REGULAR MEETING OCTOBER 7 1941 The City Council of the City of Lynwood met in a r®gular ses- sion in the Coune~.l Chamber of the City Hall, 11331 Plaza Street, on above date, at 7:30 P.M. Mayor Meyer in the chair. Councilmen Christensen, Lake, McMeekin and Meyer answered the ro11 call. Councilman Zimmerman was absent. It was moved by Councilman Lake and seconded by Councilman Mc- Meekin that the minutes of the previous regular meeting of September 16, 1941 be approved as written. All members of the Council present noting ay®, the Mayor declared the motion duly carried. A communication was received from C. B. Horrall, Chief of Po- ,.,~„ lice of Las Angeles City, to the effect that the City of Los Angeles has prohibited parking on Alameda Street in order to speed traffic thereon in interest of Rational Defense, suggesting that the City of Lynwood pass similar Ordinance prohibiting parking on said thoroughfare within the City of Lynwood. There being no ob3ection, said matter was referred to Chief of Police Miller for checking and report to the Council at their next regulaf~ ..meeting. A communication was received from Warren P. Scott, by C. E. Haines, Special Agent, making application for purchase of further tax deed on property in the southwest part of the City of Lynwood, stating that he will hand the City a check in payment of the deeds at such time as the City is in position to deliver them. It was moved by Coun- cilman McMeekin and seconded by Councilman Lake that a warrant be drawn on the City Treasurer in favor of the County T'ax Collector covering the compromise tax. Roll Call: Ayes: Councilmen Christensen, Lake, MaMeekin and Meyer. Noes: None. Absents Councilman Zimmerman. A communication was received from City Treasurer Wilkinson r®- questing permission to se11 bonds now in his possession which the City purchased from 7theodore' Weisman of A. Sc I. District No. 23, and from~~(~. W. Bond and Son in Municipal Improvement District No. 1, to Pacific States Savings and Loan Company in order to refund the indebtedness; also that he be authorizes to purchase a bond from F11a Harmon in the amount of X1,233.32 of Series A. & I. District No. 17, and that he b® authorized in turn to se11 it to Pacific States Savings and Loan GAmpany for the same price. It was moved by Counilman MaMeekin and seconded by Council- man Lake that the City Treasurer be authorized to act as requested in his letter. A communication was received from City Treasurer Wilkinson stating that Mr. Darling, the State Plant Propagation Superintendent in- forms that the State has opened a state-wide plant propagation project and is ready to open the project in Lynwood immediately, however, that ,~ he wishes to know that the City will furnish supervision therefor.' Thereupon RESOLUTION N0.1358, entitled: "A RESOLUTION OF TII~~~ CITY COUNCIL OF THE INCORPORATED CITY OF LYNWOOD, CALIFORNIA, DECLARING ITS INTENTION TO ESTABLISH A PLANT PROPAGATION ENTERPRISE WITHIN THE CITY OF LYNWOOD," was read. It was moved by Councilman Lake and second- by Councilman•Christensen that said Resolution No. 1358 be adopted. Roll Call: Aye's: Councilmen Christensen, Lake, McMeekin and M®yer. Noes: None. Absent: Councilman Zimmerman. A petition signed by businessmen in the Atlantic Avenue area, petitioning the City C'ouneil to cause a stop signal and/or cross walk with stop signs at the intersection of Atlantic Blvd. and Brewster St. .and/or Atlantic Bl$d. and Morton Road, was received from th® Division of Highways of the State oP C:slifornia, said letter and petition having been submitted to said office for action. There being no objection, said communication and petition was referred to the Chief of Police for his consideration and report to the Council at a later date. A Corporation Quitclaim deed covering a portion of Lot 9, Block 16 of Bede Vernon acres, was received signed by Morco Insurance Agency, ' ~ 293 Inc., on the 5th. day of September, 1941, deeding same to the City of Lynwood. thereupon it was moved by Councilman Lake and seconded by Coun- cilman Christensen that said deed b® accepted and that the City Clerk be directed to canoe said instrument to be recorded in the office of the Recorder of Los Angeles County. Roll Call: Ayes: Councilmen Lak®, Christensen, McMeekin and Meyer. Noess None. Absents Councilman Zimmerman. A communication was received from the Planning Congress request- ing the Council to take out a membership in their organization. After due consideration of the matter, no action was taken