HomeMy Public PortalAboutM 1941-09-15 - CC28'7 ADJOURNED REGULAR MEETING SEPTEMBER 15, 1941 The City Council of the City of Lynwood met in an adjourned re- gular session, in the Council Chamber of the City Hall, 11331 Plaza Street, on above date, at 1 P. M. Mayor Meyer in the chair. Councilmen Christensen, ~IcIVleekin and Meyer answered the roll call. Councilmen Lake and Zimmerman were absent. It was moved by Councilman Christensen and seconded by Council- man McMeekin that the minutes of the previous regular meeting of Septem- ber 2, 1941 and of the adjourned regular meeting of September ll, 1941 be approved as written. All members of the Council present voting aye, the Mayor declared the motion duly ca.ried and it was so ordered, W1~TTEN CO&IMUNICATIONS: A communciation was received from the League of California Cities announcing their next regular meeting at the Ebell Club House, 585 East Holt Avenue in the City of Pomona when Harold W. Kennedy will be the prin- cipal speaker. All members of the Council having made previous reserva- tions, the communication was ordered filed and no further action was taken thereon. A communication was received from the Pacific Coast Building Official Conference announcing their meeting at Santa Barbara when their convention will be held, on September 30 to October 3, 1941. It was moved by Councilman Christensen and seconded by Councilman McMeekin that the Building Inspector be authorized to attend and that expenses be paid for an; amount not to exceed X50.00. R©I1 Call: Ayes: Councilmen Christensen, McMeekin and Meyer. Noes: None. Absent: Councilsmen Lake and Zimmerman. A communication was received from John A. Blain stating that G. D. Ward has resigned leaving a vacancy bn the Street Department, recommend- ing that Mr. C. Wallace who is now employed on probation be employed at a salary of X125.00 per month. Thereupon it was moved by Councilman Mc- Meekin and seconded by Councilman Christensen that the recommendations of . Mr. B~~in be followed and that Mr. Wallace be employed at a salary of X125.00 per month. Roll Call: Ayes: Councilmen Christensen, McMeekin and Meyer. Noes: None. . Absent: Councilmen Lake and Zimmerman. At this time Councilman Lake arrived Ghd took his seat at the Council table. . Mr. Blain also recommended that the Council authorize the City Clerk to advertise for bids for the purchase of a light pick up truck fey the Street Department and a'3/4 ton pickup truck for the Water Department. Noes: None. . Absent: Councilman Zimmerman. An application for license to oper.~.te a used car Lot on Lot '72, which is one Lot south of 10609 Long Beach Boulevard, was received. It was moved by Councilman McMeekin and seconded by Councilman Christensen that the License Colle~tar`be authorized to issue license therefor to said applicant Harry Rush, All members of the Council present voting aye, the 14gayor declared the motion duly carried. A communication was received from City Attorney Ruby reporting --that the cases pending against the Cities initiated by the Southern Cali- fornia Telephone Company for recovery against the City taxes claimed illegally levied have all be dismissed, as the outcome of test cases have been unfavorable to them. There being no objection, said communication was ordered filed. A cammunication was received from the League of California. __ -_ ?~~ Cities reporting that their committee on Fire Insurance rates have been successful in obtaining a reduction of rates covering all City owned pro- perty insured against loss by fire, which will result in a general average reduction on Class A and B building in the amount of 25~fo resulting in a total average reduction for three years term on the classes of 473°0. There being no objection said communication was ordered filed. Gasoline report for the month of AuguGt, 1941 was received and ordered filed. Discussion was had regarding gas allowance for the Acting City Engineer, and it was determined that the Engineer keep account of h~.s consumption and submit a statement of gasoline used over a month's period on city business. UNFWISHED BUSINESS: It was moved by Councilman McMeekin and seconded by Councilman Christensen that the City Attorney be instructed to draft an Ordinance for consideration of the Council along the line suggested by the Health Department dealing with the subject of maintenance of hospitals, rest homes, etc. All members of the Council present voting aye, the Mayor de- clared the motion duly carried. ORDINANCE N0. 352, entitled: "AN ORDINANCE OF 'T'HE CITY OF LYN- WOOD, CALIFORNIA, TRANSFERRING CERTAIN LANDS FROPdi ZONE R1 INTO ZONE C3, ~~ F~$~'A~~~bh~~ ~Y Q~D3N~~1~~ NQ, 285 OF SAIll CITY OF LYNWOOD," covering property located on Imperial Highway, between Alexander Street and Fracas Street, was read for the second reading, by caption. It was moved by Councilman Lake and seconded by Councilman Christensen that the further reading of said ordinance be waived. All members of the Council present voting aye, the Mayor declared. the motion duly carried. It was moved by Councilman,Lake and seconded by Councilman Mc- Meekin that said Ordinance be adopted as read the second time, finally pass and be published as required by law. It was moved by Councilman Christensen and seconded by Council- man Lake trat the further reading of said Ordinance be waived. It was moved by Councilman Christensen and seconded by Councilman Lake that the further reading of said Ordinance be waived. RESOLUTION N0. 1357, entitled: "RESOLUTION SELLING CERTAIN REAL ESTATE AND AUTHORIZING THE EXECUTION OF A DEED UPON PAYMENT OF THE CONSIDERATION NAIviED THEREIN," was read. It was moved by Councilman Lake and seconded by Councilman Christensen that ~a.id Resolution No. 135? be adopted. Roll Call: Ayes: Councilmen Christensen, McIvTeekin, Lake and Meyer. Noes: None. In view of the fact that the new 1942 cars are not yet on the market and on account of advantage of waiting to secure bids on a year later model, it v~las moved by Councilman Lake and seconded by Councilman McA~leekin that the City Clerk be instructed to re-advertise for bids for a Police car to be used in the Police Department to be accepted on Oct- ober 7, 1941, at 8 P.
