I. COMPREHENSIVE PLAN: • The City's Comprehensive Plan, adopted in August 1976, addresses broad land uses. This general vicinity is identified as Area II, Site B and the Plan states: "Topographic variations, close proximity to Payette River, the presence of a country road, and the sewage treatment plan south of the site, all contribute to a high rating for residential land use." Under the final section called "Public and Private Actions" the plan notes that the City of McCall should: "consider annexation of additional lands as development pressure grows in areas .adjacent to the City and thus assure their development in accordance with the General Plan." The Plan is uncertain in terms of detail of which areas to be annexed. A broad application of this direction is expected as conditions and circumstances warrant, based upon your judgement and discretion. II. TAX IMPACTS: The City Treasurer has provided the attached comparison for outlining the tax impacts upon various types of properties as requested by the Council on August 12. III. ADDITIONAL CORRESPONDENCE: Attached is correspondence which has been received to date in addition to the testimony in the file submitted for the Planning and Zoning Commission's hearing. Busby 927 Van Nuys St. San Diego, CA - 92109 Dear Mr. Busby: The question which you asked concerning the District's easement along your property was referred to the District's attorneys and to the District Board of Directors at the regular meeting of May 4, 1990. The legal staff advised the Board, after researching the statutes, that - ll valid and would the easement which you granted to the District is spy continue to be valid unless the Board chose to conveyor nullify the easement in some manner. The Board generally felt that it would be pru- dent to retain the easement for future consideration of construction if indeed that ever materializes. The Board also felt, however, that if the affected property owner wishes to justify the need for easement nullification, they would consider each request on a case by case basis. With that in mind the District Board directed me to ask you to further explain your request for easement nullification. Please indicate in your request, (1) What your specific plans are and how they are directly impacted by the existence of the easement. (2) Please show with a map how the easement will interfere with your building plans - also consider zoning set backs. I have been informed by the Impact Planning & Zoning Commission Chairperson that a setback of 50' from the North Fork of the Payette River is the rule for river and lakefront lots. It ie my understanding that the sewer easement falls well within this dimension and may moot the issue of interference. To update you onthe background, I researched the Rio Vista issue and recorded the following chronology: After a class action lawsuit filed by some residents in Rio Vista Subdivision, a decision was rendered by a District Judge which in effect stated that the Payette Lakes Water and Sewer District improperly included Rio Vista Subdivision within its boundaries and consequently had no authority to tax these :roperties for Bond Indebtedness. The PLWSD Board with concurrence of the State Tax Commission then applied this decisionto all properties within the Rio Vista Subdivision and on 4/13/84 voted to deanrnex Rio Vista Subdivision. The end result is that the Payette Lakes Water and. Sewer District does not have taxing authority in the Subdivision and consequently did not expend funds to construct a sewer system in an area outside its boundaries. The Rio Vista Subdivision was then removed from service consi.deratien by .tale Sewer District. Payette Lakes Water and Sewer District P.O. Busby 927 Van Nuys St. San Diego, 0A 92109 Dear Mr. Busby: The question which you asked concerning the District's easement along your property was referred to the District's attorneys and to the District Board of Directors at the regular meeting of May 4, 1990. The legal staff advised the Board, after researching the statutes, that the easement which you granted to the District is still valid and would continue to be valid unless the Board chose to convey or nullify the easement in some manner. The Board generally felt that it would be pru- dent to retain the easement for future consideration of construction if indeed that ever materializes. The Board also felt, however, that if the affected property owner wishes to justify the need for easement nullification, they would consider each request on a case by case basis. With that in mind the District Board directed me to ask you to further explain your request for easement nullification. Please indicate in your request, (1) What your specific plans are and how they are directly impacted by the existence of the easement. (2) Please show with a map how the easement will interfere with your building plans - also consider zoning set backs. I have been informed by the Impact Planning & Zoning Commission Chairperson that a setback of 50' from the North Pork of the Payette River is the rule for river and lakefront lots. It is my understanding that the sewer easement falls well within this dimension and may moot the issue of interference. To update you onthe background, I researched the Rio Vista issue and recorded the following chronology: After a class action lawsuit Bled by some residents in Rio Vista Subdivision, a decision was rendered by a District Judge which in effect stated that the Payette Lakes Water and Sewer District improperly included Rio Vista Subdivision within its boundaries and. consequently had no authority to tax these properties for Bond Indebtedness. The PLWSD Board with concurrence of the State Tax Commission then applied this decisionto all properties within the Rio Vista Subdivision and on 4/13/84 voted to deannex Rio Vista Subdivision. The end result is that the Payette Lakes Water and Sewer District does not have taxing authority in the Subdivision and consequently did not expend funds to construct a sewer system in an area outside its boundaries. Commission Members: We were disappointed that there was no time for discussion of the proposed annexation at your last meeting. Because