thereon and the communication was ordered Piles.. A communication was received Prom the Peace Officerts Associa- tion of the State of California, urging that the Chief of Police attend the annual convention of their association to be held in Santa Rosa, October 9, 10, and 11, 1941. No action was taken thereon, as the Chief ®f Police had already roc®ived authority to attend. - A T'ax Deed covering the City Park site, being a portion of the Oscar Tower Tract, which was signed by H. L. Byrom, Tax Collector, and dated September 18, 1941, was received. It was moved by Councilman Lake and seconded by Councilman Christensen that said Tax Deed by accepted and that the City Clerk be instructed to cause said Deed to be recorded in the office of the Recorder of Los Angeles County. Roll Call: Ayes: Councilmen Lake, Christensen, McMeekin and Meyer. Noes: None. Absents Councilman Zimmerman. A communication was r®ceived from the Press-Telegram announcing their annual issue when the Douglas Plant opens, and requesting the C€sun- cil to insert an ad on behalf of the City. Thereupon it was moved by Councilman Christensen and seconded by Councilman Lake that the City con- tribute funds for the puppose of advertising the City, covering one-eighth page ad as published last gear. T'he hour of 8 p. m. having arrived, said time being the hour fined for receiving bids for the purchase of an automobile for use in the Police Department. The Mayor announced that this was the time and place for re- ceiving such bdds, requesting information from the audience whether or not any one wished to submit a bad. There was no response. T'he City Clerk stated that he had not received any bids, oth®r than one received Prom Southland Motors which was turned in for Septem- ber 16, 1941. Thereupon it was moved by Couneilnian Christensen and seconded by Councilman Lake that all bids be rejected. All members of the Council present voting aye, the Mayor declared the motion duly carried. Tt was moved by Councilman Christensen and seconded by Council- man McMeekin that the City Clerk be instructed to readvertise for bids for the purchase of a Police car. ORAL COMMUNICATIONS; us a re de~the Council on the need of a signal at Cen- tury Boulevard and Long Beach Boulevard; also regarding a light out on Seminole Avenue; also regarding weeds which have overgrown the sidewalk; also regarding the need of sweeping on said street; also regarding the acquiring bf the water system by the City of Lynwood. Mayor Meyer informed Mr. Bush that he would have the matters about which he spoke investigated and taken care of as soon as possible. Mrs. Westrup addressed the Council on the need oP repainting of pedestrian`crossing signs and warning signs at school zone neafl the ~lPashington School in order to eliminate acididents, because the City is not abl® to furnish a sufficient number of crossing guards. Mr. t~estrup was assured that the City would do all in its power to correct ~~iis matter and that signs will be repainted as requested at an early date. Mrs. Jones addressed the Council on the need of crossing signs near the Roosevelt School, as well need of clearing weeds at A1.r~a Street and Abbott Road around the School. The Mayor stated that these matters would also b® checl~edinto and taken care of at an early date. Mr. A. J. Elgor, owner of property in the Broadacres territory, addressed the Council on the weeds growing on vacant Lot in said terr~- tory and the need for publicity about trash pick up in order that persons might not dump on vacant lots. .. .......... ?~~~. Mr. Flint stated in addressing the Council, that at the end of Gertrude Drive in Broadaeres Tract, the County dumped a lot of loose crushed rodk, stating that oil needs to be used on top in order to form a base so that the rain would not penetrate during the rainy season.. Mr. Kennell addressed the Council regarding the ordinance reg- ulating the keepfing of horses, how far they must be maintained from any- body else, stating that he believes that the Ordinance has been viola- ted near him in Broadaeres Tract. The Mayor informed Mr..Kennell that the City will ent'orae the Ordinance as now exists wh~bh provides that a horse shall not be kept within 75 feet of anybody elses house. Mayor Meyer also informed Mr. Flint and Elgor that he will in- vestigate the maters which they brought up and se® if relief might b® had . Mr s. Mary Raney addressed the Council regarding the City trim- ming a pepper tree in front of her preorise~. The Mayor stated that