M. Mayor r~leyer in the chair. Councilmen Lake, Zimmerman and r:4e•yer ans.uered the roll call. Councilmen McPileekin and Christensen were absent. It ~~as moved by Councilman Zimmerman and seconded by Council- man Lake that the minutes of the previous a.d,journed regular meeting of August 25, 1941 and of the regular meeting of August 19th, 1941 be ap- proved as written. All members of the Council present voting• aye, the P~iayor declared the motion duly carried. The hour of 8 P. ?~,,4. Havin~~ arrived, said time being tree hour fixed to hear any objections to changing Zone RI to Zone C3 as affect- ing Lots o, 7, 8, 9 and 10, Block "A", Tract 12197. The Mayor announced that this vcas the time and place fixed for said hearing. There we re no oral objections to said change of zone. Thereupon the Mayor in~uirad of the City Clerk ~^hether or not a.ny written objections had been filed. The Clerk stated that none had been filed. And it ravin=' been determined that Affidavits of Publication and Posting were on file in the Clerk's Office as required by lay?. Thereupon Ordinance, entitled: "An Crdinance of -the City of Lynvaood, California, transferring certain lands from7_one Rl into lone C3, as established. by Ordinance No. 285 of said City of Lynwood," was introduced and r:-ad for the first time. It was moved by Councilman Lake and seconded by Councilman Timmerman that said 0~•dinance be acce~~ted as read the first tune and pass to the second rear'.in~. Roll Call: Ayes : Councilmen I_:ake, Zimmerman a.nd PJieyer. Noes: None Absent: Councilmen ^.1cP~7eekin and C'rxristensen. The hour of 8 P, r.~l. havin~~ arrived, said time being the hour fixed for hearing any objections or protests to changing Zone Rl to Zone R3 as a.ffeeting Lots 1 to 5, both inclusive of Block 15, and Lots 1 to 12, both. inclusive, Block 11, in Tract 9337. The Mayor announced that this was the time and place fixed for said hearing. There were no oral ob.jectionstc said change of lone. Thereupon the Mayor inquired of the City Clerk whether or not any written objections had been filed. The Clerk stated that none had been filed. And it having been determined that Affidavits of Publication and Posting ti~tere on file in the Clerk's Office as required by law. Now, therefore, An Ordinance, entitled: "An Ordinance of the Incorporated City of Lynwood, California, changing Lots 1 to 5, Both inclusive, of Block 15, and Lots 1 to 12, both inclusive, of Block 11, in Tract 9337 in said City, from Zone R1 into Zone R3; and amending the Zoning Map of said City to sho~~n~ said lands in Zone R3 instead of Zone Rl," was introduced and read for the first time. It tivas moved by Councilman Lake and s°conded bar Councilman Zimmerman that said Ordinance be accepted as read the first time and pass to the second reading. Roll Call: Ayes : Councilmen Lake, Zimmerman and h~leyer. Noes: None. Absent: Councilmen McPuleekin and Christensen. The hour of 8 F. M. having arrived, said.. time bein~• the hour fixed for r~earing• any objections or protests to changing Zone C3 to Zone M2 as affecting Lots 61, 62, 63, 64, 65, 66, and 67 of Block 5, of Mod- ,jeska Park, and Zone Rl to Zone 142 as affecting: Lots 27 a.nd 28 of Block. 5 of Mod~jeska Park. The Nlayor announced that this was the time a.nd place fixed for said nearing. There were no oral objections to said change of zone. Now, therefore, an ordinance, entitled: "An Ordinance of the City of Lynwood, California transferring certain lands from Zone ~~ into into Tone M2, and. City of Lynwood," wasintroduced and read for the first time. It. was moved by Councilman Lake and seconded by Councilman Zimmerman that said Ordinance. be accepted as read the first tune and pass to the second reading. Roll Call: . Ayes: Councilmen Lake, Zimmerman. and Meyer. Noes: None. Absent: Councilmen Christensen and McMeekin. WRITTEN COMMUNICATIONS: A communication was received from, City Treasurer Wilkinson to the effect that Carver Investment Co. owns a X500.00 bond in 1915 Act District Series "W", with registered and matured interest equalling X175.00, which. he has agreed to sell to the City for X450.00, recommending that purchase be made thereof. Thereupon it was moved by Councilman Zimmerman and seconded by Councilman Lake that said Bond be purchased.as recommended by the City Trea- surer.and payment therefor be made from the. Special Assessment Tax Relief. Fund. Roll Call: Ayes : Councilmen Lake, Zimmerman: and IVTeyer. - Noes: None. ~ . Absent: Councilman Christensen and McDlleekin. • A communication was received from. Fire Chief Lewis making appli- cation for car allowance for use of his car.in City service, or that he be allowed gasoline and upkeep thereof. There being no objection, said matter was referred to Councilman Zimmerman to check into and work out some plan, and to report to the Council at their next meeting. A communication was received from John A. Blain, Acting City En- gineer, to the effect. that the work has been completed in connection with resurfacing Lynwood Road west of Long Beach B3vd., submitting bill Prom G. G. Fisher Equipment Co. covering cost thereof in the sum of x$6,106.17, stating that the Engineer's estimate was X6,856.00. Thereupon it was moved by Councilman Lake and seconded by Councilman Zimmerman that said report be accepted and filed and that a warrant be included in the demands for payment of the claim of G. G. Fisher for said paving in the sum of ~fi,10fi.17 to be paid for out of the Special Gas Tax Fund. Roll Call: Ayes: Councilmen Lake, Zimmerman and Rlieyer. Noes: None. Absent: Councilmen Christensen and NIcNleekin. Report of the City Court for month of August was received, and or- dered filed. UNFINISHED BUSINESS: . It was moved by Councilman Lake and seconded by Councilman Zimmer- man that the action of the Committee to check up on purchase of a Police car, in purchasing a Ford Sedan, be ratified by the Council. Roll Call: Ayes: Councilman Lake, Zimmerman and Meyer. Noes: None. Absent: Councilmen Christensen and Me~de~kin. Councilman Zimmerman was instructed to confer with the Police Chief regarding the need of a Rex-O-Graph duplicating machine. It was moved by Councilman Zimmerman and seconded by Councilman Lake that John T. Fairbanks be allowed X25.00 per month additional fee for collecting garbage, refuse, tin cans and bottles in the "Broadacres" __ ~~~ territor~r, recently annexed to the City, and that the City Attorney be in- structed to draft a supplement to the present contract fixing the new price to begin August 1, 1941, the date when service started. Roll Call: Ayes: Councilmen Lake, Zimmerman a.nd Meyer. Noes: None. Absent : Councilmen Christensen and IUIcIvleekin. The City Clerk. stated that there was not sufficient funds set up in the budget to purchase a new car for the Building Department, so it was suggested that the Police car be purchased now and the 1940 car in the Police Department be turned over to the Building Department, and that the old 1937 Chevrolet car now in use by the Building. Inspector be turned in on the deal. Thereupon it wa.s moved by Councilman Lake and seconded by Coun- cilman Zimmerman that the City Clerk be instructed to advertise for bids for the purchase of a car for the Police Department and to trade in the 1937 Chevrolet car in use by the Building Department. All members of the Council present voting aye, the Mayor declared t?~~e motion duly carried. It was moved by Councilman Lake and seconded by Councilman Zim- merman that the meeting adjourn to September 11, 1941, at 1:45 P.M.