we are scheduled to be out of town during the special meeting upcoming we herewith submit our written comments for your consideration. In reviewing the City Administrator's "Rio Vista Annexation Report" presented at the last Planning and Zoning Commission meeting, we felt it lacked essential information needed to determine the proposal's worth to the residents of Rio Vista. By speaking with city and county employees and others, we have attempted to extrapolate the missing information. The following is submitted for open review by P&Z as well as fellow residents of the Rio Vista area. TAX INCREASE & LID COST ESTIMATES: $1.568 We understand that the burden on individual households to pay for LID improvements will be determined by frontage. These figures are presented in an effort to quantify the total costs to Rio Vista residents. IT SHOULD BE NOTED, THOUGH, THAT THE FIGURES INDICATE AN AVERAGE INCREASE OF APPROXIMATELY 300% OVER CURRENT PROPERTY TAX LEVELS. An LID recently formed by the residents of Lake Fork Subdivision dealt with surfacing 1.2 miles of gravel road, only 22 feet wide. The total cost of $50,000 divided between 99 lots averaged $500 per lot in that case. Rio Vista's roads are over 24 feet --approximately 9% wider --and we may be faced with changing the grade and/or surfacing 4_5 miles of roads. We therefore have approximately 375% more roads times the 9% increase in width, giving us an estimated 409% greater area to improve. It follows that our cost for upgrading of roads compared to that of Lake Fork may be estimated at $205,000. This figure, however, will be dwarfed by the cost of necessary engineers, planning, testing and construction work to upgrade our sewer and water systems. The suggestions made to me regarding the total cost of correcting the substandard water, sewer and roads indicate a price tag approximating $1,000,000. Divided between the 100 or so residences in Rio Vista and amortized over 20 years at 7%, the total annual payments average $931 per household per year. (Page 2 of 6) HOW ANNEXATION IS LIKELY TO AFFECT HOMEOWNERS' OBLIGATIONS John Q has a home with a AMV of $120,000. How might his taxable obligations be affected by McCall annexation as proposed? NOW ANNEXED Property Tax Obligation: $658 $658 (w/ homeowners exemption) (50% AMV x .010969) (50% AMV x .010969) based on '92 millage City of McCall Obligation: based on '92 millage Local Improvement District: (imposed for water, sewer, roads) TOTAL OBLIGATIONS: $318 -none- (additional .0053) -none- $931 (see approximation above) (over 20 years) $658 $1,907 Differential obligation increase = ANNEXED/Now = 2.9 This rough estimation based on the best information available on short notice indicates that our anticipated obligations from 'city annexation may result, conservatively, in an increase of 300 percent. (Page 3 of 6) COMPARISON OF BENEFIT, BEFORE AND AFTER ANNEXATION After annexation and the imposition of an LID, the same John Q is now paying three times the amount of his previous property taxes. Further discussion on page 5 With special permission, one Rio Vista resident serves on P&Z (Page 4 of 6) The follow issues need to be addressed prior to annexation: 1. ANTICIPATED LOSS OF WATER PRESSURE FOR CITY Annexation will mean that McCall's ability to adequately supply the water needs of the city will be impaired. As we understand the city's staff report, McCall has been inadequately equipped to supply acceptable water pumping capacity since 1986. There is a suggestion in the current staff r.eport on annexation that after improvements are made in the Rio Vista water system, the city may be incapable of meeting the demands of a fire emergency during peak periods of a hot summer --a situation affecting aL residents of McCall. (Curiously, the staff report makes no recommendation that the city address this potentially life -threatening problem first.) 2. NO APPARENT NEED FOR ADDITIONAL FIRE EQUIPMENT Since the current fire district is already_obligated to_service Rio Vista, why would the city be obligated after annexation to "acquire additional fire apparatus?" Either the fire department is currently adequate or it is not. Annexation has nothing to do with the department's size and would not alter the demand. Fire department access to Rio Vista in an emergency continues to be the only real issue we face'now or in the future. 3. NO ANTICIPATED IMPROVEMENT IN FIRE AND POLICE ACCESS There currently exists a problem with access for fire and police services. The recommendations of the staff report suggest aggressive pursuit of construction of the Deinhard-Boydstun Connector. Review of the proposed route south of the city in relation to the fire station, the majority of Rio Vista residents, -the lay of the land, and where the actual connection into Boydstun will take place suggests that, even with this connector, the swiftest access to Rio Vista will still be across the Lardo Bridge. 4. ANTICIPATED LOSS OF ADEQUATE SNOW REMOVAL The county currently runs trucks with plows as well as a grader as many as six times per day to maintain the streets of Rio Vista. The city's staff report suggests one additional "truck plow" to meet the demand here. Many Rio Vista residents hold the opinion that the current county snowplowing is much superior to that of many residential areas within the city limits. This is a real concern for many families whose children must ride school buses inthe winter months. r. 5. ARE WE BEING ASKED TO PAY FOR PAST CODE VIOLATIONS? It is our understanding that water, sewer and road codes were violated in the development of Rio Vista. If true, won't the City's demand for "improvements" amount to asking the homeowners to compensate for violations that were allowed at the time of development? 6. NO ACCOUNTING The City has not shown how it will use the majority of new tax revenues to return real services to our area in exchange for those tax dollars. 