he would have the matter investigated. A Master Plan of Highways in the County oP Los Angeles was re- ceived from the Regional Planning Commission of Los Angeles County. There being no objection, same was ordered filed. The following communications were received submitting bids on tax deeded propertie s -- Security-First National Bank of Los Angeles submitting their --bid of X1071.80 for fox deed and for payment of c®rtain assessorents levied against Lot 33, Tract 2551, said offer being accompanied with a check in said amount. Kate Walker offering X450.00 for tax deeds and in payment of all outstanding bonds against Lots 6, 7 and 19, Block 6, Mod~eska Park, stating that she is the legal owner of said parcels. H. B. Anderson submitting a bid of X150.00 for tax deed cover- ing Lot 1293, Tract 3389. Arthur M. Graven, bidding X100 for tax deed covering ~,ot 43, Block 2, Mod~ieaka Park, with a clear deed and escrow to him. Rohr A. Gillman, bidding X300,00 for tax deed and clearing of lighting and 1915 Act Bonds covering Lots 240 and 241, Tract 2551, agree- ing to assume bonds in the principal amount of 358.89, accompanying his bid with a check in the principal sum of 429.53 to cover tea deeds and payment of 1915 Act Bonds, lighting assessments, and delinquency on A. & I. Refunding Bonds up to date. J. D. Pringle, Managsrr of Real Estate Department of Safeway Stores, making an offer of X4,500.00 for tax deed and amount necessary to .clear s11 outstanding bonia against Lots 131 and 132, Tract 2551, said offer being accompanied with a check of 100.00. Cecil ~. Snyder, bidding on behalf of Mr. John Bucher on Lot 150, Tract 921, in the sum of 150.00 to pay the tea deed and cancel all outstanding bonds. V. A. Nation submitting his bid eov®ring the following lots in the following amounts stating that he is the record owner thereafs Lot 87, 53.27; Lot 103, 152.92; Lot 175, 68.24; Lot 184 X185.05; Lot 185, 185.05; Lot 186, ,375.57; Lot 187 $234.20; Lot 194, 85.30; Lot 205, 97.35; Lot 206, X81.81; Lot 207, 53.98; Lot 209, 42.86; Lot 210, 55.17; all in Tracis 8716. the bidder to assume the responsibility for paying the A. & T. No. 115 Refunding Bonds and weaver bonds. V. A. Nation submitting his bid covering Lot 1363, Tract 3389 in the amount of X237.50, stating that he is the owner thereof. After due consideration of said bids, the matter was laid on the table until .the next regular meeting of the Council. A communication was received from Francis W. Gillman of Gill- man & Gillman to the effect that for the past 17 years they have paid ~ a license of 100.00, suggesting that the fee be reduced to X100.00 for the first year any plutaber is in business in the City, and 25.00 for each year thereafter. The City Attorney ruled that he believed that the fee as sug- gested would be discriminatory and therfore not legal. Thereupon the City Clerk was instructed to advise Mr. Gillman that he get together with the other plumbers and see if they can arrive at some other basis for licensing plumbers, when the Council would con- sider it further. UNFINISHED BUSINESS; T e matter of gasoline allowance for the Fire Chief and Acting City Engineer was brought up for further consideration of the Council. No action was taken thereon. It was mov®d by Councilman Lake and seconded by Councilman Christensen that the City Clerk be instructed to advertise for bids for the purchase of a light pickup t~hck for the StPeet Department, and a 3/4 ton pick up truck for the Water Department, payment therefor•'bo be ,`~~~ made on or before the 10th of ~'anuary, 1942. A communication w as receive d from City Attorney Ruby reporting on the matter of three claims and demands against the City filgsd by Louise J. Miller, C. A. Hud gins, and A. L. Young for alleged flood damage claim®d to be caused byr Flo ods in 194 1, stating that in his judgment no flood damage occured and th at the Cit y never diverted any waters on to the lands of the parties making the claims, recommending that the City reject said claims. Thereupon it was moved by C ouncilman McMeekin and seconded by Councilman Christensen that the claim of Louise J. Miller in the princi- pal sum of 6,280.00 be dis allowed. .' RESOLUTION N0. 1359, entitled: " A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE .INCORPORATED CITY OF LYN~'~OOD, CALIFORNIA, TO VACATE A CERTAIN PART AND PORTION OF LANDS IN THE CITY OF LYNWOOD, CALIFORNIA, NOi~i~ USED A5A PUBLIC STREET, AND TO REPEAL AND SET ASIDE RESOLUTION N0. 1274 OF SAID CITY OF LYNVYOOD,f' was read.
