty otivners would have in a Civil action. John Fairbanks addressed the Council regarding his contract to furnish garbage, tin can and rubbish collection, and his application for additional fee to take care of Broadacres area which was recently annexed to the City. T;Ir. Fairbanks also spoke on whether or not there is a dedicated street at the end of Broadacres, if so he would like to have said right of way opened so that he can get throv.gh with his truck. The Engineer c~as instructed to check into said matter. There being no objection, the .matter was laid on the table and the Council to take same under advisement. The City Clerk stated that Ed Fuhrman had called up just pre- vious to the Council meeting by phone, requesting that the Council cor_sid- er slowing up trai'fic in the business district on Long Beach Boulevard., as he is fearful that someone will get hurt on account of excessive speed maintained there at by motorists. Thereupon a discussion was had by the City Council ar_d Chief of Police regarding the matter and regarding the advisability of placing the pedestrian signs back into the intersections as before. The Chief of Police stated that he desired to try it out for a wh.,~le without such signs and that he would cause to be painted signs in the street to the effect that 'Pedestrian crossing laws strictly enforced."