7. MINIMAL NEED FOR VOTING PRIVILEGES IN CITY ELECTIONS The cost of water may be the only thing the City does that concerns us. As has been shown in the past, it is not legal to assess any group of users more. than is their proportional obligation, so this issue is of equal concern to all residents using the McCall water system. (Page 5 of 6) SUMMARY AND RECOMMENDATION: At present, the aforementioned services (water, sewer, roads, and snow -removal) look to be entirely adequate and in some cases even superior to that found within much of the McCall city limits. It appears that annexation of Rio Vista Subdivision would result in approximately a 50% increase in property taxes to the residents, in addition to forcing commitments to paying for changes in water, sewer and roads. The cost of such "improvements" appears to be considerable, dwarfing the increase in property taxes. Suppose one of you wants to build a tower. Will he not first sit down and estimate the cost to see if he has enough money to complete it? Luke 14:28 There appears to be no interest by the city at this time to even speculate about the expense of the imposed LID. We suspect the reason is that someone else would have to pay for it. Our own limited investigation suggests an increase in out-of-pocket costs to the property owners approximating 300%, with no meaningful benefit. Furthermore, it seems likely that the costs of the Local Improvement District would have a negative effect on turnover of real estate in the affected area. (All other factors being equal, why would a homebuyer choose to pay substantial additional taxes on an otherwise identical property?) Because of the unreasonable burden it would place upon the residents of Rio Vista, we oppose annexation until such time as the issues herein are addressed openly between the city and residents of Rio Vista. Box 1065 McCall, ID 83638 Re: Proposed Annexation of Rio Vista Subdivision Dear Mayor, City Council and Planning and Zoning Commission: I am writing this letter to formally register my opposition to the proposed annexation of Rio Vista Subdivision by the City of McCall. While I can appreciate the City's perceived need for increased tax revenues, I can see no evidence of how annexation will benefit me or my property. I have seen no commitment on the City's part to improve services in the area; rather, I am afraid that the proposed annexation simply constitutes taxation without benefit. The City does not seem to be able to adequately service its existing citizenry, let alone the expanded commitment that ought to accompany the proposed annexation. During this report I will refer back and forth from area #2 and area #3. Area 42 includes Blue Jay Subdivision. Pine terrace #2 and a portion of Pine Terrace #1. This includes 9 lots on Coy Road. / 5� Blue Jay sub has 15 lots with 8 homes now in place. 569 Pine Terrace #2 has 36 lots with homes now in place. There is at present no water lines or sewer lines.to serve the area. The roads are 70' right of way. Graveled roads presently plowed by Valley County Road Department. Aprox. 1.91 miles of road of road to maintain by the city if annexed. According to Jeff Lappin the Blue Jay Subdivision seems to perc very well. The present dwellings have private wells and septic tanks. AREA #3 Area 43 includes Pine Terrace #1 less the 9 lots in Area #2. All of Valley View Subdivision. There are again no water or sewer lines serving this area. The Valley County Road Department plows and maintaines the 70' right of way streets. Aprox. 2.10 miles of road to maintain and plow if annexed. Jeff Lappin reported to me that as you go south from Blue Jay Subdivision, as mush as 30% of the lots he has tested won't perc. Some of the existing homes have expensive above ground drain fields. He also told me that Larry Barnes is building a land application treatment plant in the area of Payette River Subdivision. Mr. Barnes may be interested in working with the City in the future building a possible trunk line. At this time the only effect this possible annexation will have on my staff is the plowing and maintenance of aprox 4 more miles of road. This breaks down to about 1/2 a snow plow route. If I can do any more to help you please let me know. ISSUES: The question is whether to annex certain parcels on the West side of McCall. This matter has been referred to the Commission by the City Council. A copy of thayor's letter to the Council leading to this directio s attached. The area has been broken into three separate parcels for your consideration. For ease of reference, we will call these areas, Rio Vista for area I, Blue Jay for Area II and Valley View for area III. You may recommend annexation of some, all or none of the three areas. If annexation is recommended, you must also recommend zoning for the areas. II. DISCUSSION: AREA I (RIO VISTA AREA) This area generally includes all of the Rio Vista subdivisions, the city's wastewater plant, the McCall Industrial Park and other parcels. The area is bounded by the Old Lardo town site, the Payette River, Boydstun Street and the city's property for the sewage treatment plant. A. ZONING: The current zoning of the area is for Impact area Zone A, Low density residential for the subdivided area, Industrial for the Industrial Park and treatment plant, and possibly some zone E property in the gravel pit area. B. WATER: The Rio Vista Subdivisions are served in large part by city water service. Along Boydstun St, the Industrial Park and certain 5 ac. parcels along Rio Vista Blvd are not served by city water service. The original installation of inadequately sized lines within the subdivisions will require installation of an additional large main, planned as part of the water system improvements to provide adequate service for this area. To the MALL PLANNING & LIMING EXHIBIT RECEIVED pressure during summer months. Other system problems include: 2" dead-end line on Chula St. 4" line along Cammy Dr. stubs, supposed to be in place, often do not exist 2' line on Cece Way needs replacement 4" line on Rio Vista (main feed to area) undersized for fireflow C. SEWER: The developed area is largely served by city sewer. River frontages along Cammy Dr., Memo Circle and Chula are on septic tanks. The Industrial Park area is served by the Payette Lakes Water and Sewer District. The capacity of the collection system is not an issue in the area. However, multiple homes on a 4" service line, non-existent stubs, and unserved areas along the River will need to be resolved as development occurs. D. STREETS: In the area there are approximately 4.5 miles of streets currently maintained by Valley County or as private streets. Of these, approximately 2.2 miles are paved, and 2.3 miles are gravel surfaced. Rights of way are 60'and 70'in width. Specific problems are Memo Circle, Cammy Dr. and Chula Rd. none of which are built to city standards and which are dead-end and steep. Road maintenance represents the major service cost for public utilities if the annexation were approved. E. POLICE: The population of this area is estimated at 365 residents. If police problems are viewed as a function of population, the city currently provides 1 sworn officer for each 286 persons. This would translate into an additional workload for 1 1/2 officers. Response time into the area is somewhat longer than to the current city. Response to the area becomes a particular problem during busy summer weekends and the congestion on Highway 55 and the Lardo Bridge. Overall response by the City police should improve the time which residents receive service. County response for routine matters can be lengthy. F. FIRE: The area is currently served by the Rural Fire District. Taxes now levied by the District would not be assessed after annexation, offsetting the city taxes to be increased. The District's loss would be approximately $9,000. Again, with no other access to the area than the Lardo bridge, response during high traffic periods will be impaired. That situation exists at this time with the same apparatus responding from the same station. The ISO rating could be affected by annexation in that response times are calculated as a part of the city's insurance rating. The City has, since 1986, been inadequately equipped to pump water and this annexation will exacerbate the problem. G. LEISURE SERVICES: The City Library currently serves out of city residents through purchasing of a library card. By annexation, all residents would have free access to the Library and that service would sustain an $875 loss.. Recreation services have no surcharge for out of city users and the annexation would have no impact on the program. H. TAXES': The increased taxes to the city would yield approximately $91,000 each year. This includes property and other shared revenues which are based on population. The AMV for the area is $12,011,627 (net homeowners exemption). To restate, the Fire District levy would be deleted and the full impact of the city tax burden would be offset by that deletion. AREA II (BLUE JAY AREA) This area includes the Blue Jay Subdivision, and portions of Pine Terrace Nos. 1 and 2. A. ZONING: The area is currently zoned Urban Agriculture and Residential, Zones E and A respectively. B. WATER: There is no city water service to the area. All developed sites are served by wells. C. SEWER: There is no central sanitary sewers in the area. All developed sites are served by septic tanks. Grounds throughout the area percolate well. D. STREETS: There are 1.91 miles of streets in the area, all of which are gravel surfaced and all of which have 70' right of ways. E. POLICE: Services to the 20 residents are now provided by the Valley County Sheriff. Response times to these locations deteriorate further than from area I above. No additional manpower could be justified at this time by the population. F. FIRE: The area is currently served by the McCall Rural Fire District. As in area I, the fire district taxes would be deleted upon annexation. The same response time issues are relevant as are discussed for area I as well. G. LEISURE SERVICES: The Library will lose approximately $30 from the 2 out of city card holders who would receive free services. There is no impact on recreation services. H. TAXES: Additional tax revenue would be $4,275. net of homeowners exemption. The AMV for the area is $662,999. AREA III VALLEY VIEW AREA This area includes all of Valley View Subdivision and portions of Pine Terrace No. 1 and Pine Terrace 2. A. ZONING: The area is zoned E, Urban Agricultural and Zone A, Residential, Impact zones. B. WATER: There is no city service in the area. The developed sites are on individual wells. C. SEWER: There is no central sanitary service serving the area. The developed sites are all served by septic systems. As much as 30% of the area will not percolate to permit septic systems. Some have installed above ground disposal systems. D. STREETS: There are approximately 2 miles of roads in the area. All are gravel surfaced and on 70' rights of way. E. POLICE: The area is served by the Valley County Sheriff's office. If annexed, city responses would be improved over existing services, but as before, response times at peak activity times will be impaired. 30 people claim residency in the area, which would not alone justify additional officers. F. FIRE: The area is within the McCall Rural Fire District and the comments related to area II above apply to this area. G. LEISURE SERVICES: The Library has three out of city borrowers, representing a $45 loss to the operation, if annexed. There is no impact on recreation services. H. TAXES: Annexation would yield $18,600 in additional tax revenues. The AMV for the area is $3,011,454. III. RECOMMENDATIONS: A principle of planning is that residential areas never yield sufficient tax revenues to pay for the services which are given. One of the ways to mitigate this is to allow the area to develop so as to yield the maximum tax revenue upon annexation. Based upon that principle, the staff recommends annexation of only Area I. Areas II and III are insufficiently developed to warrant street maintenance (which is the same cost whether developed or undeveloped), police and other services. While all of the area is within future utility boundaries, to undertake installation at this time, given the other obligations of the systems, is unjustifiable. If annexed, those property. owners would view themselves as entitled to those services. Further, if annexed, the following conditions should be noted: 1. Construction of the Deinhard-Boydstun Connector should be aggressively pursued for no other reasons than to provide better response for public safety services to the area and a second river crossing for improved traffic flow in the community. 2. The agreement with Valley County to plow the roads for the year following annexation should be undertaken. 3. Additional fire apparatus should be acquired by the city. 4. Additional equipment (one truck plow) should be added to the public works fleet with one additional operator. 5. One additional police officer should be added to the force. 6. An LID for resolving the substandard streets, sewer and water lines should be imposed. Currently prosecution consumes about 25% of my time. Over the course of the year I have been here the time demand from prosecution has varied from 15% to 25%. I would expect that there would be a statistically significant increase. The result would be some impairment of my ability to respond to needs on the civil and "business" side. Considering the geographical extent of the area, there will be some simplification of my existance, in the sense that we will for a significant number of zoning problems be free of the confusion surrounding who can enforce the ordinances in the Impact Area. There would probably be a spurt in enforcement needs until the message was received that the City means business. The need for a part time deputy will surface sometime in the next ten years, depending on how fast this place really grows. The annexation may bring that moment closer, but will not in and of itself presently create that need. In either case, employing a paralegal/file clerk, as opposed to a garden-variety secretary, will postpone the moment of hiring a deputy for a considerable time. Schmidt City Administrator From: Dale Points, Fire Chief RE: Annexation Report Accurately addressing the concerns related to the annexation of Flynn Subdivision and the additional area around Carico Street require we go back and look at the actions that have taken place in 1992 and first quarter of 1993. The total buildable lots annexed during this period of time is 1,000. These four subdivisions, Woodlands, Payette Lakes Industrial, Spring Mountain Ranch and Jacob Manor Mobile Park, will require water and when using their projected build out we are looking at an additional 104 units completed per year, for the next five years (see attachment #1). These figures do not include any filling in the existing city limits such as Evergreen Terrace, Timberlost V and VI or Lake Forest Subdivision. Letters received from engineers last year and this Spring clearly indicated a concern in the amount of water we are able to deliver during peak flow times. Peak flow time are concurrent with our highest fire hazard period, which is mid and late summer. The indication appears without adding additional service, we do not have adequate fire flow and yet we have already added four subdivisions and are considering adding more. There are several low pressure zones around the city (see attachment #2) and at the rate we are adding service areas, it appears that this problem will continue to grow unless we increase our ability to produce more water. Should we consider resolving our current water problem before we add additional demands? There are fifty three residences located in Flynn Subdivision and the adjacent area and several of these are located on two dead end streets that need to either be extended through or turned and connected with a through street. This area is also a prime example of the Wildland/Urban Interface problem that is steadily growing in our area. Should a fire occur in this area and extend into the surrounding forested area it could cut off the only escape route, thus trapping fire fighters and residents attempting to evacuate, which could result in a life threatening situation (see attachment #3). Part of the consideration to additional annexation n? :11 PLMNING & ZONING EXHIBIT RECEIVEV to the fire fighting apparatus the City now has on line. We were advised in 1985 we need a minimum of 2500 GPM and had 1700 GPM, thus we were operating at a 800 GPM deficiency. Today, eight years later and many additional exposures, we have a total pumping capability of 1750 GPM. Our biggest concern in 1985 was structural protection, but we have in the last few years by the addition of Spring Mountain, the Woodlands and Lake Forest added a wildland exposure that could have devastating results should a Interface fire occur. I look at Lowman, Crown Point and the Fire Storm in Northern Idaho and know that this same disaster could occur within our own City limits. As you are aware we are scheduled to be rerated the week of the 16th of August by the Idaho Survey and Rating Bureau. We currently have a ISO 6 rating in the City and I am concerned that we will not be able to maintain this rating. The concern comes from the multiple factors of added fire flow, pumping capacity and added response time and distance (see attachment #4). The Survey and Rating Bureau will pick at random fire calls we have responded to and average our response time and the distance from the station in miles along with the number of apparatus and firemen who show up on the fire. Distance becomes a factor in the equation when it exceeds one and one half (1 1/2) miles from the fire station. The probability exists that extended distances and longer response time to the areas being annexed will increase our ISO rating. The growth in the number of responses has also more than doubled in the last two years. As we all know annexation is a process that must happen if a city is to grow and prosper. The process, when done in a timely and planned method provides better services and is to the benefit of those annexed. The cooperation and concerns of agencies now providing services is a consideration that should be evaluated and proper adjustments addressed before annexation occurs. Schmidt City Administrator From: Dale Points, Fire Chief Re: Continuance of Annexation Report The charts and graphs used in the Carico report also applies to this report concerning additional areas under consideration for annexation. The concern of the Fire Department in the proposed annexation of Rio Vista are the low water pressure and inadequate flows available for fire protection. Some consideration must be given to increasing distribution lines. The current system consists of 6" main, 4" feeder and 2" distribution lines. Inadequate numbers and locations of hydrants are a problem throughout the subdivision. At this time there are three dead end roads without turn arounds and two of these are steeper and/or narrower than allowed in the UFC. The distance from the fire station could very well effect the up coming rerating of the City. This possibly could be offset with another route across the river. The topography and vegetation characteristics lends this entire area to the possibility of a wildland conflagration. The revenue generated from Rio Vista for the McCall rural Fire District per year is Nine Thousand Ninety Three Dollars ($9,093). The total dollars lost should Carico and area #1, 2, and 3 be annexed would exceed Fifteen Thousand Dollars ($15,000) or approximately 12% of their budget. Area two and three is a continuation and compounding of the previously discussed concern and problem. ANNEXATION REPORTS 1. CARRICO AREA: This will be a separate report. Its borders include the north fork of the payette river to the north and east. Boydston street -on the west, and runs south to the area of the McCall waste water treatment plant. The year round.residents for the most part work in McCall,and refer to McCall as their home. This area is served by water and sewer generally from the City of McCall. The Payette Lakes water and Sewer District serve a very small majority of sewer service, this is limited to 20 lots in the Industrial loop. Presently the roads are maintained by the valley county road dept. I will try to identify what I know about this area and resort any special needs or requirements to bring it up to city standards. Also to identify any problems my staff may run into while trying to maintain the water, sewer and streets as city property. WATER: Most of the area of Rib Vista are served by city water. Some of the out lying areas including the Industrial Loop and Boydstun street area south of Pinedale are not served by city water. Neither are the 5 acre parcels in the Rio Vista Blvd area south of Ernesto drive. Rio Vista Subdivision # 1 includes a small area along the North Fork of the Payette river. This area includes Chula road and Cammy drive. There is no city sewer service available in this area, dwellings in place now are served by private septic tanks. Some lots however are served by city water. The area of Cammy drive is the area where the 4" CIP water line crosses the Payette river into the Rio Vista area. This water line originates from the area,of Mather and Cross roads from an 8" CIP line running down mather.The only other line to fill this network is the 6" CIP coming from Shore Lodge # 6-A pump station. Toothman-Orton engineers will agree another large trunk line should be built across the river to serve this area. 12" or 14"? Chula Drive residents are served by a 2" galvanized water line that dead ends. Cammy Drive from Rio Vista Blvd is served by the 4" CIP line crossing the river and up the hill. From the beginning of lot # 22 down to the end of Cammy drive a 2" galvanized water line is in place. Lots # 38, # 39 and possibly lot # 35 have no water service at this time. Rio Vista # 2 is served by both city water and sewer. I don't believe the empty lots have water and sewer stubs in place. As the requests for water service come in we have to dig out to the main line and tap it. Rio Vista 4 3 is located in the area of Memo Circle. For the most part this area is not served by city sewer. The nearest manhole is located in the area of Ce Ce. Way and Rio Vista Blvd. The property owners on Memo Circle have ,been trying for a couple of years to construct a private lift station with a private pressure line built along Rio Vista Blvd to M.H.# R-3. Most but not all the lots in Rio Vista # 3 are stubbed with city water. Memo Circle is a steep private road. Unimproved, not built to city specs and will will remain private and not maintained or plowed by the city. Rio Vista 4 4 includes Ce Ce Way, Gabi Lane and the area directly east by the Waste Water Treatment Plant. The 6" CIP water line runs south from the area of Boydstun and Pinedale, down the entire length of Ernesto Drive and Rio Vista Blvd to the 6x6x4 tee. This is the water loop that circles and serves the entire Rio Vista area. Rio Vista # 4 should have a meter loop in place at each lot. Ce Ce Way is served by a undersized 2" galvanized line that will soon need to be replaced. Lots numbers'10, 11 and 12 all share a single 4" sewer line to. M.H.# 16 this shared line has blockage problems in the past. Some but not all the lots have sewer stubs to the property. These lines would have to be verified and installed before the roads could be paved. Rio Vista # 5 includes the area of Gena Way, Ernesto Drive and Pinedale. Again -this area is served well with city water and sewer. Most but not all the lots are stubbed with water and sewer. Pine dale Road needs to be built up with a solid base before paving should be attempted. The 4" CIP line running down Rio Vista Blvd is not large enough to provide acceptable fire flows. At peak irrigation periods we experience complaints of low flows and water pressure. During peak irrigation periods we do not have adequate fire hydrant flows. A lot of areas in town in the winter we don't have these kind of flows'. Lets take a look at for example the areas served by the city now and proposed subdivisions and development the city has taken in the .last 12 months. Presently we have a network of 1389 homes in the.city limits with city services now. Add 125 homes with city service in Rio Vista. • TOTAL:= 1514 To this add: 32 lots Payette Lakes Industrial Park 61 lots Mobile Home Park 257 lots Woodlands Subdivision 126 lots Carico Subdivision 650 lots Spring Mtn. Ranch ? Possible building sites in Riverside Sub. TOTAL: 1126 PLUS possible new hookups The system is'inadequate now. Until the time we get these lines upgraded we are adding to an existing problem. We are under an EPA mandate to begin filtration of our drinking water. Two other worrys that I have are 3 how do we pay for these improvements? 1. The Governor is talking about reintroducing the 1% 2. Bond Elections: I have heard of at least three possible elections now (A) McCall Water system. (b) Valley County wants to build a new 100 bed jail with ambulance barn in McCall. (c) School district will keep trying until they get a new High School. We support the tourist industry,'they drive down our roads. Use our parks, leave the garbage in our dumpsters. The residents are paying the tourists share. The Bed and Boose Tax paved a lot of city streets a few years ago. I will leave these worrys to you and the council. Chula Drive, Cammy Drive , Memo Circle and CeCe way all are served by 2" galvanized lines that need to be capsized before we can extend these lines to provide future hookups. At present we have to refuse the service. STREETS: There are aprox 4.47 miles of road in Rio Vista. For the most part the streets have at least a 60' right of way and most places 70'. The only paved road is Rio Vista Blvd. That leaves aprox. 2.3 miles graveled. These graveled roads will need to be graded at least 10 times a year, 3 or 4 times just don't cut it because we get too many complaints. Graveled roads should be treated annually with dust ebatement oil. Why hasn't Ernesto Drive and Carmen been paved? I believe this•was built after' the county, adopted their subdivision ordinance. The roads should be paved or money set aside to pave. Chula Road, Cammy Drive and Memo Circle are cul de sac dead end roads. They are not built to city specs and will not be maintained by the city. Valley County road department does not plow these roads at the present. The road leading to the Waste Water Treatment Plant from Industrial Loop may not be in the right spot. It may have to be moved or an easement obtained to keep it where it is. The proposed DeinhardBoydstun Connector is needed to provide another route into the Rio Vista area for fire trucks and other service vehicles. SEWER: The Area of Rio Vista is served well by city sewer. A few of the 5 acre undeveloped lots don't have sewer available. The areas of the Payette River, Cammy Drive, Chula Road and Memo Circle have either septic tanks at present or are trying to build private lift stations to pump to the city sanitary sewer. Again the ownership of these small lift stations should remain private and not taken over by the city. The Payette Lakes Water and Sewer District share the city's 21" concrete sewer line at Interseptor-A. The Sewer District has an 8" pressure line run 4 down Boydstun street from their lift station #24 on Whipkey lane. This is a pressure line to about the area of Viking Village. From there it is gravity down Boydstun to Rio Vista Blvd to M.H. MO-3 shared with the city on to the Interseptor-a line. This is the line to the Parshall Flume structure. The District maintains a sewer lift station along the river by the McCall 9-A pump station. The district and the city share a back-up generator at this site. This District line is Interseptor B-phase 1 comes from the area of the McCall airport. In the future we may be asked to eliminate these septic tanks along the Payette River. The city maintains four lift stations in Rio Vista #9, #9-A, #8 and #7 Three of these stations have automatic auxiliary backup generators. SUMMARY: If Rio Vista is annexed into the city the LID process could be used to fix up and pave the existing gravel roads in the subdivision. Before we do this we should be sure all buildable lots have both water and sewer stubbed to the corners. The 2" galvanized lines need to be replaced with lines large enough to provide fire flows and water service to each property. Annexation won't effect the way we serve the area now but it will require us to maintain the streets. This added road will require a new route for snow plowing and summer maintenance. This includes grading the roads, patching pot holes, crack sealing and dealing with drainage problems as they occur. The city presently has 8 snowplow routes. The three loaders 920, 930 and .966 clear the downtown area and push the snow up hill to the storage area behind City Hall. We divide the City into three sections and alternate each storm. The Ford L-8000, 12-F patrol and the 140-G patrol each take a route. The 1600 Plow/sand truck plows the center line and sands the school bus route. The GMC with the Frink Blade plows the Airport. Usually the 1600 goes to the Airport to help him. When the loaders are done downtown they plow the City Shop, hospital, recycling center and parking lot for the Golf course clubhouse. We clear the sledding area in the area of the smoke - jumpers, snowmobile parking lots, all city parks, Senior citizens center. Neal street, 2ND street, Browns Circle and dead end roads. When the scoops are done they clean around the pump stations and push back intersections. To add any more area to our plow route will require the purchase of a new truck set up with a dump bed and snowplow. Todays dollars some where around $75000. And hire a man full-time to drive the truck. • Also I would like you to take into consideration the purchase of a Balderson Dozer Blade for our 966 loader. This is a 30 degree hydraulic angle blade. The same type Valley County road department uses to plow the steep and hard to manage areas. We could use this to quickly clean dead ends 5 turnarounds and around fire hydrants. Push back and scrape intersections and clean the steep roads to our lift stations, (9-A). My idea is when the 966 is done cleaning up town go back to the shop, with the quick coupling drop the snow bucket, hook up the blade go out clean the intersections, turn-arounds and fire hydrants. These hydrants never seem to get done until the last minute and we have a terrible liability here. We need to make this a part of our route. The price of the blade, hydraulic lines and weld on the quik couplers aprox. $22000. This year we used two patrols to keep the snow winged back, the ice cut off and the roads wide and passable. There was talk earlier of selling the old 1972 12-F patrol. I think you should be thinking in terms of how to replace the 12-F with a new patrol. Don't sell it. Replace it! These routes take for a light snow storm 6 hours. We still need time for fueling maintenance and'repairs. One of our loaders, the 1967 Cat 920 has over 15000 hours on it. It is worn out and needs to be replaced. I know these are the same stories you hear over and over again. The 1600 is 16 years old and has been fitted with a new motor. It still has the same problems the rest of the truck is worn out. I think that 15 years should be a reasonable service life goal for a dump/plow truck. The Ford L-8000 is a 1984 model. I want to provide some direction to you in completing your report on this matter, so do not prepare your assessment of impact until after the meeting. Thanks. Bud7% McCALL PLANNING & ZONING EXHIBIT c RECEIVED DATE: 2/10/93 TO: MEMBERS OF THE COUNCIL FROM: MAYOR SMITH RE: ANNEXATION IN RIO VISTA AREA The question of annexation of areas commonly referred to as the Rio Vista Area has been repeatedly raised and it appears to be appropriate for the Council to consider the matter at this time. The area presented in the attached map is logically annexable and can be considered in three parts. Area 1 This area has bee largely developed and water and sewer service are now maintained by the City. The following issues are relevant to consideration for annexation of this area: I. HISTORICAL .CONSIDERATIONS: In the original development of the subdivisions, every expectation existed that the Rio Vista area would eventually become a part of the city. Now that the area is largely developed, it is timely to consider the inclusion of the area in our tax base and service area. II. POLITICAL CONSIDERATIONS: The area is a logical and psychological part of the city of McCall. Those who live in this area think of themselves and represent themselves outside of the area as being from McCall. An implication of keeping the area outside of the city limits is to preclude persons there from serving in elected offices of city government. Many of our past and present advisory committee members live in the area. III. TAX ISSUES: The people living in this area enjoy all of the benefits of being a part of the city, but escape paying city taxes on their property. The city provides water and sewer service and these properties pay utility fees, which do not support the general government activities which add value and benefit to those properties. The assessed value of the area for 1992 is **CALL PLANNING & ZONING EXHIBIT RECEIVED ®_ $13,162,690. (homeowners exemption has been deleted). The estimated tax revenue which the city would derive from annexatio of this area is estimated (at current rates) $58,047. (excludin debt service) IV. LAW ENFORCEMENT ISSUES: The primary benefit to the residents is the improved law enforcement response which the city could provide. The response time of the Valley County Sheriff can be an hour or more. The City Police response would normally be from 7 to 10 minutes. Further, the city's alternate day sprinkling ordinance is largely unenforceable in this area, in spite of other utility customers within the city being bound by it. This action would work to bring the entire utility system within the corporate boundaries permitting fair enforcement of city ordinances relate to the utilities. V. FIRE ISSUES: The Rural Fire District now serves the area. There would be little effect in the response time for the City to serve this area. The District will lose taxing authority and an agreement will need to be drafted which addresses this issue. VI.STREETS: This annexation will add approximately 5 miles of roads to the city's street inventory. Of these, 1 3/4 miles are gravel and 3 1/4 miles are paved. This estimate includes the streets within the subdivision and a portion of Boydstun St. along the West boundary of the subdivision. Valley County has volunteere to extend their snow plowing services into the subdivision for one year after annexation, to address the delay in receiving tax revenues from the property. We would expect an agreement will be needed on this issue. Area 2 This area has not been developed to a great extent but is being subdivided and will be in the developing process in the immediate future. The same considerations and issues as stated for area 1 will, in time, also apply here. More importantly it is important to enable the City to more directly manage the growth in this area consistent with its planning objectives free from some of the limitations of the County's jurisdiction. The likely construction of a roadway and bridge to complete the Deinhard-Boydstun Connector in the immediate future through this area is a city driven responsibility. The question of right of way acquisition, zoning, and other matters need City direction. Also this area will benefit greatly from that improvement securing a second access across the river, quic$er response times, and energy savings for transportation. The costs of this improvement should be shared by the residents of this area. Importantly, both present and future neighborhoods in this area will require water and street improvements. The LID process can address these issues only if located in the City. Area 3 This area is principally the Valley View Subdivision which is under development and represents a growing and major portion of the southwestern part of the greater McCall area. The completion of Deinhard-Boydstun Connector will not only spur the build -out of this area but will greatly increase the assessed value of the property in this area. Annexation of this area at this time will give the City needed control over this growth which in time will become an important part of the total area. * * * * * * * * * * * ACTION REQUIRED: At this time a motion by the Council is required to start the process for consideration of the areas it wishes to include in this proposed annexation and to refer the matter to the City Planning and Zoning Commission for their recommendation on the merits of annexation of the area and on the zoning for such area. Their action will include a public hearing on the matter and further study of the impacts resulting from this proposal. Their findings and recommendation will be submitted to the Council for further public hearings and final decision on the matter.
